ORDINANCE NUMBER 17-10896
AN ORDINANCE UNCONDITIONALLY APPROVING THE ISSUANCE OF GENERAL
OBLIGATION BONDS BY THE SALINA AIRPORT AUTHORITY FOR THE PURPOSE OF
2 FINANCING THE COST OF CERTAIN CAPITAL IMPROVEMENTS LOCATED AT THE
SALINA REGIONAL AIRPORT AND AIRPORT INDUSTRIAL CENTER AND THE SALINA
N MUNICIPAL AIRPORT; AND APPROVING A CONTRACT BETWEEN THE CITY AND THE
12 BOARD OF DIRECTORS OF THE SALINA AIRPORT AUTHORITY.
u WHEREAS, the City of Salina. Kansas (the "City") and the Salina Airport Authority (the "Authority")
desire to cooperate to improve Beechcraft Road; and
WHEREAS, on August 9, 2017, the Board of Directors of the Authority adopted a resolution approving the
issuance of not to exceed $1,500,000 (exclusive of costs of issuance and any temporary financing costs) of
general obligation bonds and/or temporary notes of the Authority to pay the cost of certain capital
improvements located at the Salina Regional Airport and Airport Industrial Center, specifically, the complete
reconstruction of the west 1,192 feet of Beechcraft Road, including curb and gutter, replacement of storm
sewer, installation of street lights and the construction of a"streetscape" plan for the full length of Beechcraft
Road (including burial of overhead utility lines and installation of sidewalks, bike paths and landscaping)
(the "Project"), as authorized by K.S.A. 27-315 to 27-326, inclusive; and
WHEREAS,the total cost of the Project is estimated to be $1,500,000; and
WHEREAS; K.S.A. 27-323 provides that the Authority shall forward a copy of such resolution to the Mayor
of the City, who shall present such resolution of the governing body of the City for its approval or
disapproval.
SO NOW THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF
SALINA, KANSAS AS FOLLOWS:
Section 1. Unconditional Approval of Authority Notes and Bonds. That the resolution of the Salina
Airport Authority adopted on August 9, 2017, providing for the issuance of not to exceed $1,500,000 (plus
costs of issuance and any temporary financing costs) of general obligation bonds and/or temporary notes of
the Authority for the purpose of financing the cost of the Project is hereby unconditionally approved.
Section 2. Approval of Beechcraft Road Contract. The Mayor and Clerk are hereby authorized and
directed to execute that certain Contract between the City of Salina (the "City") and the Authority (the
"Beechcraft Road Contract"), related to the construction of and financing for the Project, in substantially the
form presented to the Board on this date, with such changes as shall be acceptable to the Mayor.
Section 2. Summary of ordinance for publication. That this ordinance shall be in full force and effect
from and after its adoption and publication once of a summary thereof in the official city newspaper.
Ordinance No. 17-10896 Summary
On August 28, 2017, the City of Salina. Kansas, passed Ordinance No. 17-10896. The
ordinance unconditionally approves the Salina Airport Authority's issuance of general
obligation bonds and/or temporary notes to fund improvements to Beechcraft Road and
authorizes the Mayor to sign a contract with the Salina Airport Authority related to the
