18-10956 Amending Comp Plan (North Side of East Pacific East of Fourth Street) Summary published in The Salina Journal on August I l0, 2018 Posted on the City of Salina website from August IU_ 9 R , 2018 ORDINANCE NUMBER 18-10956 AN ORDINANCE AMENDING THE FUTURE LAND USE MAP OF THE Lain COMPREHENSIVE PLAN OF THE CITY OF SALINA, KANSAS. 0_ a BE IT ORDAINED by the Governing Body of the City of Salina, Kansas: Section 1. Findings. In relation to the following described real estate: Lots 1. 3 and 5 and Lots 2, 4 and 6, Block 5 and Lots I, 3, 5 and 7, Block 6 of Episcopal Military Institute Addition to the City.of Salina. Saline County, Kansas (north side of East Pacific Avenue east of North Fourth Street) (the "Property") the Governing Body makes the following findings: 1. All conditions precedent for the amendment of the City's Comprehensive Plan have been timely met; and 2. The Pacific Avenue corridor has been a commercial corridor since the 1950s and 1960s. This condition has not changed over time; and 3. The commercial reuse of.this property would be infill development and would be reinvestment in an Area of Change which is encouraged in the Comprehensive Plan; and 4. Pacific Avenue is an arterial street and an impact street and if residential development does occur in north Salina it is unlikely to occur directly abutting Pacific Avenue; and 5. Amending the map to correspond to the longtime commercial-residential zoning boundary makes the Future Land Use Map more accurately reflect long time zoning and land use patterns dating back to the 1950s and 1960s; and 6. A change to the Future Land Use Map should not impact nearby properties because any boundary changes would correspond to long time development patterns. Section 2. Comprehensive Plan Amendment. The Future Land Use Map (Figure 2.1) of the Salina Comprehensive Plan is amended to show the Property as a future Commercial land use area. Section 3. Repealer. All prior ordinances relating to the Property are repealed to the extent they are in conflict with this ordinance. Section 4. Summary of ordinance for publication. This ordinance shall be in full force and effect from and after its adoption and publication once in the official city newspaper by the following summary. The ordinance amends the Future Land Use Map in the Salina Comprehensive Plan to show the future land use designation of property on the east side of North Fourth Street and the west and east side of North min Third Street north of Pacific Avenue as Commercial instead of Urban Residential in order to be consistent with its C-6 (Service Commercial) zoning designation.
