The Salina Public Library Board of Trustees held their monthly
meeting Thursday, July 27, 1995, at 4:00 p.m. in the Campbell Room.
The following Board members were present: Jack Howard, Mary
Jarvis, Jan McMillen, Jim Sullivan, and Billie Winkler. Others
present were Joe McKenzie, Cynthia Smull, Nancy Reese, Carla Welsh,
Martha Rider, Dave Mills, Robin Attanasio, Kay Karlin, Lynn Shively,
and Harold Mann.
Jack Howard called the meeting to order.
PUBLIC COMMENTS:
None
STAFF INTRODUCTIONS: Joe asked each staff member present to introduce
themselves.
FRIENDS OF THE LIBRARY REPORT: Jan McMillen reported that there is a
discrepancy between the number of books being taken to the Coffee
Gallery to sell and the number of books sold. Someone will look into
this matter.
The Friends booksale will be held September 28, 29, 30 and
October 1. Friend's members night wi 11 be SeptembE~r 28. Pat
Slaughter was elected the new president of the Friend's Board. A
suggestion was made to increase the size of the Friends's Board. The
Friends are donating a $10.00 gift certificate, to be used at the
Friends booksale, and a membership in the Friends organization each
day of the Tri-Rivers Fair.

1994 FINANCIAL AUDIT: Dave Mills from Kennedy and Coe went over the
audit with the Board.
95-13 On motion made by Billie Winkler and seconded by Jim
Sullivan it was RESOLVED THAT: The Board accepts the 1994 audit as

1996 BUDGET DISCUSSION: Joe presented the 1996 budget to the Board.
The mill levy proposed will raise it a quarter of a mill this year.
Joe answered questions about the projected 20% rise in cost of health
insurance costs. A decision will be made about health care insurance
when the new rates come out in early 1996.
A proposal for reconsideration of a salary increase in 1996 was
handed out to the Board by Joe McKenzie. The proposal was developed
by the staff. The proposal for a 3% salary increase was discussed.
95-14 On motion made by Jim Sullivan and seconded by Billie
Winkler it was RESOLVED THAT: The Board go into executiVE! session for
ten minutes starting at 4:35 p.m. and ending at 4:45 p.m. Motion

95-15 On motion made by Billie Winkler and seconded by Mary
Jarvis it was RESOLVED THAT: A cost of living increase of 3% be made
in the salaries at the library. Motion carried. page 474. 7-27-95.

Dave Mills presented further information to the Board about the
mill levy increase for the 1996 budget and answered their questions.

it was RESOLVED THAT: The Board approves for publication in the
Salina Journal the 1996 budget. Motion carried. p. 475. 7-27-95.

LIBRARIAN'S REPORT: Joe reported on the progress of the Children's
summer program. The party ending the Summer reading program will be
held on August 4.
The City Commission approved the interlocal agreement as part of
their budget for 1996. Their final votes to approve the city's
budget will be August 14, 1995.
The Board needs to consider hiring Jack Gillam to work on the
construction specs for the renovation project. A recent costs
estimate added 6% to the renovation price.
The Board needs to set up a building fund and work on public
information for the renovation project.
Some staff participated in the Cancer Society's Relay for Life
recently raising over $700.
The library will have a float and a fair booth again this year.
BOARD CO~S: Jim Sullivan commented that the professional
presentation of the renovation project to the City Commission by Joe
McKenzie was excellent and well received.
95-18 On motion made by Jim Sullivan and seconded by Jack Howard
it was RESOLVED THAT: The Board of the Salina Public Library commends
Joe McKenzie for his fine presentation of the renovation project to
the City Commission. Motion carried. p. 475. 7-27-95.

meeting was adjourned.
