99-5541 Interchange ApplicationCwm&k Safina RESOLUTION NUMBER 99-5541 A RESOLUTION ADDRESSING THE APPLICATION OF THE CITY OF SALINA, KANSAS AND SALINE COUNTY, KANSAS FOR A KANSAS DEPARTMENT OF TRANSPORTATION SYSTEM ENHANCEMENT PROJECT INVOLVING THE CONSTRUCTION OF AN INTERCHANGE AT WATERWELL ROAD AND INTERSTATE 135 IN SALINE COUNTY. WHEREAS, the State of Kansas has announced a new System Enhancement Program as a result of the passage of the Comprehensive Transportation Program (CTP) by the 1999 Kansas Legislature; and WHEREAS, the Kansas Department of Transportation (KDOT) is soliciting project requests for the System Enhancement Program; and WHEREAS, the City of Salina and Saline County wish to form a coalition for the purpose of sponsoring a project application; and WHEREAS, the project application process requires a coalition of city and/or county governments as project sponsors to designate a primary contact; and WHEREAS, the project application process requires the local entities to certify the source and availability of the local matching funds for the project. SO NOW THEREFORE BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. The City of Salina and Saline County will be considered project sponsors for a System Enhancement Project involving the construction of an interchange at Waterwell Road and Interstate 135 in Saline County. Section 2. The City of Salina shall be designated the lead agency and primary contact for administrative purposes and for the primary agreement with KDOT. Section 3. The Mayor of the City of Salina is authorized to sign and submit the Official Project request on behalf of the City and County. Section 4. City Engineer, Shawn O'Leary, is designated the contact person for project application purposes. Section 5. The Mayor of the City of Salina is authorized to sign and submit the System Enhancement Project Estimate/Local Match Funding form, as attached hereto. follows: Section 6. The Local Match Funding for the proposed project is to be provided as Preliminary Engineering 100% local City Share = $153,500 from one year temporary note, repaid from the City General Fund County Share = $153,500 from City one year temporary note, repaid from County Road and Bridge Funds Right -of -Way 100% local City Share = $80,000 from City General Fund County Share = $35,000 from County Road and Bridge Funds Utility Adjustments 100% local City Share = $544,000 from City Water Fund No County Share Construction 10% local City Share = $153,000 from one year temporary note, repaid from City General Fund. County Share = $153,200 from one year City temporary note, repaid from County Road & Bridge Funds. Construction Engineering 10% local City Share = $23,000 from one year temporary note, repaid from City General Fund County Share = $23,000 from one year City temporary note, repaid from County Road and Bridge Funds Total Estimated Local Match = $1,318,400 Total Estimated City Share = $953,700 Total Estimated County share = $364,700 Section 7. The Local Match portion of funding will be available for: right-of-way acquisition and preliminary engineering ain 2000; utility adjustments in 2001; and the local share of remaining project segments for a bid letting in 2001. adoption.
