REGULAR MEETING OF THE BOARD OF COMMISSIONERS

The City Commission convened at 2:30 for Budget: Issues and Options and at 3:45 p.m. for Citizens
Forum.
a The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107,
= City-County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of
silence.
Those present and comprising a quorum: Mayor Kaye J. Crawford (presiding), Commissioners Jon
Blanchard,Trent Davis, Melissa Rose Hodges, and Karl Ryan.
Also present: Jason Gage, City Manager; Michael Schrage, Deputy City Manager; Greg Bengtson,
City Attorney; and Shandi Wicks,City Clerk.

PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME

CONSENT AGENDA
(6.1) Approve the minutes of July 24, 2017.
(6.2) Approve the minutes of July 31, 2017.
(6.3) Approve Resolution No. 17-7468 authorizing the Mayor to sign the Artist
Commissioned Agent Agreement with Benjamin Victor Studios Inc for one (1) 125%
life size bronze statue depicting a standing firefighter to be placed at the Fire
Department Tribute Plaza at Fire Station #1.
17-0220 Moved by Commissioner Blanchard, seconded by Commissioner Davis, to approve the consent
agenda as presented.
Commissioner Blanchard thanked the Fire Department for all of their work on the Fire Department
Tribute Plaza. Roger Williams, Fire Marshal, thanked the City Commission for their support on the
project. Chief Royse thanked the City Commission for their support.
Mayor Crawford called the question to approve the consent agenda as presented. Aye: (5). Nay:
(0). Motion carried.
ADMINISTRATION
(7.1) First reading Ordinance No. 17-10893 levying special assessments against certain
lots and pieces of property to pay the cost of abatements of nuisances.

17-0221 Moved by Commissioner Hodges, seconded by Commissioner Davis, to pass Ordinance No. 17-
10893 levying special assessments against certain lots and pieces of property to pay the cost of
abatements of nuisances on first reading. Aye: (5). Nay: (0). Motion carried.

lots and pieces of property to pay the cost of the repair of sidewalks.

Cindy Beneke, Deputy Director of Finance& Administration, explained the assessments.
g Commissioner Davis asked if the tax would be deductible on an individual's income taxes.
Greg Bengtson, City Attorney, stated it would not be deductible on an individual's income
taxes and was not sure if it would qualify for a rental.
17-0222 Moved by Commissioner Hodges, seconded by Commissioner Davis, to pass Ordinance No. 17-
10894 levying special assessments against certain lots and pieces of property to pay the cost of the
repair of sidewalks on first reading. Aye: (5). Nay: (0). Motion carried.
(7.3) Authorize publication of the Notice of Budget Hearing for the 2018 budget which
sets August 21st as the date of public hearing on the 2018 budget, and establishes the
maximum limits of the 2018 budget.
Cindy Beneke, Deputy Director of Finance & Administration, explained the process, public
hearing dates, mill levy and maximum limits of the 2018 budget.
I17-0223 Moved by Commissioner Davis, seconded by Commissioner Ryan, to authorize publication of the
Notice of Budget Hearing for the 2018 budget which sets August 21st as the date of public hearing
on the 2018 budget, and establishes the maximum limits of the 2018 budget. Aye: (5). Nay: (0).

OTHER BUSINESS
(9.1) Request for executive session (legal/personnel).
17-0224 Moved by Commissioner Davis, seconded by Commissioner Blanchard, to discuss contract
negotiations with legal counsel pursuant to the attorney-client privileged communications with
legal counsel exception, K.S.A. 45-7319(b)(2), for 15 minutes. The open meeting will resume in this
room at 4:30 p.m. Aye: (5). Nay: (0). Motion carried.
The City Commission recessed into executive session at 4:15 p.m. and reconvened at 4:30
p.m. No action was taken.
17-0225 Moved by Commissioner Davis, seconded by Commissioner Hodges, to discuss an employee's
performance and status pursuant to the non-elected personnel matter exception, K.S.A. 75-
4319(b)(1) for 15 minutes. The open meeting will resume in this room at 4:50 p.m. Aye: (5). Nay:
1 (0). Motion carried.
