04-05-1982 Minutes23 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS APRIL 5, 1982 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, April 5, 1982, at four o'clock p.m. comprising a quorum of the Board also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM Mrs. Lauren Burkhead, 1012 Apache, filed a suggested solution with the City Commission concerning Cherokee Street from Cloud to Republic. She said the residents are tired of dust from Cherokee Street. AWARDS - PROCLAMATIONS (4.1) Resolution Number 82-3579 expressing gratitude and appreciation to Harmon Cecil Grimsley for serving as an employee of the City of Salina Police Department from January 1, 1960 to March 31, 1982. 82-41 Moved by Commissioner Duckers, seconded by Commissioner Burgess, that Resolution Number 82-3579, expressing gratitude and appreciation to Harmon Cecil Grimsley for serving as an employee of the City of Salina Police Department from January 1, 1960 to March 31, 1982, be adopted. Aye: (5). Nay: (0). Motion adopted. (4.2) The Mayor proclaimed the Month of April, 1982 - ''FAIR HOUSING MONTH''. The proclamation was read by Marion Klema, Member of the Human Relations Board. (4.3) The Mayor proclaimed the Month of April, 1982 - ''FOSTER PARENTS MONTH''. The proclamation was read by June Garrett, Area Director of the Social and Rehabilitation Services Office. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the minutes of the regular meeting March 22, 1982. (6.2) Set April 26, 1982 as the date for public hearing for special assessments for Engineering Project 81-678 for street and utility improvements in Mayfair Addition. (6.3) Set April 26, 1982 as the date for public hearing for special assessments for Engineering Project 81-684 for street and drainage improvements on West Diamond Drive. DEVELOPMENT BUSINESS None ADMINISTRATION (8.1) Second Reading Ordinance Number 82-8901 ordering the condemnation and appropriation of certain land for the construction of a storm water drainage system. 82-43 Moved by Commissioner Graves, seconded by Commissioner Duckers that Ordinance Number 82-8901, ordering the condemnation and appropriation of certain land in Saline County, Kansas, for construction of a storm water drainage system, and determining the property which will be specially benefited by said improvements, all as authorized by K.S.A. 13-1023, and amendments thereto, and pursuant to the Eminent Domain Procedure Act, K.S.A. Chapter 26, and amendments thereto, as the same relates to condemnation by cities and further pursuant to Resolution Number 82-3581 of the City of Salina, Kansas, be adopted. Aye: Burgess, Duckers, Graves, Roth, Hodges (5)• Nay: (0). Motion adopted. (8.2) First Reading Ordinance Number 82-8902 ordering the condemnation and appropriation of certain land for making improvements to Crawford Street. 82-44 Moved by Commissioner Duckers, seconded by Commissioner Graves that Ordinance Number 82-8902, ordering the condemnation and appropriation of certain land in Saline County, Kansas, for making improvements to Crawford Street, all as authorized by K.S.A. 13-1023, and amendments thereto, and pursuant to the Eminent Domain Procedure Act, K.S.A. Chapter 26, and amendments thereto, as the same relates to condemnation by cities and further pursuant to Resolution Number 82- 3582 of the City of Salina, Kansas, be introduced for first reading. Aye: (5)• Nay: (0). Motion adopted. (8.3) Request for the vacation of the dedication on Lot 7, Block 1, Replat of the Union Cemetery Addition, for Roselawn Mortuary. Robert Marietta, Attorney for Roselawn Mortuary, reviewed the past action on the Roselawn Mortuary and asked that the vacation of the dedication be approved so it can be heard by the County Commissioners. Russell Fender, 116 West Minneapolis; Ruth Markowitz, 917 Merrill; John Paul Smith; Mr. Atchison; Ethel Hall, 1008 East Claflin; Jay Garris, 756 Sheridan Harvey Miller, 324 North Penn; Dwight Pickerall, 930 Highland; are all owners of spaces in Roselawn Memorial Cemetery and spoke in favor of having a mortuary at the cemetery. 82-45 Moved by Commissioner Duckers, seconded by Commissioner Roth that the request be denied. Aye: Burgess, Duckers, Roth (3). Nay: Graves, Hodges (2). Motion adopted. (8.4) Request from Marilyn Urion regarding the regulation of through traffic in the neighborhood bounded by College, Elm, Ninth and West Iron. Marilyn Urion, 920 West Ash, asked the City Commission to protect the quality of life in the older neighborhoods and said she is making three proposals for the Commission to consider on traffic signs and other items on West Ash and other streets, in the petition she presented. OTHER BUSINESS The Mayor, with the approval of the City Commissioners, made the followi g appointments: Salina Arts Commission Glen Eldridge, reappointed for a 3 year term to March 10, 1985• Pat Neustrom, reappointed for a 3 year term to March 10, 1985• Tom Poos, appointed to succeed Mrs. Jim Otto, for a 3 year term to March 10, 1985. 82-47 Moved by Commissioner Roth, seconded by Commissioner Burgess, that the Regular Meeting of the Board of Commissioners be adjourned.
