09-16-2019 Minutes CITY OF SALINA,KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS September 16,2019 4:00 p.m. The City Commission convened at 3:30 p.m. for Lower Smoky Hill Water Supply Access District Third Quarter Board Meeting and at 3:45 p.m. for Citizens Forum at City-County Building, Room 107. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City-County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Trent W. Davis, M.D. (presiding), Commissioners Joe Hay,Jr., Mike Hoppock, and Karl Ryan. Also present: Michael Schrage, City Manager;Jacob Wood, Deputy City Manager; Greg Bengtson, City Attorney; and Shandi Wicks,City Clerk. Absent: Commissioner Melissa Rose Hodges AWARDS AND PROCLAMATIONS (3.1) The month of September 15 through October 15,2019 as "Hispanic Heritage Month" in the city of Salina. Julia Ramos, Community Relations Specialist, read the proclamation. (3.2) The week of September 17-23, 2019 as "Constitution Week" in the city of Salina. Melissa Stuchlik, Regent of the local Daughters of the American Revolution, read the proclamation. CITIZENS FORUM Joan Ratzlaff, Salina, mentioned the joint meeting with the Saline County Commission today and said that public notices had not been sent and explained the KOMA application. Dianna Markley, resident at the Market Place Apartments provided her thoughts on the removal of trees on Ninth Street and at Market Place Apartments and asked what the laws were for apartment buildings. Mayor Davis asked who was removing the trees. Ms. Markley stated Volunteers of America owned the property and were removing the trees. Mayor Davis asked who would be able to help with that request. Michael Schrage, City Manager, stated there was a city arborist that inspected trees but was not aware of a department that could help, it would be considered a private matter. Norman Mannel, Salina, provided his thoughts on water and the blue-green algae in Lakewood Park Lake. Michael Schrage, City Manager, stated that staff was in direct contact with KDHE on the matter and had posted notice of a warning of the algae. Mr. Mannel stated that citizens were getting their limit of fish out of the lake and returning later in the day to catch more fish. Mr. Schrage stated that he was not aware that there were dedicated park rangers for the location. Joan Ratzlaff, Salina, appreciated Ms. Markley's comments and asked for a policy on trees. Mayor Davis stated there was a tree policy. Mr. Schrage stated there was a street tree Page 1 ordinance but it did not prevent an apartment complex from removing trees. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. CONSENT AGENDA (6.1) Approve the minutes of September 9, 2019. (6.2) Adopt Resolution No. 19-7740 amending fees in the Comprehensive Fee Schedule related to Smoky Hill River Festival admission price. 19-0262 Moved by Commissioner Ryan, seconded by Commissioner Hoppock, to approve the consent agenda with the amendment of September 9th in place of September 16th. Aye: (4). Nay: (0). Motion carried. ADMINISTRATION None. DEVELOPMENT BUSINESS (8.1) Acceptance of a public sidewalk easement dedication on the north side of Ash Street adjacent to The Alley entertainment center. Dean Andrew, Director of Planning, explained the easement and action options. 19-0263 Moved by Commissioner Hoppock, seconded by Commissioner Ryan, to accept the offered sidewalk easement dedication and authorize the Mayor to sign the easement documents Aye: (4). Nay: (0). Motion carried. OTHER BUSINESS Mayor Davis asked how the cost would incur for the Markley Road special assessment district. Mr. Schrage stated that somewhere out in the future the traffic count would drive the improvements and staff was working to develop a development agreement setting the parameters into place now that would be actually used in the future. He continued to provide additional information regarding the special assessment financing of the Markley Road benefit district.
