A RESOLUTION OF INTENT TO PROVIDE AIR SERVICE PROMOTION

AND MARKETING FUNDS TO THE SALINA AIRPORT AUTHORITY.

WHEREAS, on April 9, 2018, United/SkyWest started daily flights from the Salina
Regional Airport (SLN) to the Denver International Airport (DEN) and Chicago O'Hare
U International Airport (ORD); and
WHEREAS, the long-term success of the SLN to DEN and ORD routes are dependent
on a consistent and sustained air service marketing and promotion campaign to increase
passenger counts which is attainable by the means of a comprehensive marketing program
through March of 2020 for a cost of$193,500; and
WHEREAS, the following allocation of air service market grant funds are proposed:
City of Salina - $60,000, Saline County - $60,000, Salina Airport Authority - $73,500; and
WHEREAS, the City Commission wishes to reiterate its expression of support of the
continuation of commercial air service flights between SLN and DEN and SLN and ORD,
which will add to Salina's economic vitality; and
WHEREAS, the City Commission wishes to recognize the beneficial public purpose
that completion of the campaign will serve by providing support for the campaign with a grant
of city funds; SO NOW THEREFORE,
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. That the Governing Body finds that the air service promotion and marketing
campaign will serve the public purpose of adding significantly to Salina's economic vitality.
Section 2. That it is the intent of the Governing Body to make a grant to the Salina
Airport Authority in the amount of$60,000 (the "Grant") in the following manner:
a. It is the intent of the Governing Body that the full amount of the Grant will be
paid to the Salina Airport Authority upon receiving a written request for the
disbursement of Grant funds from the Salina Airport Authority.
b. The Grant funds shall be used for actual costs incurred in completion of the air
service promotion and marketing campaign. The Salina Airport Authority shall
account to the City in order to verify use of the Grant funds for that purpose.
Section 3. That this resolution shall be in full force and effect from and after its
adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 8th day of April,
2019.
