12-17-1998 Minutes -591- The Salina Public Library Board of Trustees held their monthly meeting Thursday, December 17, 1998, at 4:00 p.m., in the Prescott Room. The following Board members were present: Peter Brungardt, Joe Lock, Naß(~y Chandler, Janice Ostrom, Jim Sullivan and Tom Arpke. Others present were Joe McKenzie and Cynthia Smull. Nancy Chandler called the meeting to order. Corrections were made to the November 1998 Board minutes. 98-51 On motion made by Joe Lock and seconded by Peter Brungardt it was JŒSOLVED THA T: The spelling of the name of Kathryn Young in paragraph two on page: 585 of the Board minutes be corrected to read Katherine Young. Motion carried. P. 591, 12/17/98. PUBLIC COMMENTS: None STAFF INTRODUCTIONS: None FRIENDS OF THE LffiRARY REPORT: None ACTION ITEMS: The Board discussed all policies up for second reading. 98-52 On motion made by Janice Ostrom and seconded by Joe Lock it was RESOLVED THA T: The Board approves on second reading the Collection Agency Policy on pages 586, 587 & 588, of the Board minutes. Motion passed. P 591, 12/17/98 The Board discussed revisions on the Overdue, Lost, or Damaged Materials: Fines and Reparations Policy. The revision will be combining the cost of the material and processing fee so that only one fee is presented to the patron. 98-53 On motion made by Peter Brungardt and seconded by Jim Sullivan it 'Was RESOLVED THAT: The Board approves the Overdue, Lost, or Damaged Materials: Fines and Reparations Policy with the revision discussed on second reading. Motion passed. P 591, 12/17/98. (I) Overdue, Lost, or Damaged Materials: Fines and Reparations: A charge of $.10 (ten cents) per day is made on each overdue material. The maximum fine on any book or item loaned, except fdms, is $5.00. The maximum fine on any book or item loaned in the children's department is $2.00. The cost of replacement is charged for lost books or other material; this payment is refunded if the lost item is returned in good condition. The Library will not accept donated materials for lost or damaged materials. -592- When a patron loses a book or other library material, the patron will pay a replacement cost for that material. The cost is determined by the average cost for that type of material and a processing fee. Replacement prices will be reviewed annually through a check of book and material costs with Baker and Taylor. The replacement costs are as follows: Adult hardback books $21.00 Adult trade paperbacks: $15.00 McNaughton paperbacks: $ 6.00 Adult Videos: $24.00 Adult CD's: $18.00 Adult Circulating Magazines: $ 5.00/$5.00 for magazine covers Books on TapeIMusic cassettes: $10.00 per cassette, + $6.00 processing (Example a 5 tape unabridged recorded book $50.00 + $6.00 processing fee = $56.00 Record Bags: Art Prints: Actual cost per item: Children's Videos: Children's Books on Tape: Children's hardback books: Children's paperbacks / boardbooks: Children's Magazines: Children's ParentlTeacher paperbacks: Children's Audio Cassettes: Children's Read Along Book/Tape Kits: Children's CD: Children's Read Along Book/CD Kit: Children's Book on CD: $ 5.00 $100.00 1993-98; Older: $80.00 $16.00 $10.00 per cassette plus $6.00 processing $18.00 $ 6.00 $ 3.00 $15.00 $13.00 $16.00 $15.00 $18.00 $18.00 Art prints and records are checked out and returned in protective canvas bags; the charge for a lost print or record bag is the cost of replacement. The Board discussed the proposed Health and Dental Insurance Benefit changes for 1999 contract year beginning on February 1, 1999. 98-54 On motion made by Janice Ostrom and seconded by Joe Lock it was RESOLVED THAT: The Board accepts the proposal for rates for Health and Dental Insurance listed below. Motion carried. P. 592,12/17/98. -593- PROPOSAL FOR NEW 1999 HEALTH AND DENTAL INSURANCE RATE BENEFIT Single: $212.00 (1999 rate) = $ 19.00 Employee Share/ $193.00 Employer Share (91 %) Family: $539.00 (1999 rate)= $161.70 Employee Share/$377.30 Employer Share (70%) FINANCIAL/STATISTICAL REPORT: Current financial reports do not reflect the Capital Improvement Fund and Building Fund transfer for 1998. Stats are down slightly from December 1997. The projected circulation of materials for 1998 is 520,000. LffiRARIAN'S REPORT: Planning Committee met Monday night. They made a correction on the Vision Statement. They are planning a survey for public response. Newly installed smoke and fire systems are now working. The P A system is finished as well. There was a child left alone recently (age 14). Two statTwaited until 9:15 p.m. and took her to the Fire Department. We are still experiencing an occasional parking problem. The City said that we can use the parking lot at 10th and Park located behind the Juvenile Detention Center, if needed. We are looking at promotional items for the library like mouse pads that say, "The sky is the limit at the Salina Public Library." BOARD COMMENTS: Joe Lock asked if we could look into whether the Salina Journal would be interested in giving us space or pay for an ad to allow the public to see the library stats each month. Perhaps it could be put in the Neighbors on Mondays. Do we have any positive feed back on reading ads? Joe McKenzie said that he had not really had any response to the ads. 98-55 On motion made by Jim Sullivan and seconded by Peter Brungardt it was RESOLVED THAT: The Board adjourns the December 1998 meeting.
