The fire department is submitting for your consideration a
summary of all our activities for the calendar year of 1977.
I
We are pleased to report that we had no fire-related deaths
this past year. OUr records indicate we had 14 fire-related
injuries,and only one of these required prolonged treatment.
I
OUr fire loss increased 47.6% over 1976. This is due in
part to the commercial fires we had early in 1977iand of
course, the restoration costs are a contributing factor.
I
We want to thank the administration, other city departments
and all news media for their assistance and cooperation
throughout the year.

Facilities.

FIRE INSPECTION/PREVENTION BUREAU ANNUAL REPORT

The individuals responsible for the Fire Inspection/Prevention Bureau are
Chief Inspector A. Laverne Brockway and Inspectors Carney A. Foster,
Jerome O. Schmidt and Jerry M. Scott. Together, they work to administer
and enforce the Fire Prevention Codes and Fire Safety Regulations.

Each Fire Inspector is assigned to a shift for 24 hours duty. This allows
the Salina Fire Department to have a member from the Fire Inspection/Prevent-
ion Bureau available 24 hours a day, 7 days a week. The fact that many fire-
places and wood burning stoves are being installed due to the energy crunch,
in addition to the many calls that are received for information concerning
smoke detectors and installation of these smoke detectors make it imperative
that a Fire Inspector be on duty to answer these questions and assist in
every way possible.

The Fire Inspector's day consists of routine inspections of business buildings
in Salina. These are scheduled through appointments and are called upon at
random. As many buildings will be inspected each day as time allows. The
Fire Inspector will be called away from these routine inspections by gas checks,
complaint inspections, request inspections, and fire alarms. At various times
an inspector will be called upon to give safety talks, fire hazard demonstrations,
fire extinguisher clinics, babysitter clinics to civic groups, organizations and
PTA's. The Fire Inspector is carried daily on the schedule board as a member of
a fire suppression crew on Aerial Ladder #1. When a major call is sounded,
he will answer the alarm from his location as a member of this team.

A Fire Inspector will receive a call at any time to come to a fire scene where
the Fire Captain, Lieutenant or Chief believes the fire is of suspicious
nature or cannot determine the cause of the fire. The Fire Inspector will
spend countless hours going over the debris and consulting with engineers,
insurance agents, owners, witnesses, police officers or whoever he feels that
can aid in the investigation. This lends a closeness to people of all walks
of life that the inspector must be able to meet and communicate.

The Fire Department sends a monthly report to the City Manager that reflects
all activities of the Fire Department. This report is compiled from daily
logs, fire alarms and Inspection/Prevention Bureau records. The annual report
is then taken from these twelve (12) monthly reports.

A Fire Inspector must be Knowledgeable in all fields associated with the fire
service, and have a working knowledge of the National Fire Codes, National
Electrical Code, State Fire Marshal's regulations, Uniform Building Code, local
Fire Prevention Code and City Ordinances. To keep knowledgeable in these areas,
it is necessary to attend special seminars when possible. Some of these special
seminars include Fire Department Instructor's Conference, Memphis, Tennessee,
Kansas Chapter of Arson Investigators, Topeka. Kansas, Kansas Arson Seminar,
Salina, Kansas, Occupational Safety and Health Administration Seminar on
Elevator (Grain) Safety, Wichita, Kansas.

The Salina Fire Department training program is implemented by

the shift officers.

The primary effort of the program is to assure that all personnel

are at a constant state of readiness. This is accomplished by
keeping abreast of the latest suppression methods and "hands on"
I
training of all apparatus and equipment.

In conjunction with the physical training pol-tion of the program,
in-service truck crews are active in pre-fire planning for
I
disasters which provide first-hand knowledge of floor plans,
j
forcible entry, water supplies, etc. of various business locations.
