A RESOLUTION AUTHORIZING THE RELOCATION AND INSTALLATION OF A
RADIO REPEATER AND THE MAYOR TO EXECUTE A FIVE-YEAR LEASE AGREEMENT
WITH AMERICAN TOWER FOR TOWER SPACE LOCATED AT 10744 W. WATER WELL
ROAD.

WHEREAS, the Salina Police Emergency Communications Center currently operates two repeated
radio frequencies for the Saline County rural fire districts and first responders;
WHEREAS, one of the radio repeaters was originally purchased and installed by Ka-Comm, Inc. of
Salina, Kansas and currently located on a grain elevator in Carlton, Kansas and is primarily used by Rural
Fire District#1;
WHEREAS, due to the location of this radio repeater there is poor or no radio communications
between the Salina Police Emergency Communications Center and Rural Fire District #1;
WHEREAS, a propagation study was completed and was determined that this repeater should be
moved to the tower located at 10744 W. Water Well Road; and
WHEREAS, KaComm, Inc. has provided a quote for the relocation and installation of a radio
repeater in the amount of 515,613.99. SO NOW THEREFORE,
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1: The City Commission approves the quote provided by Ka-Comm, Inc. with 50 percent of
the cost to be funded by 911 funds and the other 50 percent funded by Rural Fire District #1.
Section 2: The Mayor is hereby authorized to execute an agreement with American Tower for a five
year lease agreement for tower space located at 10744 W. Water Well Road, subject to the terms and
conditions of the agreement.
Section 3. The City Clerk is hereby directed to file the original agreement and retain according to
the City of Salina Records Management Policy.
Section 4. This resolution shall be in full force and effect from and after its adoption.
