SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
December 6, 2018

The Special Meeting of the Board of Commissioners was called to order at 12:30 p.m. in Room 107,
City-County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of
silence.

Those present and comprising a quorum: Mayor Karl F. Ryan (presiding), Commissioners Trent
Davis,Joe Hay,Jr., Melissa Rose Hodges, and Mike Hoppock.
Also present: Greg Bengtson, City Attorney; and Shandi Wicks,City Clerk.
ADMINISTRATION
(3.1) Proceedings relating to City Manager selection.
(A.) Preliminary matters warranting public discussion, if any.
(B.) Request for executive session (personnel).
I move the city commission recess into executive session for minutes to interview
and discuss individual candidates for the position of city manager with its
consultant, Art Davis of Springsted I Waters Executive Search, based upon the need
to discuss personnel matters of non-elected personnel pursuant to K.S.A. 75-
4319(b)(1). The open meeting will resume in this room at p.m.
18-0507 Moved by Commissioner Davis, seconded by Commissioner Hoppock, to recess into executive
session for 6 hours 10 minutes to interview and discuss individual candidates for the position of
city manager with its consultant, Art Davis of Springsted I Waters Executive Search, based upon
the need to discuss personnel matters of non-elected personnel pursuant to K.S.A. 75-4319(b)(1).
The open meeting will resume in this room at 6:45 p.m. Aye: (5). Nay: (0). Motion carried
The City Commission recessed into executive session at 12:35 p.m. and reconvened at 6:45
p.m. No action was taken.
18-0508 Moved by Commissioner Hoppock, seconded by Commissioner Hay, to recess into executive
session for 30 minutes to discuss individual candidates for the position of city manager with its
consultant, Art Davis of Springsted I Waters Executive Search, based upon the need to discuss
personnel matters of non-elected personnel pursuant to K.S.A. 75-4319(b)(1). The open meeting
will resume in this room at 7:18 p.m. Aye: (5). Nay: (0). Motion carried
The City Commission recessed into executive session at 6:48 p.m. and reconvened at 7:18
p.m. No action was taken.

session for 10 minutes to discuss individual candidates for the position of city manager with its
consultant, Art Davis of Springsted I Waters Executive Search, based upon the need to discuss
personnel matters of non-elected personnel pursuant to K.S.A. 75-4319(b)(1). The open meeting
will resume in this room at 7:30 p.m. Aye: (5). Nay: (0). Motion carried
