The Salina Board of Trustees held their monthly meeting Thursday, July 27,
2000, at 4:00 p.m. in the Prescott Room. The following Board members wc~re present:
Alan E. Jilka, Jack Howard, Lynne Ryan, and Tom Arpke. Others attending the
meeting were Joe McKenzie and Cynthia Smull.
Tom Arpke called the meeting to order. Since the Board presently has only
seven members, a quorum is four according to Article VI of Library by laws, which
states in Section 5 that the majority of the Board shall constitute a quorum.
Tom asked if any changes needed to be made to the June 22, 2000 minutes.
00-33 On motion made by Jack Howard seconded by Lynne Ryan it was RESOLVED
THAT: The Board of Trustees of the Salina Public Library approves the June 22, 2000
minutes as printed. Motion passed. P. 642. 7/27/00

DISCUSSION ITEM: 2001 Budget & Health Insurance: Joe presented the 2001
Budget to the Board of Trustees along with the health insurance information, noting
that there are no new positions budgeted for 2001.
The Board discussed the budget, as presented and no changes werf: made. The
general opinion of the Board was to raise the health insurance for the individual to
$20.00 per month from $19.00 per month and to lower the family rate to $120.00 per
month from the present $161.70 per month. These changes would be effective on
January 1,2001.

RESOLVED THAT: The Board of Trustees of the Salina Public Library :iipproves the
following motion.
Resolution to Raise the Library Budget
A Resolution expressing the property taxation policy of the Salina Public Library Board of
Trustees with respect to financing the 2001 annual budget of the Salina Public Library,
Saline County, Kansas.
Whereas, budgeting, taxing and service level decisions are the responsibility of
the Salina Public Library Board; and
Whereas, the residents of Salina are to be aware that the Salina Public Library
budget for FY2001 may require property taxes to be levied in an amount greater than
the level levied for the FY2000 budget, due to an increase in expenditures and decreases
in other income; now
Therefore, be it resolved by the Salina Public Library Board of Trustees that it
is our desire to notify the public of the possibility of increased property taxes to finance
the 2001 Salina Public Library budget.
Adopted this 27th day of July 2000 by the Salina Public Library Board of
Trustees, Saline County, Kansas.

00-35 On motion made by Alan E. Jilka and seconded by Jack Howard it was
RESOL VED THAT: The Board of Trustees of the Salina Public Library approves that
the Public Hearing on the 2001 budget and the next Board Meeting be held on August
10,2000. The Public Hearing will start at 4:00 p.m. in the Prescott Room with the
Board meeting after the Public Hearing ends. Motion carried. P 643. 7/27/00.
DISCUSSION: SIRSI Report: Joe reported that SIRSI has loaded our database. They
are doing quality checks. We will run the two systems parallel for a while. Books
checked out on the old system will be checked back in on the old system. The new
system will start taking reserves on September 7, 2000. Patrons will be able to place
their reserves through the Internet on our web page. Training for the new system will
begin on August 7th and be held in the Prescott Room from 9-12am and 1-4pm daily
with a limit of ten staff per session. Art will be setting up computers for the training
sessions. We are on schedule with this project.
FINANCIAL REPORT: The Board of Trustees discussed the Library's 1999 Audit
Report from the Agler & Gaeddert CPA firm. Page 28 of the report recommended a
change in how interim checks are handled. The Board discussed the recommended
change.
00-36 On motion made by Jack Howard and seconded by Alan E. Jilka it was
RESOLVED THAT: The Board of Trustees of the Salina Public Library approves that
in the absence of the Librarian to sign interim checks that either the Board President or
the Board Treasurer sign the interim checks. Motion passed. P. 643. 7/27/00.
ACTION ITEM: 2nd Reading of the maximum fine on overdue items policy: The Board
discussed the change.
00-37 On motion made by Jack Howard and seconded by Alan E. Jilka it was
RESOLVED THAT: The Board of Trustees of the Salina Public Library approves on
second reading the policy of making the maximum fine be ten cents per day to a $3.00
maximum and the maximum fine on any overdue book or item loaned is $3.00. Motion

ACTION ITEM: 1st Reading of change in policy for checkout limits: The Board
discussed the policy change.
00-38 On motion made by Lynne Ryan and seconded by Alan E. Jilka it was
RESOLVED THAT: The Board of Trustees of the Salina Public Library approves on
first reading the revised policy limiting the number of items a patron can checkout to

FINANCIAL REPORT: Joe gave the Board an overview of the current fin:mcial
report.
STATISTICAL REPORT: It's been a good month in the Children's Libralry. Judy
Lilly our Kansas Librarian participates in a Salina History moment on KSAL at 4:05
p.m. each day.
LIBRARIAN'S REPORT: We still need a new Board member to replace J.oe Lock who
moved to Iowa last month. I will be going to the Eagles tonight to pick-up a check for
$500.00 for large print books.
When Joe attended ALA he had no positive responses to his search for a
Children's Librarian. Joe did talk to several people about the position.
We have an interview set up next week for the Head of Children's position. We
will know more by the next meeting. The applicant is from Leavenworth, Kansas.

RESOLVED THAT: The Board of Trustees of the Salina Public Library approves
adjournment from the July 27, 2000 meeting since there is no further business.
