ANNUAL REPORT

Activities and Accomplishments:
* The Library Board met 12 times during the year.
* Active Committees included the Goals & Objectives Committee and
the Budget/Finance Committee
. * Board mem bers also participated on joint committees:

Architectural Space Study Committee
He-Classification Committee
* POLICY DEVELOPMENT: The Board approved several new and amended
policies during the year, such as Sexual Harassment and Staff
Development. The Board also approved a new classification of
staff positions and new salary ranges, bringing starting regular
salaries from $4.25 to $5. øø per hour beginning in 1994. The Board
also made the decision for the library to remain open during: minor
holidays, such as Columbus and Presidellt's Day.
* PLANNING: The Board approved a recommendation from the
Architectural Space Study Committee for an expansion and remodeling
of the library. This will involve moving the Children's Department to
lower level to provide more space. The building is 25 years old and
space is tight in several areas. The Board hired Jones-Gillam
Architects of Salina to develop a schematic plan and cost estimate for
the project.
* BUDGET: The Board approved a General Fund Budget increase for
library operations from $954,400 in 1993 to $l,004,44Ø for 1994. Most
of the increase was to improve the low staff salaries. The Board
declined to approve an increase in the employee health insurance
benefit, which remains much lower than other local government
agencies.

* PROJECTS: The Library Board approved the purchase and installation
of a Book Security System. This will be implemented in the spring of
1994. The Board also approved the construction of additional parking
spaces for the handicapped on the north side of the library. Late in
the year, the Board approved the purchase of accounting software to
move this process in-house.
