17-7483 Declaring 356 N Santa Fe as Blighted Building for CDBG Grant Submittal RESOLUTION NUMBER 17-7483 A RESOLUTION DECLARING 356 NORTH SANTA FE A BLIGHTED BUILDING IN DOWNTOWN SALINA WITH RESPECT TO THE KANSAS SMALL CITIES COMMUNITY DEVELOPMENT BLOCK (CDBG) PROGRAM. WHEREAS, Congress recognized the prevention and elimination of slum and blight as a National Objective under the Housing and Community Development Act of 1974 and the related U Small Cities Community Development Block Grant program; WHEREAS. The State of Kansas in its Urban Renewal Law of 1955 declared that the prevention and elimination of slums and blight as a matter of state policy and concern; and WHEREAS, The City of Salina wishes to stabilize and improve the economic viability of the downtown commercial district by encouraging private property owners to make improvements on existing blighted buildings; and WHEREAS, The Kansas Department of Commerce has grant funds available through the CDBG Program to assist property owners in addressing deficiencies on blighted buildings in cooperation with the municipality; and WHEREAS. Bieberly Architects, owners of the building located at 356 North Santa Fe wish to participate in the program. NOW, THEREFORE, BE IT RESOLVED THAT: The Governing Body of the City of Salina, Kansas hereby declares that the above mentioned building is a blighted structure within downtown Salina under the Kansas Urban Renewal Law and that it has the following conditions of blight, decay, or environmental contamination: The structure has a deteriorating exterior consisting of damaged and broken limestone bricks, defective mortar joints, and aging windows. The lower three courses around the entire perimeter have sustained water damage. Gutter and fascia boards are in need of replacement. Exterior doors and windows have been vandalized. The security fence located in the southwest corner of the building has been damaged. And, the electrical system does not meet applicable electrical codes. And, FURTHERMORE these conditions substantially impair the sound growth of the municipality, constitute an economic liability, and are detrimental to public health and safety. tuPASSED and ADOPTED by the Governing Body of the City of Salina, Kansas and signed by the Mayor this 25th day of September, 2017. Kansas hereby declares that the above mentioned building is a blighted structure under the Kansas Urban Renewal Law and that it has the following conditions of blight, decay or environmental contamination: The former Missouri Pacific Depot in north downtown Salina has a significant exterior deterioration consisting of damaged and broken limestone bricks, defective mortar joints, and aging and broken windows. The lower three courses around the entire perimeter has sustained water damage. Guttering and fascia boards are warped, split and decayed. Exterior doors have been vandalized. The security fence along the south and west is damaged and the electrical system is antiquated and unsafe. As a result, many of the above are in violation of city standards. and.
