The Salina Public Library Board of Trustees held their monthly mf~eting Thursday
January 25, 2001, at 4:00 p.m. in the Prescott Room. The following Board members were
present: Alan E. Jilka, Jack Howard, Sheldon Lilak, Nancy Chandler, Janice Ostrom,
Lynne Ryan, Betsy Scholten, and Tom Arpke. Others present were Joe McKenzie and
Cynthia Smull.
Tom Arpke called the meting to order. Tom asked for any corrections or changes
to the December 2000 Board minutes. No changes were suggested.
01-01 On a motion made by Nancy Chandler and seconded by Lynne Ryan it was
RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the
December minutes as printed. Motion passed. P. 657. 1/25/01.
PUBLIC COMMENTS: None
STAFF INTRODUCTIONS: None
FRIENDS OF THE LIBRARY: The Friends are looking for a new Board member. They
will be working with the Novel Kansas program. The Friends will also bt~ working at the
Library's Home Show booth.
DISCUSSION ITEMS: The Board discussed the material that Joe McKenzie presented on
the Employee Assistant Program. The plan would cover the employee, spouse and
children. The cost is $12.00 per employee per year.
The consensus of the Board is that we implement the program on :a trial basis for
one year.
01-02 On a motion made by Jack Howard and seconded by Sheldon Lilak and Lynne
Ryan it was RESOLVED THAT: The Board of Trustees of the Salina Public Library
approves on a one year trial the implementation of the Employee Assistant Program at
$12.00 per employee per year. Motion passed. P 657. 1/25/01.
ACTION ITEM: The Board discussed the proposed policy changes

RESOLVED THAT: The Board of Trustees of the Salina Public Library approves

Status of Benefits during Leave of Absence
Employees who are off work during an approved unpaid Leave of Absence for
medical reasons will have the following status of benefits:
Vacation: Does not accrue
Sick Leave: Does not accrue
Holiday: No pay
Floating Holiday: No pay

Emergency Leave: Does not apply
Health/Dental: Regular rates apply: The Library will continue to pay the employer
share during the unpaid leave; employee must pay their regular share on time.
Jury Duty: No pay
Illness with no Sick Leave Accrued
The Library understands that employees may run out of sick leave while they re
still sick or recovering from a medical condition or surgery.
Employees MUST USE sick leave, vacation and personal leave before they are
granted leave without pay. Pay will not begin again until after the employee has returned
to work. Employees should request Leave without Pay in writing to the Library Director.
An employee, who has no paid leave and becomes ill, could be advanced a
maximum of 40 hours of sick leave. Advanced sick leave will be paid back over the next 10
months at a rate of 4 hours per month, which will be deducted each month from the
employee's 8 hours of monthly sick leave. Should the employee not be able to pay back the
40 hours advanced within the first 10 months after returning to work, the Library will
deduct all remaining advanced sick leave from the next paycheck by docking the pay
amount by the hourly wage multiplied by the number of hours that need to be made up.
Leave beyond the 40 hours will be deducted from the employee's next paycheck.
Employees will have the option to have the entire amount owed deducted from one check.
Overtime
As an exceptional circumstance, an employee may be requested by the Department
Head or supervisor to work more than 40 hours in a week.
When this is necessary, time and one-half will be paid in cash or in compensatory
time for hours worked above the forty-hour workweek, it is the choice of the employee to
be paid in cash or time. The library will adhere to the intent and specifications of the
Federal Fair Labor Standards Act. The following Executive, Administrative and
Professional positions are exempt from the overtime rules of this Act: Library Director,
Administrative Assistant, Head of Reference, Head of Adult Circulation, Head of
Children's Services and Head of Tech Services. COMP TIME MUST HAVE PRIOR
APPROVAL by the employee's supervisor. Comp time must never exceed an
accumulated total of 40 hours. The comp time off must be granted and used within 60
calendar days of the extra time worked. Comp time off must be scheduled with the
supervisor and should never exceed more than 40 hours at one time. The supervisor
should keep a record for each employee of Comp time approved and taken.

Sunday Work Hours
Full and part-time employees who work a full shift on Sundays will be compensated
for 8 hours of work at regular rates. The exception to this rule is for employees whose
position was specifically created to work weekends and evening.
FINANCIAL REPORT: Joe presented the December 31, 2000 year-end finance report to
the Board. The Board discussed the report.
ST A TISTICAL REPORT: The Board noted that the stats were down. The Library web
page has an average of 237 visits a day.
LIBRARIAN'S REPORT: Joe gave handouts about Kansas House Bill 2108. The bill
would remove the protection of being sued for censorship from Board members and
employees of public libraries. It is important to contact the people on the committee
considering the bill and express concerns of passing the bill like it stands.
Jack Howard will be going off the Board in April. If you know of anyone
interested in being on the board have them file an expression of interest with the City.
We are still having staff illness. Nick Berezovsky has received his training for the
digitization. Nick is ready to start the program.
BOARD COMMENTS: Sheldon Lilak asked do we want to talk about hiring a new
collection service for the Library. It would save Dianna Waite and Janie Lamer time to
mail the long over-due notices to patrons. Joe said that SIRSI has the capability to
interface with a company that is under consideration. A representative would come, meet,
and talk about how everything would function. They will give us samples of their letters.
Dianna Waite is studying the loss of CD's and DVD's from the library collection.
There is money in the budget to develop the DVD collection this year.

adjournment to an executive session for fifteen minutes at 5:00 p.m. Motion passed. P

01-05 On a motion made by Nancy Chandler and seconded by Sheldon Lilak it was
RESOLVED THAT: The Board adjourns the Executive session and reopens the regular
Board meeting at 5:15 p.m. Motion passed. P 659. 1/25/01.
01-06 On a motion made by Betsy Scholten and seconded by Lynne Ryan it was
RESOLVED THAT: The Board Adjourns the January 25, 2001 meeting. Motion passed.
