The regular monthly meeting of the Salina Public Library Board of Trustees was
held at 4:00 p.m. on Thursday, September 27,2001 in the Prescott Room. The following
Board members were present Kristen Seaton, Sheldon Lilak, Nancy Chandler, Janice
Ostrom, Lynne Ryan, and Betsy Scholten. Others present were Joe McKenzie, Cynthia
Smull, Jason Coyne, Dianna Waite, and Melanie Schreiber.
Janice Ostrom called the meeting to order at 4:00 p.m. Janice asked the Board
if there were any changes needed in the August minutes. There were none suggested.
01-39 On a motion made by Nancy Chandler and seconded by Kristen Seaton it was
RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the
August 9, 2001 Public Hearing and regular meeting Board minutes as they are written.

PlTBLIC COMMENTS: None
ST AFF INTRODUCTIONS: Joe McKenzie introduced three staff members to the
Board. Dianna Waite the Head of the Adult Circulation Department, Melanie
Schreiber the libraries new Computer Specialist/Trainer, and Jason Coyne who has
been with the library for six weeks as our new Computer Technician.
Betsy Scholten arrived and took over as moderator of the Board meeting.
FRIENDS OF THE LIBRARY: The Friends are doing another book salE~ and the
bookmark contest this fall. They are also seeking reviews of books for the next
"Friends Favorites" newsletter. The Friends are also looking for two more board
members.
DISCUSSION ITEMS: Kansas State Library Card: About 15 or 20 years ago there
was a State Library Card. For various reasons it fell into disuse. The new card is for
remote access to electronic data available through the State Library. Libraries and
patrons can use the new card to access the information, which is not available to
patrons at this time. We will start issuing the new cards in the next two weeks. It
introduces the Net Library. There are 4,000 books available on-line at present. The
cards will be made out at the reference desk and the youth services circ desk.
DISCUSSION ITEMS: Circulation Self-Check: Last Wednesday Joe McKenzie, a
Board member and some staff visited the Lawrence Public Library and Topeka Public
Library to look at their self-check systems.
Dianna Waite presented information and projected costs of the 3 M Self-Check
System to the Board. 3 M is considered the leader in this type of technology. The
Board discussed the need to purchase the two units at an approximate cost of
$50,000.00 and the help they would actually provide for patrons. The Board requested
more information on the technology aspects of the system.

ACTION ITEM: Joe McKenzie presented information to the Board about changing
the name of the "Children's Department" to "Youth Services Department". They
discussed the matter.
01-40 On a motion made by Kristen Seaton and seconded by Lynne Ryan it was
RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the
name change of the "Children's Department" to "Youth Services Department" effective
immediately. Motion passed. P 683.9/27/01.
ACTION ITEM: Second Reading of Internet Use Policy: The Board dis<:ussed the
Internet Use Policy. Joe McKenzie reported that Duane Johnson the Stat,e Librarian
talked about the need to raise awareness in libraries about Kansas's obscfmity laws at
the CKLS Fall Assembly. Internet filters are not 100% foolproof.
Betsy Scholten asked if there were any further discussion on the Internet Use
Policy.

RESOL VED THAT: The Board of Trustees of the Salina Public Library approves the
Salina Public Library Internet Use Policy on second reading as amended.

Internet Use Policy
I agree to use the Internet at the Salina Public Library with the understanding that:

The Salina Public Library has no control over the information on the Internet and cannot be
held responsible for its content. I am using the Internet at my own risk. The Internet terminals
in the Youth Services Department contain software intended to filter out some Internet sites
that have adult content. However, I understand that because filters do not always work, I may
still find content that I consider to be obscene, offensive, inaccurate, or illegal.

I must comply with the United States copyright law, Kansas Obscenity statut(~s and all other
applicable laws.

It is the responsibility of a minor's parent or guardian to monitor a child's USe: of the Internet.
The Salina Public Library cannot guarantee the truth, accuracy or age-appropriateness of the
material available through the Internet.

I understand that inappropriate use of the Library's terminals includes, but is not limited to,
the following policies:

Patrons shall not access or exhibit obscene material on library computer
workstations. See K.S.A. 21-4301(c) as amended. Disseminating or exhibiting
obscene material is a crime in the state of Kansas. K.S.A. 21-430l.
Patrons shall not access or display obscene material where the redpient of the
obscene material is a child under the age of eighteen years. K.S.A. 21-4301a, as
amended.

Patrons shall not use the library computer workstations in a manner that allows
them to possess a computer generated image that contains or incorporates in
any manner any film, photograph, negative, photocopy, videotape, or video laser
disc in which a real child under sixteen years of age is shown or heard engaging
in sexually explicit conduct with intent to arouse or satisfy the sexual desires or
appeal to the prurient interest of the offender, the child or another. See K.S.A.
21-3516, as amended.

Members of the library staff are under no obligation to monitor library computer
workstations, but will take appropriate action if they observe me using a workstation in a
manner deemed in violation of relevant Kansas's statutes. I agree to go by the staffs
judgment of appropriate use as it pertains to these statutes.
I will not change any of the library's default settings such as wallpaper or hom(~ pages.
I will abide by all rules relating to the time allotment per session as articulated in the
Reference Dept. Policy Manual, or as stated by the library staff.
I agree to pay ten cents per page for all pages that I print while using the library's
workstations.
The Library reserves the right to end an Internet session at any time.
Violation of the policies and regulations that govern the use of the Library's resources may
result in loss of privilege to use these resources.

ACTION ITEM: Sunflower Bank "Sun Net" Banking: Joe presented information
about the changes that Sunflower Bank has requested in how we handle our Electronic
(ACH) Payrolls. On October 15 the bank will no longer manually produce the payrolls.
They need to be handled on-line via the Internet on the Sunflower Bank "Sun Net"
banking software in the future. The Board discussed the matter.
01-42 On a motion made by Nancy Chandler and seconded by Lynne Ryan it was
RESOLVED THAT: The Board of Trustees of the Salina Public Library approves
using on-line banking through Sunflower Bank, which includes on-line ACH
(electronic) Payroll. Motion passed. 9/27/01. P. 684.
FINANCIAL REPORT: The bill for the Insurance came and it will put us over 100%
of the budged amount because of an approximate 12% increase in premiums this year.
Of the Prescott Memorial Fund mutual funds, The Torray and Vanguard are
still listed the top 100 mutual funds.

LIBRARIAN'S REPORT: Art is looking into changing the Library's Internet
provider. Art and Nick have not been satisfied with the response from Informatics
when problems have developed. They are looking at Tri-Rivers Internet, which offers
the same service as Informatics.
The Library will be doing a reception and book signing for Author, Patricia
Traxler in November. The people organizing the reception would like to have a Wine
and Cheese reception. What is the Boards pleasure on this issue? The Board discussed
allowing alcohol to be served at the reception in the Library. The Boards general
thought was that if the Library is in compliance with liability and insuranc:e issues the
reception could go ahead with the wine and cheese idea.

The Library is planning a SIRSI training session here in our Library in
January. The proposed cost would be about $4,000.
Janice Ostrom stated that USD 305 was having SIRSI come do training for the
school district for 3 days during January and it might be beneficial to both the Library
and the School District to see what the costs would be for a week.
On the 29th a new non-slip coating (spray decking) will be put down in front of
the north entrance of the Library where the smooth concrete is slick when it is wet.
ADJOURNMENT: There being no further business to come before the Board, the
meeting was adjourned.
