Findings. In relation to the following described real estate: 0 Lots Twenty-six (26), Twenty-eight (28), Thirty (30), Thirty-two (32), Thirty-four (34) and Thirty- six (36) on Claflin Avenue, plus the West Eight (8) ft. of vacated Fourth Street; in the Grounds of Kansas Wesleyan University, an addition to the City of Salina; Saline County, Kansas and Lots Twenty-nine (29), Thirty-one (31), Thirty-three (33) and Thirty-five (35) on Kirwin Avenue, plus the West Eight(8)ft. of vacated Fourth Street, in the Grounds of Kansas Wesleyan University,an addition to the City of Salina; Saline County; Kansas (the "Property") the Governing Body makes the following findings: 1. All conditions precedent for the amendment of the City's Comprehensive Plan have been timely met: 2. The requested Future Land Use Map amendment is justified by changing conditions in the community in that KWU is needing to expand its campus programs and is working to acquire a suitable facility to operate their Nursing Degree Program. 3. The requested Future Land Use Map amendment advances goals and policies contained in the Plan because educational institutions like KWU are considered to be Public/Semi- . Public land uses. 4. There is a public need to change the Comprehensive Plan map to Public / Semi-Public because the existing R-2 zoning and Urban Residential land use designation of 135 E. Claflin Avenue does not reflect the historic use of the clinic property. The Urban Residential land use classification does not list educational institutions or college campuses as appropriate land uses, but the Public/ Semi-Public land use category does. 5. The public need is best served by changing the land use designation of the subject properties as compared with other available property because the properties on Claflin Avenue and Kirwin Avenue, which include the vacant medical clinic, are adjacent to the existing KWU campus. The proposed change in land use designation would allow for the expansion of the KWU campus to better serve the public by allowing them to locate their Nursing Degree Program in the vacant 135 E. Claflin Avenue medical clinic building. 6. The requested change would not negatively impact the surrounding areas as the intended uses of the subject properties are nearly identical to the current uses. The only proposed change in use is the conversion of the vacant building at 135 E. Claflin Avenue from a medical facility to a Nursing School for KWU's Nursing Degree Program. This proposed change in use will differ only slightly from the historical use of the building which has been a medical clinic since 1956. Section 2. Comprehensive Plan Amendment. The Future Land Use Map (Figure 2.1)of the Salina W Comprehensive Plan is amended to show the Property as a future Public/Semi-Public land use area. z Section 3. Repealer. All prior ordinances relating to the Property are repealed to the extent they are in conflict with this ordinance. Section 4. Summary of ordinance for publication. This ordinance shall be in full force and effect from and after its adoption and publication once in the official city newspaper by the following summary. Ordinance No. 19-11014 Summary On October 7, 2019, the City of Salina, Kansas, passed Ordinance No. 19-11014. The ordinance amends the Future Land Use Map in the Salina Comprehensive Plan to show the future land use designation of six lots on the north side of Claflin Avenue and four lots on the south side of Kinvin Avenue west of South Fourth Street as Public/Semi-Public instead of Urban Residential in order to be consistent with a U (University) district zoning designation.
