99-5547 Agr Engr DrainageRESOLUTION NUMBER 99-5547 A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A SUPPLEMENTAL ENGINEERING AGREEMENT WITH KONZA NATURAL RESOURCES CONSULTANTS, INC., FOR A DRAINAGE FEASIBILITY ANALYSIS IN EAST SALINA. WHEREAS, the eastern and northeastern portions of Salina have been identified as growth corridors, primarily for residential development; and WHEREAS, storm water runoff has become a key factor in this development; and WHEREAS, downstream property owners located outside the city limits have raised concerns about the potentially negative impact of developing properties within the city limits; and WHEREAS, the consultant, Konza Natural Resources Consultants, Inc. is working for the private downstream property owners as well as the City of Salina with an original agreement dated June 14, 1999; and WHEREAS, this supplemental engineering agreement will provide further analysis of the drainage basin for Dry Creek Tributary Number 1, as identified on the FEMA flood plain maps for Salina and Saline County; and WHEREAS, this analysis will provide valuable information for city staff to respond to current concerns and to future development trends in this part of the city; and WHEREAS, city staff believes this "master planning" approach to storm water system design is appropriate and effective in this particular area for storm water purposes and park development; and WHEREAS, the fees will be paid from the City Flood and Drainage Fund or the C.I.P. Planning Fund and this extended concept phase will be completed by April 30, 2000. SO NOW THEREFORE BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. That the Mayor is hereby authorized to execute a supplemental engineering agreement with Konza Natural Resources Consultants, Inc. for a drainage feasibility analysis in East Salina, subject to the terms and conditions of the agreement, in an amount not to exceed $17,500.00 for the extended concept phase and $7,500.00 for the preliminary design phase. adoption. Section 2. That the extended concept phase of the project is authorized to proceed. Section 3.
