03-25-1999 Minutes -598- The Salina Public Library Board of Trustees held their monthly meeting Thursday March 25,1999, at 4:00 p.m. in the Campbell Room. The following Board members were present: Peter Brungardt, Jack Howard, Joe Lock, Nancy Chandler, Janice Ostrom, and Jim Sullivan. Others present were Joe McKenzie, Nancy Reese, Lisa Bowman, Karen Lewis, James Talley, and Cynthia Smull. Nancy Chandler called the meeting to order. She asked for any changes to the February 1999 Board minutes. No corrections were made to the minutes. The Board minutes were approved as printed. PUBLIC COMMENTS: Joe McKenzie introduced Nancy Reese, Collection Development Librarian, Lisa Bowman, Head of Children's Department and Karen Lewis the new Reference Librarian. FRIENDS OF THE LIBRARY: James Talley reported that the Friends met on March 16, 1999. The Friends will be underwriting the Teen Literary Magazine that Lis~1 Bowman and the Children's Department will be working on this summer. The Friends are also sponsoring a "Spiritual Matters Discussion" on April 29, 1999. The next Friends Board meeting will be on April 20, 1999. DISCUSSION: Nancy Reese gave an overview of the Technical Services Dep~lrtment. There are five people in the department. Four of the staff is responsible for ordering and processing the library material. (I-Acquisitions, 2-Processors, 1- Cataloger, and I-Tech Coordinator.) Joe McKenzie presented information on the KL T A- Kansas Library Trustee Association. Joe recommended that all Board members join the association. The individual membership is $20.00 KLA registration and $3.00 for KL T A. ACTION ITEMS: The Board appointed Jim Sullivan and Jack Howard to be the nominating committee for officers for the 1999-2000 year. Joe McKenzie presented a policy revision to the Salina Public Library Collection Agency Policy. The revision closes a loophole in the policy. The Board discussed the policy change. 99-04 On motion made by Peter Brungardt and seconded by Jack Howard it was RESOLVED THAT: The Board approves the revisions on the Collection Agency Policy on first reading. Motion passed. 25 Mar 99, P. 598. -599- Collection Agency Policy Revision When the account of patron who is less than 18 years of age qualifies to be sent to the collection agency, the Library will attempt to establish a link in the automation system between the patron record of the juvenile and the patron record of an adult who is financially responsible for the juvenile. 4 An Adult whose record is linked to the record of a juvenile card holder (because the juvenile account has been turned over to thc~ collection agency) is prohibited from checking out library materials and from using Intc~rnet stations until the child's account is once again in good standing. 5 Once the child's account is in good standing, the link between the record of the juvenile and the record of the adult will be removed. 5 An Account is considered in good standing if there are no long overdue items on the account, no unresolved collection agency issues, and no charges (fines, fees, et<c...) on the account that total more than $10.00. FINANCIAL/STATISTICAL REPORT: Joe McKenzie went over the financi:al report. The Sandzen is ready to be picked up. Joe will look back several years (at least2) on the children's stats comparing the number of books circulated. The Internet clas:ses are full and busy. LIBRAIAN'S REPORT: Joe reported that the Library would be closed Easter Sunday. Joe will be taking a few days vacation next week. April 6 the Poetry Series begins. One of the hand-out sheets is a third draft of the Goals 2000-2004. We sent some stats and information about the Library to the Journal. Sometimes they don't publish Ithat information. BOARD COMMENTS: Joe Lock asked if we had finalized anything about the railing going downstairs to the Children's Department. Joe said that we had until July to make the decision about whether to trade the gold tone railing out for stainless steel. So far the new finish that was put on seems to be working well. Joe also wanted to congratulate Lisa, Mary and Kristi on the great Story time programs. Pete Brungardt announced this was his last meeting. The new Mayor will be a part of the Board next month. The City of Salina presented Jim Sullivan a plaque for 8 years of servi.~e to the Library Board. 99-05 On motion made by Jack Howard and seconded by Jim Sullivan it was RESOLVED THAT: The Board meeting is adjourned.
