We, the undersigned, being duly elected, qualified and acting Commissioners of the City of

Salina, Kansas and constituting a majority of the Board of Commissioners of the City of Salina,
Kansas, do hereby consent to the holding of a special meeting of the Board of Commissioners of the
City of Salina, Kansas on the 30th day of July, 2018, at 3:30 p.m. for the purpose of the following:

g (3.1) Resolution No. 18-7586 authorizing the Mayor to execute a consent to an
Assignment of transferee agreement, development agreement, rights to
receive STAR Bond proceeds and CID reimbursements and security
agreement between FIB, LLC and American State Bank & Trust Company.
