The regular monthly meeting of the Salina Public Library Board
of Trustees was held at 4:00 p.m. on Thursday, November 29, 2001 in
the Campbell Room. The following Board members were present Cheryl
Mason, Sheldon Lilak, Nancy Chandler, Janice Ostrom, and Lynne
Ryan. Others present were Joe McKenzie and Cynthia Smull.
Janice Ostrom called the meeting to order. Janice asked if there
were any additions or changes to the October 25, 2001 minutes. None
were suggested.
01-48 On a motion made by Nancy Chandler and seconded by Sheldon
Lilak it was RESOLVED THAT: The Board of Trustees of the Salina
Public Library approves the October 25, 2001 minutes as written.

PUBLIC COMMENTS: None
STAFF INTRODUCTIONS: None
FRIENDS OF THE LIBRARY: The Friends book sale generated over
$900.00. The Friends have received a grant of $1,000.00 from the
Smoot Foundation. Their bank balance is approximately $26,000.00.
The Friends voted to give each person on the Library staff a
$15.00 gift certificate for Christmas this year. The Friends will meet
again in January. They will discuss the possibility of developing
criteria for giving a scholarship each year.
DISCUSSION ITEMS: 2001 Financial Audit Bids: Joe reported that the
library has received two bids at this time. He has been notified that he
will receive a third bid next week from a firm in Manhattan. One of the
bids received was contingent upon the city accepting a bid to the do
the City's audit. This will be discussed further at the next. Board
meeting.
DISCUSSION ITEMS: SIRSI Automation Upgrade: The Board discussed
the upgrade. Nancy Reese is presently working on the "mapping" of
library rules and regulations that will be put in the upgrade. The
upgrade is scheduled for December 16 and 17. It is suggested that the
library be closed to the public on Monday morning December 17th so
that the upgrade may be tested before being used. The library would
open at 1:00 p.m. on December 17th. This will still give patrons eight
hours access to the library on that day.

01-49 On a motion made by Nancy Chandler and seconded by
Lynne Ryan it was RESOLVED THAT: The Board of Trustees of the
Salina Public Library approves the closing of the library to the public
on Monday morning December 17. Motion passed. P689. 11/29/01.
DISCUSSION ITEMS: User Survey Results: The Board discussed the
user survey. They were pleased with the results. The library will do
another similar survey next April to get more feedback.
ACTION ITEM: GAAP Waiver: The Board discussed the GAAP Waiver.
01-50 On motion made by Sheldon Lilak and seconded by Cheryl
Mason it was RESOLVED THAT: The governing body of the Salina
Public Library, hereby requests a waiver from the following components
of generally accepted accounting principles for the fiscal year ending
December 31, 2001, in accordance with the provisions of Senate Bill
531 of the 1982 Legislature (K.S.A. 75-1120a). These are GAAP-
prescribed financial statements. Motion passed. P689. 11/29/01.
ACTION ITEM: Resolution to Transfer to Capital Improvement Fund:
The Board discussed the 2001 transfer of funds.
01-51 On a motion made by Sheldon Lilak and seconded by Nancy
Chandler it was RESOLVED THAT: The Board of Trustees of the Salina
Public Library approves the transfer of money from the Capital Account
in the General Fund to the Capital Improvement fund before December
31, 2001 up to the maximum of 10% of appropriations received after
all current expenses are paid. Motion passed. P689. 11/29/01.
ACTION ITEM: POLICY UPDATES - FALL 2001
1. Cell phone use in Library
Code of Conduct
So that all patrons may enjoy full use of library facilities, library
users are requested to observe a reasonable level of quiet and to use
library facilities for the purposes for which they are intended: reading,
study, research, material selection, programs, etc. The following
behaviors are not allowed: boisterous activity or running; harassment; -
eating and drinking around computers and other electronic: equipment,
sleeping, tobacco use inside the library or within 100 feet of public
entrances; soliciting; any activity or conduct which violates the rights
of staff or patrons.

Cell phones calls should not be initiated in the library. Library
users who receive a cell phone call and talk loud enough to disturb
others may be asked to take the cell phone conversation outside or to
terminate the call.
Staff members will call violations to the attention of the patrons,
and will give them a warning that if the behavior or violation continues
or occurs again, they may be asked to leave the library for the day. If
the staff member asks the patron to leave because of a violation of the
code of conduct and the patron refuses, the staff member should call

1. CHANGE ALL REFERENCES TO CHILDREN'S DEPARTMENT OR
LIBRARY TO YOUTH SERVICES DEPARTMENT in policy manuals.
3. NEW: Kansas Library Card
The library is authorized by the Kansas State Library to issue
Kansas Library Cards to Ks. residents. There is no charge for this card.
People must show proof of residency; give their full name and their
date of birth. The cards expire in one year.
Eligibility for the Kansas Library Card has nothing to do with a
patron's current standing with their local library cards.
4. Delete
Borrowing Privileges: The Salina Public Library will also issue
annual Kansas Library Cards to patrons in good standing.
5. CHANGE p.40 Loan periods
Fines: ten cents a day to a $3.00 maximum
Fiction videos: Fine is 10 cents per day to a maximum of $3.

Books on Tape are loaned for a period of 4 weeks. Audio music
cassettes are loaned for two weeks. There is a limit of 6 cassettes and
Books on Tape per customer.

The Board discussed the various policy changes.
01-52 On a motion made by Nancy Chandler and seconded by
Sheldon Lilak it was RESOLVED THAT: The Board of Trustees of the
Salina Public Library approves on first reading the policy changes
listed. Motion carried. P 692. 11/29/01.
FINANCIAL REPORT: The Board looked at ,the financial report. Youth
Services Department has done a good job spending their budget this
year. The Board noted that the health insurance line item in the
employee benefit fund will be over budget because of increasing the
library's share of premium and more employees taking out the health
insurance last year.
STATISTICAL REPORT: The present stats do not show the renewals
that people make on-line at home or in the library. That number was
over 900 last month. A separate line on the stats report will show that
figure in the future. The library changed Internet providers last week.
LIBRARIAN'S REPORT: Joe McKenzie reported that the library received
a phone call before Thanksgiving from an individual who wants to
honor his parents by providing some kind of memorial. Joe is
corresponding with him about the type and kind of memorial he wishes
to provide.
We have received around twelve resumes for the position of
Librarian. One application is from Salina. Nancy Jo Leachman is
calling to arrange for interviews at the present time. We will probably
not have anyone in place until the end of January.
We are working on a staff development project. The staff would
travel to twelve libraries of a similar size to meet with their staff and
see how they operate in the areas of interest to our staff.
We will probably spend some of the budget next week on DVD's.
This will start our collection.
Kristi Hansen, Janie Lamer, Charlene Allen and Joe will be
attending the Mountain Plains Library Association Conference in

Phoenix, Arizona next week. The Youth Services Department will
receive their award at that time.
Some of the ideas suggested for the Friends to help the library
are: Create a book memorial fund, atrium on the patio, build an
addition on the east side, cones of silence, put up televisions with
CNN/News channels with no sound but with the words going across the
bottom of the screens, bookmobile, transportation vouchers, new stack
signs for upstairs ($9000.00), 3 M security stripping machine.
BOARD COMMENTS: Lynne Ryan commented that she had taken some
of the classes that Melanie Schreiber, our Computer Trainer, has given
and thinks the classes are great.
The Board members discussed the next Board meeting.
01-53 On a motion made by Sheldon,Lilak and seconded by Lynne
Ryan it was RESOLVED THAT: The Board of Trustees of the Salina
Public Library set the next meeting to be on December 20th.
