18-7540 Sanitation Plan Implementation RESOLUTION NUMBER 18-7540 A RESOLUTION AUTHORIZING CITY OF SALINA STAFF TO COMMENCE WITH SUCH ACTIONS TO IMPLEMENT THE FEATURES OF THE SANITATION PLAN AS DESCRIBED HEREIN AS SUPPORTED BY THE CITY COMMISSION AT RECENT STUDY SESSIONS. STAFF IS ALSO AUTHORIZED TO DEVELOP FEES BASED ON THESE SANITATION SERVICES, INCLUDING PROPOSED RESIDENTIAL FEES FOR CITY OF SALINA RESIDENTIAL CUSTOMERS BASED ON THE PREFERRED PLAN, WITH ADDITIONAL FEE'S, AS SPECIFIED, FOR ADDITIONAL SERVICES. BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. That commencement of the modified residential sanitation service and fees for the City of Salina Sanitation Services be based on the following: A. Fully Automated Residential Weekly Refuse pickup with 65-gallon containers. Additional upcharge fees will be charged for 95-gallon refuse containers. Additional fees will be charged for each additional 95-gallon refuse container requested by customers.No additional refuse will be collected outside approved containers. B. Fully Automated Residential Bi-weekly (every two weeks) Recycling pickup with 95-gallon containers. This will be a single stream operation (no sorting required). C. Semi-Automated Weekly Yard Waste pickup. (Seasonal Pickup-typically April through November). Additional yard waste in suitable bags or bundles will be collected outside the approved container. D. A city ordinance will be developed to prohibit sanitation, recycling,and yard waste collection in city alleys. E. A parking ordinance will be developed to specify parking restrictions and cart placement at refuse, recycline, and yard waste curbside collection locations. F. An ordinance will be developed to require private sanitation haulers to also provide recycling collection as part of their base refuse collection service. G. Continuation of the current subscription recycling collection program until the citywide collection system is in place. H. Based on the continuation of separate yard waste collection and continuation of the current subscription recycling program (until implementation of fully-automated residential recycling cl pickup), authorize the purchase of two additional used semi-automated trucks for the Drive- U Thru Recycling Center using the Solid Waste Reserve Fund. Section 2. The City will continue to use the current fleet of semi-automated trucks for refuse, recycling, and yard waste collection until the new automated trucks can be ordered and delivered. Section 3. That this resolution shall be in full force and effect from and after its adoption. Adopted by the Board of Commissioners and signed by the Mayor this 26th day of March, 2018. Karl F.
