11-15-2017 Minutes (Special) CITY OF SALINA, KANSAS SPECIAL MEETING OF THE BOARD OF COMMISSIONERS November 15,2017 10:00 a.m. The Special Meeting of the Board of Commissioners was called to order at 10:00 a.m. in Room 107, City-County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Kaye J. Crawford (presiding), Commissioners Jon 8 Blanchard, Melissa Rose Hodges, and Karl Ryan. Also present: Jason Gage, City Manager; Michael Schrage, Deputy City Manager; Greg Bengtson, City Attorney; and Shandi Wicks,City Clerk. Absent: Commissioner Trent Davis. ADMINISTRATION (3.1) Resolution No. 17-7499 certifying legal authority to apply for the 2017 Kansas Small Cities Community Development Block Grant Program from the Kansas Department of Commerce and authorizing the Mayor to sign and submit such an application. Commissioner Blanchard stated he served on the North Central Regional Planning Commission as a role of a city commission liaison. Michael Schrage, Deputy City Manager, explained the application submittal process, building project,fiscal impact and action options. Ken Bieberly, Bieberly Architects, stated the property was owned by Mr. Bieberly and his brother along with Johnny Adams. He continued to provide additional information regarding the future uses of the building. Commissioner Hodges asked what the timeline for the project looked like. Mr. Bieberly stated the project construction would occur as soon as possible with occupancy next year. Commissioner Hodges thanked Mr. Bieberly, Johnny Adams, Doug McKinney and Phyll Klima for all of their work on this project. Commissioner Blanchard also thanked Mr. Bieberly, Johnny Adams, Doug McKinney and Phyll Klima for their work on the project in downtown Salina. Commissioner Blanchard asked when the last Community Development Block Grant (CDBG) application was received by Salina. Doug McKinney, North Central Regional Planning Commission, stated there had been some housing rehabilitation projects through the Kansas Small Cities Community Development Block Grant Program recently. Commissioner Blanchard asked for the confidence of the NCRPC on the Kansas Department of Commerce application acceptance. Mr. McKinney stated the NCRPC and the property owner were very confident in the application submittal with the ability to check all the boxes on the application. Commissioner Blanchard asked if there were any applications submitted to the Kansas Department of Commerce that had been denied. Mr. Schrage stated an application was submitted for the Assurance Partners project. Mr. McKinney also stated the program only had a certain amount of money and the money went to other cities. Page 1 Mr. McKinney provided additional information on the project, application submittal and the notice requirements. Mayor Crawford thanked Mr. McKinney for his hard work. 17-039 Moved by Commissioner Hodges, seconded by Commissioner Ryan, to adopt Resolution No. 17- 7499 certifying legal authority to apply for the 2017 Kansas Small Cities Community Development Block Grant Program from the Kansas Department of Commerce and authorizing the Mayor to sign and submit such an application.
