03-22-1982 Minutes21 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MARCH 22, 1982 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, March 22, 1982, at four o'clock p.m. There were present: Mayor Merle A. Hodges, Chairman presiding Commissioner John F. Burgess Commissioner Keith G. Duckers Commissioner Karen M. Graves Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM None AWARDS - PROCLAMATIONS (4.1) Resolution Number 82-3580 expressing gratitude and appreciation to Gladwyn Finley Jones for serving as an employee of the City of Salina Street Department from July 28, 1970 to March 31, 1982. 82-36 Moved by Commissioner Duckers, seconded by Commissioner Graves that Resolution Number 82-3580 expressing gratitude and appreciation to Gladwyn Finley Jones for serving as an employee of the City of Salina Street Department from July 28, 1970 to March 31, 1982, be adopted. Aye: (5). Nay: (0). Motion adopted (4.2) The Mayor proclaimed Tuesday, Wednesday, Thursday, March 23, 24, 25, 1982 - "COZY INN DAYS". The proclamation was read by Kathryn Pickering, owner of the Cozy Inn. (4.3) The Mayor proclaimed the week of March 25 - 31, 1982 - "KNIGHTS OF COLUMBUS WEEK". The proclamation was read by Larry Billinger, Salina Council of the Knights of Columbus. (4.4) The Mayor proclaimed the Month of March, 1982 - "NATIONAL PROFESSIONAL SOCIAL WORK MONTH". The proclamation was read by Betty Coburn, Social Worker and Public Relations Director. (4.5) The Mayor proclaimed the Week of April 4 - 10, 1982 - "THE WEEK OF THE YOUNG CHILD". The proclamation was read by Kitty Beverly, Director of the Salina Child Care Center. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the minutes of the Regular Meeting March 15, 1982. (6.2) City Engineer reports on bids received March 18, 1982 for Engineering Project 82-688 for street improvements in Country Hills Addition #2, Replat of Lakewood Addition, and Twin Oaks 11 Subdivision. 22 F City Engineer reports on bids received March 18, 1982 for Engineering ct 82-689 for water and sanitary sewer improvements in Country Hills Addition eplat of Lakewood Addition, and Twin Oaks II Subdivision. (6.4) City Engineer reports on bids received March 18, 1982 for Engineering Project 82-690 for drainage channel excavation east of Ohio Street and south of Magnolia Road to the Knox Sand Pit. (6.5) Resolution Number 82-3582 determining it necessary to appropriate private property for the use of the City of Salina, Kansas, for the purpose of making improvements to Crawford Street and authorizing and directing the City Engineer to make a survey and description of the land necessary for such purposes. (6.6) Approve an addendum to lease agreement between the City of Salina and Yellow Van Movers. (Proposed Post Office site) (6.7) Approve an offer to sell real property owned by the City of Salina (Yellow Van Movers) (Proposed Post Office site) 82-37 Moved by Commissioner Burgess, seconded by Commissioner Duckers that all items on the consent agenda be approved. None DEVELOPMENT BUSINESS ADMINISTRATION (8.1) Second Reading Ordinance Number 82-8900 for the rezoning of Lots 1, 11, 12, 13, Par -Nei Addition to the City of Salina, Saline County, Kansas to District "R-1", Single -Family Residential District. 82-38 Moved by Commissioner Roth, seconded by Commissioner Burgess that Ordinance Number 82-8900, providing for the amendment of Ordinance Number 8526, the same being Chapter 36 of the Salina Code, and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof, be introduced for second reading. Aye: Burgess, Duckers, Graves, Roth, Hodges (5). Nay: (0). Motion adopted. (8.2) First Reading Ordinance Number 82-8901 ordering the condemnation and appropriation of certain land in Saline County, Kansas for construction of a storm water drainage system, all as authorized by K.S.A. 13-1023, and amendments thereto, and pursuant to the Eminent Domain Procedure Act, K.S.A. Chapter 26, and amendments thereto, as the same relates to condemnation by cities and further pursuant to Resolution Number 82-3581 of the City of Salina, Kansas. (Knox Sand Pit area) The City Attorney said this ordinance should be amended to include a ponding area, as described by the City Engineer. 82-39 Moved by Commissioner Graves, seconded by Commissioner Duckers that Ordinance Number 82-8901 ordering the condemnation and appropriation of certain land in Saline County, Kansas for construction of a storm water drainage system, all as authorized by K.S.A. 13-1023, and amendments thereto, and pursuant to the eminent domain procedure act, K.S.A. Chapter 26 and amendments thereto, as the same relates to condemnation by cities and further pursuant to Resolution Number 82-3581 of the City of Salina, Kansas, be amended to include a ponding area, and then be introduced for first reading, as amended.
