RESOLUTION NUMBER 00-5592
A RESOLUTION THE EXCLUSIVE USE OF OAKDALE PARK AND A
PORTION OF KENWOOD PARK FOR THE ANNUAL SMOKY HILL RIVER FESTIVAL,
AND REPEALING RESOLUTION NUMBER 91-4304.
WHEREAS, the Smoky Hill river Festival annually provides a unique cultural and artistic
experience for the citizens of Salina as well as visitors from throughout the United States, and
WHEREAS, the Oakdale/Kenwood Park area provides the optimal setting for such a
festival, and
WHEREAS, all permanent public facilities available in Oakdale Park and the adjacent
portion of Kenwood Park are also available to citizens of Salina at alternate public facilities, SO NOW,
THEREFORE
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. The Salina Arts and humanities Commission is hereby authorized to make
exclusive use of certain park property on Thursday through Sunday of the second full weekend in June
for the annual Smoky Hill River Festival. The specific areas designated for exclusive use include all
of Oakdale Park and the portion of Kenwood Park lying between Kenwood Park Drive and Center
Streets, and the old Smoky Hill River Channel. Those responsible for setup and tear down for the
festival are also granted priority access to Oakdale Park on the Wednesday preceding and the Monday
following the festival.
Section 2. This authorization shall remain in effect from year to year, subject to
cancellation at any time by the Governing Body, and shall be administered by the City Manager.
Section 3. That Resolution Number 91-4304 is hereby repealed.
Section 4. That this resolution shall become effective upon its adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 17' day of April,
2000.
