03-08-1982 Minutes16 CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS MARCH 8, 1 1982 4:00 p.m. The Regular Meeting of the Board of Commissioners met in the Commission Meeting Room, City -County Building, on Monday, March 8, 1982, at four o'clock p.m. There were present: Mayor Merle A. Hodges, Chairman presiding Commissioner John F. Burgess Commissioner Keith G. Duckers Commissioner Karen M. Graves Commissioner Charles B. Roth comprising a quorum of the Board, also present: L. 0. Bengtson, City Attorney D. L. Harrison, City Clerk Rufus L. Nye, City Manager Absent: None CITIZEN FORUM Phyllis Zorn, 208 South Delaware, said a lot of individuals are driving cars and riding bikes wearing headphones, listening to their portable stereo radios. She feels there is a need for an ordinance banning the wearing of headphones in traffic situations. AWARDS - PROCLAMATIONS (4.1) The Mayor presented plaques of appreciation to past board and commission members: Mrs. Leo (Irma) Schaefer, Grievance Committee; Karl Gordon, Stanley Swander, Brude Broce, Board of Electrical Examiners; and Bill Phillips, Electrical Code Panel. (4.2) The Mayor proclaimed the Week of March 7 through 13, 1982 - ''GIRL SCOUT WEEK''. The proclamation was read by Cindy Bachofer, Cadet Senior Troop 4. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None CONSENT AGENDA (6.1) Approve the Minutes of the Regular Meeting February 22, 1982. (6.2) Resolution Number 82-3578 authorizing and ordering certain curbing, guttering, paving, grading, storm sewer, water main, sanitary sewer and drainage improvements, ordering preparation of plans and specifications and the estimate of costs. [Country Hills Addition Number 2, Replat of Lakewood Addition, and Trin Oaks II Subdivision] (6.3) City Engineer files plans and specifications for street, utility, and drainage improvements in Country Hills Addition Number 2, Replat of Lakewood Addition, and Twin Oaks II Subdivision. [Set the date of March 18, 1982 to receive bids] (6.4) Cereal Malt Beverage license applications. 82-27 Moved by Commissioner Burgess, seconded by Commissioner Duckers that all items on the consent agenda be approved. Motion adopted None DEVELOPMENT BUSINESS ADMINISTRATION 17 (8.1) Second Reading Ordinance Number 82-8898, providing for the vacation of a certain utility easement in Block 9, Mayfair Addition. 82-28 Moved by Commissioner Graves, seconded by Commissioner Roth that Ordinance Number 82-8898, providing for the vacation of a certain utility easement in Block 9, Mayfair Addition to the City of Salina, Saline County, Kansas, be adopted. Aye: Burgess, Duckers, Graves, Roth, Hodges (5). Nay: (0). Motion adopted. (8.2) First Reading Ordinance Number 82-8899 authorizing issuance of $361,000.00 Medical Clinic Revenue Bonds, Series 1982-A for Dr. Gary L. Harbin. 82-29 Moved by Commissioner Duckers, seconded by Commissioner Burgess that Ordinance Number 82-8899 authorizing the City of Salina, Kansas, to acquire the real property hereinafter described and to construct, purchase and install buildings and improvements and furnishings and equipment to be leased to Gary L. Harbin, authorizing and directing the issuance of $361,000.00 principal amount of Medical Clinic Revenue Bonds, Series 1982-A, of said City for the purpose of providing funds to pay the cost of acquiring said real property and constructing, purchasing and installing said buildings and improvements and furnishings and equipment to be leased to said Gary L. Harbin; prescribing the form and authorizing the execution of a lease by and between said City and said Gary L. Harbin; and making an election under Section 103(b)(6)(d) of the Internal Revenue Code, be introduced for first reading. Aye: (5). Nay: (0). Motion adopted. OTHER BUSINESS The Mayor, with the approval of the Board of Commissioners appointed Pat Neustrom to fill the unexpired term of Chris Shively to March 10, 1982. 82-30 Moved by Commissioner Duckers, seconded by Commissioner Graves that the Regular Meeting of the Board of Commissioners be adjourned.
