10-08-2019 Minutes CITY OF SALINA, KANSAS SPECIAL MEETING OF THE BOARD OF COMMISSIONERS October 8,2019 1:30 p.m. The Special Meeting of the Board of Commissioners was called to order at 1:30 p.m. in Room 203 at Tony's Pizza Events Center,800 The Midway. Roll call was taken. Those present and comprising a quorum: Mayor Trent Davis (presiding), Commissioners, Joe Hay,Jr., Melissa Rose Hodges, Mike Hoppock, and Karl Ryan. Also present: Michael Schrage, City Manager;Jacob Wood, Deputy City Manager; Greg Bengtson, City Attorney; and Shandi Wicks, City Clerk. Mayor Davis asked the Clerk for verification that notice had been sent for today's City Commission meeting. The Clerk replied yes. ADMINISTRATION 2. Public Segment. • Opening Remarks and Schilling Project overview Tim Rogers, Executive Director, Salina Airport Authority, stated the opening remarks and provided an overview and Chronology of Actions. Greg Bengtson, City Attorney, noted a transition from The Sessions Law Firm to the Stinson Law Firm. • Introduction of additional participants in joint executive session by Tim Rogers: Mike Schrage, City Manager,City of Salina Linn Exline,Superintendent, USD 305 Tim Rogers, Executive Director,Salina Airport Authority Martha Tasker, Director of Utilities, City of Salina Eryn Wright, Legal Counsel, USD 305 Greg Bengtson, Legal Counsel, City of Salina and Salina Airport Authority Matthew Schroeder, Senior Environmental Engineer, Dragun Corporation Brett Shanks, Attorney,Stinson law firm (by telephone) Michael Schrage, City Manager, added Jacob Wood, Deputy City Manager, to the additional participants in the joint session. 3. Joint Executive Session. • City of Salina. Consideration of a motion for a joint executive session. "I move that the City of Salina Board of Commissioners recess into a joint executive session with the USD 305 Board of Education, the Salina Airport Authority Board of Directors, and representatives of Kansas State University for one-hour (1-hour) to discuss with Doug Curran, environmental counsel for the Salina Public Entities, the subject of scheduled mediation with representatives of the U.S. Department of Justice and U.S.Army Corps of Engineers associated with pending litigation in Page 1 U.S. District Court based upon the need for consultation with an attorney for the public bodies which would be deemed privileged in the attorney-client relationship pursuant to K.S.A. 45- 7319(b)(2).
