The Salina Public Library Board of Trustees held their monthly
meeting Thursday, December 7, 1995, at 4:00 p.m. in the Campbell
Room. -
The following Board members were present: Jack Howard, Jan
McMillen, Roger Struble, Janet Wilbur and Billie Winkler. Others
present were: Joe McKenzie and Cindy Smull.
The minutes for the November meeting were approved as printed.
PUBLIC COMMENTS: None
FRIENDS OF THE LIBRARY REPORT: None
CENTRAL KANSAS LIBRARY SYSTEM: None
ACTION ITEMS: The Board discussed the second reading on the
Library closing for staff in-service day on President" s Day in
February.
95-28 On motion made by Janet Wilbur and seconded by Jan McMillen
it was RESOLVED THAT: the Board adopt on second reading that the
Library be closed on President I s Day for staff in-service day. And
that the library be open on Martin Luther King Day.

The Board discussed the acceptance of the John R.
Memorial Fund.
Adams
95-29 On motion made by Jan McMillen and seconded by RogE~r Struble
it was RESOLVED THAT: The Salina Public Library accept the
$5,000.00 William R. Adams Memorial Fund, set up by his brother
John R. Adams of Topeka, with the following conditions: that the
principal be invested and not spent and the interest earnE~d be used
each year to purchase mystery and suspense books for the adult
library collection, with a bookplate being added to ~~ach book
naming the William R. Adams Memorial Fund as the donor; and that
the Library Board of Trustees authorize the Library Director, Joe
McKenzie or the Administrative Assistant cynthia Smull to invest
the funds of the William R. Adams Memorial Fund. The int€!rest will
be paid by check to the Salina Public Library once a year.

The Board discussed opening a bank account for the Prescott
Memorial Fund.
95-30 On motion made by Jan McMillen and seconded by Janet Wilbur
it was RESOLVED THAT: The Board of the Salina Public Library open
a bank account at Sunflower Bank called the Prescott Memorial Fund

The Board discussed the T-Bills coming due for the Capital
Improvement Fund and the Prescott Memorial Fund.
95-31 On motion made by Billie Winkler and seconded by Jan
McMillen it was RESOLVED THAT: The Board of the Salina Public
Library authorizes the purchase of CD's or Treasury Bill's for a
year at the best net rate available for the Prescott Memorial Fund
and the Capital Improvement Fund. Motion passed. 12-7-95. p. 487.
The Board discussed the transfer of money from the General
Fund to the Capital Improvement Fund and the new Building Fund.
95-32 On motion made by Billie Winkler and seconded by Janet
wilbur it was RESOLVED THAT: The Board of the Salina Public Library
authorizes the maximum allowed by law, to be transferred from the
General Fund, to the Capital Improvement Fund, before December 31,
1995. Motion passed. 12-7-95. p. 487.
95-33 On motion made by Roger Struble and seconded by Billie
Winkler it was RESOLVED THAT: The Board of the Salina Public
Library authorizes the balance remaining in the 1995 General Fund
after expenditures and encumbrances are determined, be transferred
to the Library Building Fund before December 31, 1995.

The Board discussed the Architectural contract presented by
Jones-Gillam Architects. The changes recommended by the library's
lawyer, Dean Owens were made.
95-34 On motion made by Janet Wilbur and seconded by Jan McMillen
it was RESOLVED THAT: The Board adopt the Architectural Contract
presented for approval. Motion passed. 12-7-95. p. 487.
The Board discussed policy changes proposed for first reading.

EMPLOYEE HANDBOOK
INTRODUCTION
Welcome to employment with the Salina Public Library
This handbook will introduce you to policies, rules and benefits
which apply to all employees at the Salina Public Library. It is
~ responsibility to read and be familiar with the contents of
this handbook.

The information contained in this handbook applie:s to all
employees of the Salina Public Library. It is presented as a
matter of information only and its contents should not be
interpreted as a contract between the library and any of its
employees. This hand book is not intended to and does not
constitute any sort of contract of employment, either express or
implied.
The Salina Public Library Board reserves the right to change
any of our policies without prior notice, including those covered
here. We will notify you of these changes. Arnendment:s or new
policies will be effective on dates determined by the Library Board
and you may not rely on policies that have been amended or deleted.
It is advised that you always be aware of the policies pertaining
to employment. No supervisor or manager other than th,~ Library
Board of Trustees has any authority to change any policy.
If you are uncertain about a policy, please check ';vi th your
supervisor or the Library Director.
This employee handbook supersedes all previous employee
handbooks and management memos which may have been issued on
subjects that are covered in the handbook.
The Board discussed the Family and Medical Leave Policy.
95-36 On motion made by Roger Struble and seconded by Jack Howard
it was RESOLVED THAT: The Board of Trustees approve the change in
Family and Medical Leave on first reading. Motion passed. 12-7-95.

FAMILY AND MEDICAL LEAVE: It is the policy of the Library to
comply with the provisions of the federal Famlly and Medical Leave
Act (FMLA). The appendix outlines the FMLA's requirements. The
library may require eligible employees to use all sick, vacation,
and personal time before using unpaid leave. At the ~mployee/s
request, the Library will accommodate in accrued sick leave,
vacation time, personal leave, or leave without pay, an absence of
up to 12 weeks for the birth of a child or adoption or foster care
placement of a child; to care for a parent, spouse or child with a
serious health condition; or when the employee is unablø to work
because of a serious health condition. The Librarian may require
medical certification to support a request for FMLA leavle.
95-37 On motion made by Roger Struble and seconded by Janet Wilbur
it was RESOLVED THAT: The Board of Trustees approve the change in
Milage policy on first reading. Motion passed. 12-7-95. p. 488.
MILAGE/TRAVEL: If an employee must use his/her personal car for
library business, such as emptying library bookdrops or attending
a meeting or workshop, the library will pay mileage, per IRS
allowances and does require proof of insurance. The employee must
submit a mileage voucher to the Administrative Assistant listing

the purpose of the trip, the number of miles and the date. These
vouchers are available in the Business Office.
Automobile transportation should be used to travel 1:0 most
meetings or conferences that are one day's (8 hours) drive or less.
It is the Director's discretion to grant staff permission to drive
father or to fly to a meeting when the trip is less than an 8 hour
drive. If the employee chooses to drive his/her car the library
will reimburse for the cost of gas.

(f) 1. Limits: There is a limit of 50 items that may be
checked out on anyone patron's card. Everyone is encouraged to
have a. library card. The number of items by a particular author or
in a specific subject area may be restricted in order to reserve
materials for the use of other library patrons.

Videotape circulation Policies.
These special policies are established for the circulation of
videotapes:
* NO nR" RATED VIDEOS WILL BE LOANED TO PATRONS UNDER THE
AGE OF 18 WITHOUT THEIR PARENTS WRITTEN PERMISSION.
Videos will be checked out from the Adult circulation
desk and should be returned to that desk.
An adult library card is required to borrow video
cassettes.
Fiction videos may be checked out for three da~
Fiction videos are not renewable, and no reservE:S will be
kept.
There is a LIMIT of three fiction videos per family.
Replacement costs will be charged for damaged or lost
tapes. There is a $.50 (fifty cents) per day fine
(maximum $5.00) for each fiction video returned late.
Videos are sensitive to heat, cold, and magnet:ic fields
and must not be left in cars, direct sunlight, or on top
of television sets.
The library assumes no responsibility for damage caused
to a borrower's videocassette recorder by a library
videocassette.
copyright laws limit these videocassettes to home viewing
only and prohibit their duplication.
Please rewind video cassettes before returning to the
circulation desk of the Adult services DepartmEmt. VIDEO
CASSETTES MAY BE RETURNED IN THE BOOK DROP.

LIBRARIAN'S REPORT: Joe gave a report on the 1996 Budget. Jennifer
Johnson who had accepted the position of the new Technology
Coordinator called today and said she would not be taking the
position. We will re-advertise the position.
The Library has applied for a Horizons Grant for the Brandon
Sherwood Project.
