SPECIAL MEETING OF THE BOARD OF COMMISSIONERS
July 31,2017
4:00 p.m.
w The Special Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107,
City-County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of
silence.
Those present and comprising a quorum: Vice-Mayor Karl Ryan (presiding), Commissioners Jon
Blanchard, and Melissa Rose Hodges.
Also present: Jason Gage, City Manager; Michael Schrage, Deputy City Manager; Greg Bengtson,
City Attorney;and Shandi Wicks, City Clerk.
Absent: Mayor Kaye J. Crawford and Commissioner Trent Davis
ADMINISTRATION
(3.1) Request for executive session (trade secrets/legal)
17-0216 Moved by Blanchard, seconded by Hodges that the city commission recess into executive session
to discuss data relating to the financial affairs or trade secrets of corporations, partnerships, trusts,
and individual proprietorships, K.S.A. 754319(b)(4) for 30 minutes. The open meeting will
resume in this room at 4:35 p.m. Aye: (3). Nay: (0). Motion carried.
The City Commission recessed into executive session at 4:05 p.m. and reconvened at 4:35
p.m. No action was taken.
17-0217 Moved by Blanchard, seconded by Hodges that the city commission recess into executive session
to discuss pending litigation and privileged communications with legal counsel pursuant to the
attorney-client privileged communications with legal counsel exception, K.S.A. 45-7319(b)(2) for 15
minutes. The open meeting will resume in this room at 4:55 p.m. Aye: (3). Nay: (0). Motion
carried.
The City Commission recessed into executive session at 4:40 p.m. and reconvened at 4:55
p.m. No action was taken.
17-0218 Moved by Commissioner Blanchard, seconded by Commissioner Hodges, to extend the current
executive session for an additional 45 minutes. Aye: (3). Nay: (0). Motion carried.
The City Commission recessed into executive session at 4:55 p.m. and reconvened at 5:40
p.m. No action was taken.

17-0219 Moved by Commissioner Blanchard, seconded by Commissioner Hodges, that the special meeting
of the Board of City Commissioners be adjourned. Aye: (3). Nay: (0). Motion carried. The
meeting adjourned at 5:40 p.m.
