The regular monthly meeting of the Salina Public Library Board
was held at 4:00 p.m. Tuesday, July 16,1996, in the Campbell Room.
The following Board members were present: Evelyn Max\l7ell, Jack
Howard, Mary Jarvis, Nancy Chandler, Roger Struble, Jim Sullivan,
Janet Wilbur, and Billie Winkler. others present WE~re: Jack
Gillam, Joe McKenzie, and Cynthia Smull.
96-20 On motion made by Jack Howard and seconded by Roge~r Struble
it was RESOLVED THAT: The minutes of the June 1996 meeting be
accepted as written. Motion passed. 7-16-96. p. 506.

STAFF INTRODUCTIONS:
None
DISCUSSION: Joe McKenzie reported on the bid opening for the
renovation project. The bid opening was held at 2:00 p.m. today in
the Campbell Room. Jack Gillam opened the bids. Base Bids were:
Busboom & Rauh Construction - $1,677,360, Harbin Construction -
$1,460,800, National Contractors - $1,720,000, Porter Construction
withdrew their bid after bid opening started but before their bid
was opened.
The Board discussed the bids for the renovation project at
length.
96-21 On motion made by Jack Howard and seconded by Roger
Struble it was RESOLVED THAT: The Board of Trustees of the Salina
Public Library accepts Harbin Construction's low BaSE~ bid of
$1,460,800 with all alternate bids left out at this time. Motion
passed. six yes, one No vote from Evelyn Maxwell.
1997 BUDGET: Joe presented the 1997 budget figures to the Board.
There will be a total .17 mil increase in the budget for 1997. The
Board discussed the budget.
96-22 On motion made by Mary Jarvis and seconded by Nancy
Chandler it was RESOLVED THAT: The Board publishes the 1997 Budget
as presented. Motion passed. 7-16-96, p.506.
The Board discussed and set the Public Hearing for the 1997
Budget on August 13,1996, at 4:00 p.m. in the Campbell Room. The
August Board meeting will follow the Public Hearing.
The new minimum wage law proposed by the Federal Government
was discussed by the Board.
96-23 On motion made by Evelyn Maxwell and seconded by Janet
Wilbur it was RESOLVED THAT: The Board of the Salina Public Library
will comply with the new Federal Minimum Wage when it is signed
into law and will comply with all the guidelines and effective
dates. Motion carried. 7-16-96, p 506.

FINANCIAL AND STATISTICAL REPORT: None
LIBRARIAN'S REPORT: Joe presented the "Technology Planning 1996"
report. Art will be here next month to report on the technology
planning.
The library is selling two sections of the extra shelving to
the Public Library in Fredonia, Kansas.
New directional signs will be needed after the renovation is
complete. The design committee will talk about this later.
Southwestern Bell Telephone visited with Joe about the Plexar
telephone system for the library. The system can make more
efficient use of the phone lines needed for the libraries
operation.
Joe's vacation will be from July 26 to August 2.
Joe is working on a public display of the current plans of the
building renovation. It will involve some blowups of the
architects floor plans similar to those used previously.
BOARD COMMENTS: Jim Sullivan commented that the Board President or
Treasurer is contacted when the Librarian receives an outside
request for money not related to the regular operations of the
library and a question arises about whether the request is
appropriate use of library funds.
ADJOURNMENT: There being no further business to come before the
Board, the meeting was adjourned by Jack Howard.
