ORDINANCE NUMBER 18-10954
AN ORDINANCE AMENDING THE FUTURE LAND USE MAP OF THE
COMPREHENSIVE PLAN OF THE CITY OF SALINA, KANSAS.
B BE IT ORDAINED by the Governing Body of the City of Salina, Kansas:
Section 1. Findings. In relation to the following described real estate:
A 7.81 acre tract of land located on the north side of Hixson Drive, west of North Broadway
Boulevard (the "Property")
the Governing Body makes the following findings:
1. All conditions precedent for the amendment of the City's Comprehensive Plan have
been timely met;
2. The longtime. tenant of the building at 529 North Broadway Boulevard (Foley
Equipment) has relocated to a new building on North Ohio Street and the owner believes
the vacant building and vacant surrounding land is better suited for industrial uses than
commercial reuse; and
3. The future industrial use of this property would be infill development and would allow
for reinvestment in an Area of Change which is encouraged in the Comprehensive Plan.
This property is identified as being located in the North Downtown — West Economic
Development Hub in the Comprehensive Plan where a mix of industrial and commercial
uses is encouraged. One of the goals in the Comprehensive Plan is to ensure that
sufficient land, served by infrastructure, is available for development of employment
• areas; and
4. The former Foley Equipment building is a large building (16,600 sq. ft.) on a large site
which is most likely to be attractive to an industrial user or warehouse user instead of
another commercial use; and
5. The North Broadway corridor would benefit from having this property put back into
productive reuse and this is most likely to occur as an industrial use; and
6. This section of Broadway Boulevard is semi-industrial in character and although this
property has frontage on Broadway it is adjacent to industrially zoned property on the
west, south and southeast. These properties are designated future Employment areas.
Section 2. Comprehensive Plan Amendment. The Future Land Use Map (Figure 2.1) of the
Salina Comprehensive Plan is amended to show the Property as a future Employment land use area.
Section 3. Repealer. All prior ordinances relating to the Property are repealed to the extent they
are in conflict with this ordinance.
Section 4. Summary of ordinance for publication. This ordinance shall be in full force and
_ effect from and after its adoption and publication once in the official city newspaper by the
