04-26-1982 MinutesCommission Action # 29 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS APRIL 26, 1982 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, April 26, 1982, at four o'clock p.m. There were present: Mayor Keith G. Duckers, Chairman presiding Commissioner John F. Burgess Commissioner Karen M. Graves Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: Commissioner Merle A. Hodges None CITIZEN FORUM AWARDS - PROCLAMATIONS None PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public Hearing on the proposed assessment for street and storm drainage improvements in Mayfair Addition. (Engineering Project 81-678) A public hearing was held on the proposed assessments for street and storm drainage improvements in Mayfair Addition, authorized in Resolution Number 81-3550, passed by the Board of Commissioners on the 15th day of June, 1981. No protests, written or oral, were filed. 82-53 Moved by Commissioner Graves, seconded by Commissioner Burgess that the special assessments in Engineering Project 81-678 be approved and that Ordinance Number 82-8803, levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of street and storm drainage improvements in Mayfair Addition, be introduced for first reading. Aye: (4). Nay: (0). Motion adopted. (5.2) Public Hearing on the proposed assessment for street and storm drainage improvements on West Diamond Drive. (Engineering Project 81-684) A public hearing was held on the proposed assessments for street and storm drainage improvements on West Diamond Drive, authorized in Resolution Number 81-3557, passed by the Board of Commissioners on the 17th day of August, 1981. No protests, written or oral, were filed. 82-54 Moved by Commissioner Roth, seconded by Commissioner Burgess that the special assessments in Engineering Project 81-684 be approved and that Ordinance Number 82-8804, levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of street and storm drainage improvements on West Diamond Drive, be introduced for first reading. Aye: (4). Nay: (0). Motion adopted. 30 ----------------------------------- CONSENT AGENDA (6.1) Approve the minutes of the regular meeting April 19, 1982. (6.2) Resolution Number 82-3585 - stating the responsibilities of the City of Salina, Kansas with regard to the disposition of funds received from the U. S. Department of Housing and Urban Development under the Community Development Block Grant Program of 1974, as amended. (6.3) Set May 10, 1982 as the date for public hearing for special assessments for Engineering Project 80-671 for water and sanitary sewer improvements in Eastridge Addition. (6.4) Set May 10, 1982 as the date for public hearing for special assessments for Engineering Project 81-674 for water and sewer improvements in Mayfair Additio (6.5) Set May 10, 1982 as the date for public hearing for special assessments for Engineering Project 81-685 for water main improvements on Coronado Street. 82-55 Moved by Commissioner Burgess, seconded by Commissioner Graves that all items on the consent agenda be approved. Aye: (4). Nay: (0). Motion adopted. DEVELOPMENT BUSINESS None ADMINISTRATION (8.1) Second Reading Ordinance Number 81-8834 - providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof. [Zoning application 80-14, filed by V. F. Lundberg for Lundberg Addition] Margaret Friebus, 1015 East Claflin, asked that second reading of the ordinance be postponed until Commissioner Hodges is present. 82-56 Moved by Commissioner Burgess that action on Ordinance Number 81-8834 The postponed until May 10, 1982. The motion died for lack of a second. 82-57 Moved by Commissioner Roth, seconded by Commissioner Burgess, that Ordinance Number 81-8834, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the proper uses thereof, be adopted. Aye: Burgess, Roth, Duckers (3). Nay: (0). Commissioner Graves abstained. Commissioner Hodges absent. Motion adopted. (8.2) First Reading Ordinance Number 82-8905, authorizing the issuance of $153,000 principal amount of Industrial Revenue Bonds for Roy M. and Virginia S. Wilbur. 82-58 Moved by Commissioner Graves, seconded by Commissioner Roth that Ordinance Number 82-8905, authorizing the City of Salina, Kansas, to acquire for development purposes the real property hereinafter described and to construct and purchase buildings, improvements, machinery and equipment to be leased to Roy M. Wilbur and Virginia S. Wilbur; authorizing and directing the issuance of $153,000 principal amount of Revenue Bonds, Roy and Virginia Wilbur Series of 1982, of said City for the purpose of providing funds to pay the cost of acquiring the real property hereinafter described and to construct and purchase buildings, improvements, machinery and equipment to be leased to Roy M. Wilbur and Virginia S. Wilbur; and prescribing the form and authorizing the execution of a lease by and between said city and said individuals, be introduced for first reading. Aye: (4). Nay: (0).
