The Special Meeting of the Board of Commissioners was called to order at 8:00 a.m. in Room 107,

Those present and comprising a quorum: Mayor Karl F. Ryan (presiding), Commissioners Trent
t4Davis,Joe Hay,Jr., Melissa Rose Hodges, and Mike Hoppock.
Also present: Greg Bengtson, City Attorney; Natalie Fischer, Director of Human Resources; and
Shandi Wicks, City Clerk.
ADJ1INISTRATION
(3.1) Proceedings relating to City Manager selection.
Greg Bengtson, City Attorney, provided an introduction regarding the structure of the
agenda and his consultation with the Kansas Attorney General's office regarding the
executive session motions.
(A.) Request for executive session (personnel).
O I move the city commission recess into executive session for _ minutes to discuss
individual candidates for the position of city manager, based upon the need to discuss
personnel matters of non-elected personnel pursuant to K.S.A. 75-I319(b)(1). The open
meeting will resume in this room at a.m.
18-0539 Moved by Commissioner Hoppock, seconded by Commissioner Hodges, to recess into executive
session for 15 minutes to discuss individual candidates for the position of city manager, based
upon the need to discuss personnel matters of non-elected personnel pursuant to K.S.A. 75-
4319(b)(1). The open meeting will resume in this room at 8:22 a.m.

The City Commission recessed into executive session at 9:32 a.m. and reconvened at 9:47

(C.) Post executive session matters warranting public discussion and/or action, if any.
1 Greg Bengtson, City Attorney, stated the City Commission would want to preserve this
meeting for the balance of the meeting for today and in order to do that would require a
recess during which would be cognizant the commission would not interact during this time

including one on one interaction. He suggested a motion to recess at a time deemed
appropriate by the Commission.
18-0545 Moved by Commissioner Hoppock, seconded by Commissioner Hodges, to recess the Salina City
Commission Special meeting until 12:15 p.m. this afternoon. Aye: (5). Nay: (0). Motion carried.

18-0546 Moved by Commissioner Hoppock, seconded by Commissioner Hodges, to recess into executive
session for 15 minutes to discuss the subject of the terms of employment for the position of city
manager with legal counsel, based upon the need for consultation with an attorney for the public

The City Commission recessed into executive session at 12:18 p.m. and reconvened at 12:33
p.m. No action was taken.
18-0547 Moved by Commissioner Hodges, seconded by Commissioner Hay, to extend an offer of
employment to Mike Schrage, and authorize the preparation of an employment contract by legal
counsel and human resources to be placed on the agenda for January 7, 2019. Aye: (5). Nay: (0).
Motion carried.
Mayor Ryan thanked Art Davis, Natalie Fischer and Greg Bengtson for their hard work and
1 congratulated Mike Schrage.
Greg Bengtson, City Attorney, thanked the City Commission for their diligence in the process.
