MEMORANDUM OF AGREEMENT
WHEREAS, the North Central Regional Planning Commission, herein referred to
as the Planning Agency, desires to assist the City of Salina, Kansas, herein
called the City, in performing certain technical or professional services
hereinafter described in connection with an undertaking which is expected to
be partially financed under Section 701 of the Housing Act of 1954, as
amended:
NOW, THEREFORE, the parties hereto do mutually agree as follows:
I.
SCOPE OF SERVICES, COMPENSATION, AND ~ERFORMANCE. The City shall carry
out in a satisfactory manner, as determined by the Planning Agency, the
preparation of a Population and Economic Base Study and Future Land Use
Plan for the City. The preparation of these documents will commence
immediately upon the signing of this agreement and will be completed by
June 30, 1980. The Planning Agency agrees to reimburse the City for
two-thirds the cost of performing these studies and plans up to a max-
imum amount of $9,000.00.
II.
PERSONNEL. The City certifies that it has, or will retain, staff or
consultants of sufficient professional competence and adequate numbers
to discharge effectively the program for which assistance is sought.
III. TERMINATION OF AGREEMENT FOR CAUSE. If, through any cause, the City
shall fail to fulfi11 in timely and proper manner obligations under
this agreement, or if Planning Agency funds become unavailable for
any cause, the Planning Agency shall thereupon have the right to
terminate this agreement by giving written notice to the City of such
termination and specifying the effective date thereof at "least five
(5) days before the effective date of such termination.
IV.
AFFIRMATIVE ACTION. The City, within thirty (30) days of the date of
this agreement, shall furnish the Planning Agency a copy of its adopt-
ed affirmative action policy and program.
V.
IDENTIFICATION OF DOCUMENTS. A11 reports, maps, and other documents
completed as part of this agreement shall carry the following nota-
tions on the front cover or title page:
The preparation of this (report, map, document, etc.) was
financially aided through a federal grant from the U.S. Depart-
ment of Housing and Urban Development under the Comprehensive
Planning Assistance Program authorized by Section 701 of the
Housing Act of 1954, as amended.
All documents shall be identified with the date (month and year)
they were prepared and the name of the City.
VI.
COPYRIGHT. No reports, maps, or other documents produced in whole or
in part under this agreement shall be the subject of an application
for copyright by or on behalf of :he City.

RSPORTS. The City agrees to keep complete and accurate accounts anc
to furnish statements of oroject excenses and progress as the
?lanning Agency may request.
