The Salina Public Library Board of Trustees held their monthly meeting
Thursday, September 24, 1998, at 4:00 p.m., in the Prescott Room.
The following Board members were present: Peter Brungardt, Jack Howard, Joe
Lock, Nancy Chandler, Janice Ostrom, Jim Sullivan, Betsy Scholten, and Tom Arpke.
Others present were Joe McKenzie, Nancy Jo Leachman, Lisa Bowman, Larry Allen,
Linda Grieve, and Cynthia Smull.
Nancy Chandler called the meeting to order. Nancy asked for any additions to the
August minutes.
98-26 On motion made by Jack Howard and seconded by Tom Arpke it was
RESOLVED THAT: The August 1998 minutes be accepted as printed. Motion

PUBLIC COMMENTS: None
STAFF INTRODUCTIONS: Joe McKenzie introduced Nancy Jo Leachman the new
head of the Reference department. Nancy comes from Rochester, Minnesota and
replaces Carla Welsh. Joe introduced Lisa Bowman, Head of Children's. She will give a
presentation on library card policy for children later in the meeting. Joe introduced Larry
Allen the Library's Custodian. Larry started work at the library on June 1. Joe
introduced Linda Grieve the library's interlibrary loan person.
FRIENDS OF THE LffiRARY: Linda Grieve is the library's liaison to the friends and
reported on the Friends meeting. The Friends are providing prizes for Adult reading
program. The Friends are redesigning their membership forms. The Friends membership
rates will be increasing on October 1, 1998. The new rates are Students -$5.00,
Individual- $10.00, and Family- $20.00. The other rates will remain the same. The
Friends will be having a Halloween Book Sale on October 31, 1998. A variety of books
will be offered.
DISCUSSION: The Planning Committee for the Library held their first meeting on
September 21, 1998. The Board received a written summary ofthe meeting. The next
meeting will be held on October 26, 1998.

Joe presented information about the WWCF A in Denver, Colorado. They do
restoration of art works. They restored several Sandzen paintings for the Ponca City,
Oklahoma Library. Their charges are $80.00 an hour for repair/restoration. We have two
Sandzen paintings in need of repair. The paintings are valued at approximately $30,000
each. Repair will cost about $2,000. The Library would be responsible to transport the
paintings to Denver.

THA T: The Sandzen paintings be restored and financed out of the Fines and
Miscellaneous Fund. Motion passed. P.572. 9-24-98.
Lisa Bowman presented information on a new policy for children's library cards.

RESOLVED THAT: Policy For The Authorization OfIndividual Library Cards

POLICY FOR THE AUTHORIZATION OF
INDIVIDUAL LIBRARY CARDS
FOR CHILDREN UNDER 14 YEARS OF AGE
The Salina Public Library recognizes the importance of literacy and literature
experiences for all people throughout the courses of their lives. Implicit to the purpose of
a public library is the role of providing access to informational and recreational resources.
One way, among many, of providing access to these resources is through the issuing of
library cards.
The Policy for the Authorization of Library Cards for Children Under 14 Years of
Age is written so as to allow the greatest number of people access to their own hbrary
cards. However, it is also written to protect library resources-resources that bdong to
the public as a whole and are managed by the staff of the Salina Public Library--from
persons whose intentions or actions are aimed at defrauding the public and violating its
trust.

The Policv-Children's Department Library Cards
Any child who is not yet 14 years old is eligible to receive a library card from the
Children's Department of the Salina Public Library, as long as that child:
1. is accompanied by a parent, step-parent, or legal guardian who
A. possesses and shows a photo ID with the current address of that parent, step-
parent, or legal guardian on it and
B. legibly completes and signs a Library Card Authorization Form. The
signature on the authorization form indicates that the parent, step-parent, or
legal guardian accepts full financial responsibility for any charges accrued on
the card.
OR
2. provides the name and address for a parent, stepparent, or legal guardian to whom a
Library Card Authorization Form may be mailed for legible completion.
Return of a legibly completed and signed Library Card Authorization
Form (in person or via the mail), constitutes verification of the address of that
parent, step-parent, or legal guardian, and is equal to a parent, step-parent, or legal
guardian coming in person to the Salina Public Library and showing a photo ill
that has the current address of the parent, step-parent, or legal guardian on it. The
signature on the authorization form indicates that the parent, stepparent, or legal
guardian accepts full financial responsibility for any charges accrued on the card.
OR
3. is accompanied by a foster parent who
A. possesses and shows a photo ill with the current address of the foster parent
on it and
B. legibly completes and signs a Library Card Authorization Form. The signature
on the authorization form indicates that the foster parent accepts full financial
responsibility for any charges accrued on the card.

Because of the impermanent nature of the foster parent/foster child
relationship,
library cards issued from the Salina Public Library to children in foster care will
expire 6 months after the cards have been issued. Moreover, foster parents are
responsible for informing the library as soon as the foster parent/foster child
relationship has ended, so that the library card can be inactivated. Failure of a
foster parent to notify the library that a foster child has left his or her care does
not exempt the foster parent from financial responsibility for any charges accrued
on the foster child's card.
OR
4. provides the name and address for a foster parent to whom a Library Card
Authorization Form may be mailed for legible completion.

The Policv-Adult Department Library Cards
Any child who is not yet 14 years old is eligible to receive a library card from the Adult
Circulation Department of the Salina Public Library as long as the parent, step-parent,
legal guardian, or foster parent of that child has granted permission* for the chilid to
receive an adult library card.
A child who possesses an adult library card is able to check out any materials from both
the Children's Department and the Adult Department (with the exception ofR rated
videos) and to fully access any resources and services available in the Adult Department.

* A parent, stepparent, legal guardian, or foster parent may give permission for their
children to receive adult library cards:
1. By legibly completing and signing a Library Card Authorization Form from the
Children's Department (as per the policy for obtaining a library card from the
Children's Department) and also indicating, on the appropriate area of the Library
Card Authorization Form, that the child has permission to receive an adult library
card.
The signature on the Library Card Authorization Form indicates that the
parent, stepparent, or legal guardian accepts full financial responsibility for any
charges accrued on the card.
Because of the impermanent nature of the foster parent/foster child
relationship, library cards issued from the Salina Public Library to children in
foster care will expire 6 months after the cards have been issued. Moreover,
foster parents are responsible for informing the library as soon as the foster
parent/foster child relationship has ended, so that the library card can be
inactivated. Failure of a foster parent to notify the library that a foster child has
left his or her care does not exempt the foster parent from financial responsibility

Circulation desk; showing a photo ill with the current address of the parent, step-
parent, legal guardian, or foster parent on it; and legibly completing and signing an
Adult Library Card Permission Form.
The signature on the Adult Library Card Permission Form indicates that the
parent, stepparent, or legal guardian accepts full financial responsibility for any
charges accrued on the card.
Because of the impermanent nature of the foster parent/foster child
relationship, library cards issued from the Salina Public Library to children in
foster care will expire 6 months after the cards have been issued. Moreover,
foster parents are responsible for informing the library as soon as the foster
parent/foster child relationship has ended, so that the library card can be
inactivated. Failure of a foster parent to notify the library that a foster child has
left his or her care does not exempt the foster parent from financial responsibility
for any charges accrued on the foster child's card.

Additionally: For Library Cards Issued
from the Children's Department and the Adult Circulation Department:
1. Library cards are issued only after a Library Card Authorization Form from the
Children's Department or an Adult Library Card Permission Form from the Adult
Circulation Department has been completed legibly and signed by a parent, step-
parent, legal guardian, or foster parent and the current address of that parent, step-
parent, legal guardian, or foster parent has been verified.
2. No person other than a parent, step-parent, legal guardian, or foster parent may
complete and
sign a Library Card Authorization Form or an Adult Library Card Permission Form to
obtain a library card for a child who is not yet 14 years old.
3. Library cards may be issued through the mail if a legibly completed and signed
Library Card Authorization Form is mailed to the Salina Public Library.
4. No faxes, photocopies, or any other facsimiles of Library Card Authorization Forms
will be accepted.
5. If the information contained on a Library Card Authorization Form or on an Adult
Library Card Permission Form is suspected of being falsified or if the signature on a
Library Card Authorization Form or on an Adult Library Card Permission Form is
suspected of being forged, a library card will not be issued until the information can
be corroborated and/or the signature verified.
6. Library cards are issued to individuals. A library card may not be issued in the name
of more than one person.
7. A person may not have more than one library card.
8. Parents, step-parents, legal guardians, and foster parents who have signed a Library
Card Authorization Form or an Adult Library Card Permission Form are required to
notify the Salina Public Library immediately if they wish to have the borrowing
privileges on that card suspended. Library cards may be cancelled (deleted Jrom the
computer) only if all transactions relating to that card have been resolved.
9. Failure of a parent, step-parent, legal guardian, or foster parent to notify the Salina
Public Library that he or she wishes to inactivate a library card does not exempt the
parent, step-parent, legal guardian, or foster parent who signed a Library Card
Authorization Form or an Adult Library Card Permission Form from responsibility
for any charges accrued on the card.

FINANCIAL/STATISTICAL REPORT: Joe McKenzie presented the library's
financial report. The Library is in good financial position. Shelves ordered for Children
have arrived damaged. We are in the process of returning them and getting another set.
Joe Lock asked about the Gateway expenditures. Joe McKenzie explained that it
included a computer for the business office and two computers for the reference
department.
The stats are on par with last August. Homebound is down because of the new
requirements for delivery.
Next month new statistical programming will be available to the staff. The new
program will break out numbers of books checked out in particular sections of the dewey
decimal system. This will be a useful tool for collection development.
LIBRARIAN'S REPORT: Joe reported that departments are busy with fall
programming. We have a big response to the Adult Reading Program. Amber Dennett
met with advertising personnel at the Salina Journal. They will work with the Library by
advertising "Fall in Love with Reading." Amber is also looking into using billboards
around town to enhance public awareness of the Library.
The Cover to Cover newsletter is at the printer. The League of Women Voters
will meet at the Library tonight. October 29, 1998, poet laureate Robert Pinksy will be in
town to introduce a poetry project the Library will co-sponsor.
The Library will be closed on November 11, 1998, for Veteran's Day. The staff
will have an all day in service on that date. We will be doing a personal profile similar to
Myers-Briggs.
The Friends University asked about using the Prescott Room to hold a class in.
The Board did not feel that it would an appropriate use of the space.
