04-25-1996 Minutes -496- The regular monthly meeting of the Salina Public Library Board was held at 4:00 p.m. on Thursday, April 25, 1996, in the Campbell Room. The following Board members were present: Evelyn Maxwell, Jack Howard, Mary Jarvis, Jan McMillen, Jim Sullivan, Janet Wilbur, and Billie Winkler. Others present were: Helen Heath, Joe McKenzie, Dianna Waite, Charlene Allen, and Cynthia Smull. 07-96 On motion made by Janet Wilbur and seconded by Jim Sullivan it was Resolved that: The Board accept the March 1996 minutes as written. Motion passed. 4-25-96 p. 496 PUBLIC COMMENTS: None STAFF INTRODUCTIONS: Joe introduced Dianna Waite, Head of the Circulation Department and Charlene Allen, Children's. Charlene is attending the meeting as the SPLAT representative. FRIENDS OF THE LIBRARY: Jan McMillen reported the Friends annual meeting had a nice turn out at the Coffee Gallery. Jan was elected to the Board of the Friends for the coming year. CENTRAL KANSAS LIBRARY SYSTEMS: Helen Heath reported she attended her last meeting as part of the CKLS executive committee. It was held in Salina on April 17. Helen suggested a member of the Salina Public Library Board be selected to attend the CKLS executive Board meetings to represent Salina. Or check CKLS Board minutes to see if the grant money allocated to Salina is changed in anyway. COMMITTEE REPORTS: The nominating committee submits its slate of officers for the coming year. President: Jim Sullivan, Vice- President: Billie Winkler, Secretary: Janet Wilbur, Treasurer: Jack Howard. 08-96 On motion made by Jan McMillen and seconded by Janet Wilbur it was RESOLVED THAT: The Board accept the slate of officers for the coming year as presented. Motion passed. 4-25- 96 P 496 The Board appointed a committee to work with the architects when needed on the interior building design. To help with coordinating color schemes and etc. The committee is Mary Jarvis, Nancy Chandler, and Billie Winkler. ACTION ITEMS: The Board discussed all policy changes on 2nd reading. I -497- 09-96 On motion made by Jan McMillen and seconded by Billie Winkler it was RESOLVED THAT: The Board accept on second reading the Introduction page for the Employee Handbook. SALINA PUBLIC LIBRARY EMPLOYEE HANDBOOK INTRODUCTION Welcome to employment with the Salina Public Library This handbook will introduce you to policies, rules and benefits which apply to all employees at the Salina Public Library. It is your responsibility to read and be familiar with the contents of this handbook. The information contained in this handbook applies to all employees of the Salina Public Library. It is presented as a matter of information only and its contents should not be interpreted as a contract between the library and any of its employees. This hand book is not intended to and does no1: constitute any sort of contract of employment, either express or implied. The Salina Public Library Board reserves the right to change any of our policies without prior notice, including those covered here. We will notify you of these changes. Amendments or new policies will be effective on dates determined by the Library Board and you may not rely on policies that have been amended or deleted. It is advised that you always be aware of the policies pertaining to employment. No supervisor or manager other than the Library Board of Trustees has any authority to change any policy. If you are uncertain about a policy, please check wit:h your supervisor or the Library Director. This employee handbook supersedes all previous employee handbooks and management memos which may have been issued on subjects that are covered in the handbook. 10-96 On motion made by Janet Wilbur and seconded by Evelyn Maxwell it was RESOLVED THAT: The Board accept on second reading the Family Medical Leave policy change. Motion passed. 4-'25-96, p. 497. FAMILY AND MEDICAL LEAVE: It is the policy of the Library to comply with the provisions of the federal Family and Medical Leave Act (FMLA). The appendix outlines the FMLA's requirements. The library may require eligible employees to use all sick, vacation, and personal time before using unpaid leave. At. the employee's request, the Library will accommodate in accrued sick leave, vacation time, personal leave, or leave without pay, an ---------------. ., . -498- absence of up to 12 weeks for the birth of a child or adoption or foster care placement of a child; to care for a parent, spouse or child with a serious health condition; or when the employee is unable to work because of a serious health condition. 'rhe Librarian may require medical certification to support a request for FMLA leave. 11-96 On motion made by Jim Sullivan and seconded by Billie Winkler it was RESOLVED THAT: The Board accept the Milaqe policy change on 2nd reading with expanded explanation changes. Motion passed. 4-25-96, p.498. MILAGE/TRAVEL: If an employee must (because the Library car is unavailable) use his/her personal car for library businøss, such as emptying library bookdrops or attending a meeting or workshop, the library will pay mileage, per IRS allowances and doE~s require proof of insurance. The employee must submit a mileage voucher to the Administrative Assistant listing the purpose of t:he trip, the number of miles and the date. These vouchers are available in the Business Office. Automobile transportation should be used to travel to most meetings or conferences that are one day's (8 hours) drive or less. It is the Director's discretion to grant staff permission to drive farther or to fly to a meeting when the trip is less than an 8 hour drive. If the Library car is available and the employee chooses to drive his/her car the library will reimburse for the cost of gas only. 12-96 On motion made by Janet Wilbur and seconded by Jan McMillen it was RESOLVED THAT: The Board accept on second reading the changes in the Video Circulation policy. Motion passed. 4- 25-96, p. 498 Video circulation Policy Changes Change non-fiction videos, which are shelved with non- fiction books to have similar circulation policies as books. Length of check-out: 4 Weeks Reserves: Yes Limits: 50 Fines: ten cents per day to Fiction Videos: Reduce fines cents per day with a maximum limit of 3. a $5.00 maximum. from $1.00 per day to fifty (50) of $5.00. Continue 3 day circ and J -499- NEW VIDEO POLICY WILL READ: (f) Loan Periods Most library books are checked out for a 28 day period. A borrower may recheck materials ONE TIME only for the renewal periods outlined below, provided that there is not a reserve call for the material. Limits: There is a limit of 50 items that may be checked out on anyone patron's card. Everyone is encouraged to have a library card. The number of items by a particular author or in a specific subject area may be restricted in order to reserve materials for the use of other library patrons. (f) 2. Other Limits: Videos - Fiction 3 Wm. Allen White Books 2 Books on Tape/Music cassettes 6 Art Prints 2 (g) Videotape Circulation Policies. These special policies are established for the circulation videotapes: * NO 'IR" RATED VIDEOS WILL BE LOANED TO PATRONS UNDER THE AGE OF 18 WITHOUT THEIR PARENTS WRITTEN PERMISSION. Videos will be checked out from the Adult circulation desk and should be returned to that desk. An adult library card is required to borrow video cassettes. * of * -500- * Fiction videos may be checked out for three dé~ Fiction videos are not renewable, and no reserves will be kept. There is a LIMIT of three fiction videos per family. Replacement costs will be charged for damaged or lost tapes. There is a $.50 (fifty cents) per day fine (maximum $5.00) for each fiction video returnE~d late. Videos are sensitive to heat, cold, and magnetic fields and must not be left in cars, direct sunligh1:, or on top of television sets. The library assumes no responsibility for damage caused to a borrower's videocassette recorder by a library videocassette. Copyright laws limit these videocassettes to home viewing only and prohibit their duplication. Please rewind video cassettes before returning to the circulation desk of the Adult Services Department. VIDEO CASSETTES MAY BE RETURNED IN THE BOOK DHOP. Non-fiction videos, which are shelved with non-fiction books have similar circulating policies as books. Non-fiction video length of check out: 4 weeks Non-fiction videos may be reserved. Fines on non-fiction videos will be ten cents (.10) per day to a $5.00 maximum. * * * * * * * * * * FINANCIAL/STATISTICAL REPORT: Stats are up and look good. LIBRARIAN'S REPORT: Joe reported that latest specs are available and it looks like renovation will begin at both entrances to the building. Joe gave a list to the Board showing the approximate order in which the construction would be carried out. Several local contractors are interested in bidding the job. Discussion of the budget is underway. There will be changes in how the premium for the 1997 Blue Select policy is handled. It is recommended that the library pass the full quarter of a mill increase to get ready for the renovation project expenses. Maximum amounts that can be put into the Capital Improvement Fund and Building Fund will be done. Increases for Technology funding to take care of technology updates is needed in various parts of the library including the VAX operating system. The library has received part of their state Aid grant this year. Julie and Kristi will attend the next Board meeting to talk about the Summer Reading Program. Financial report looks good.
