07-6374 Community Art & Design Advisory CommJ RESOLUTION NUMBER 07-6374 A RESOLUTION ESTABLISHING THE COMMUNITY ART AND DESIGN ADVISORY COMMITTEE. WHEREAS, on July 17, 2000 the City Commission adopted Resolution Number 00-5621 establishing a Community Art and Design Program for the City of Salina. WHEREAS, on February 12, 2007 the City Commission adopted Resolution Number 07- 6355 formally adopting the City of Salina CommunityArt and Design Policy. WHEREAS, the Community Art and Design Advisory Committee is a standing committee that is appointed by the City Commission to develop an overall Community Art and Design Program policy and procedures, to provide review responsibility for the provisions of the policy and to advise the City Commission the Community Art and Design Program. SO NOW, THEREFORE BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. Establishment. That the Community Art and Design (CAD) Advisory Committee is hereby established. Section 2. Responsibilities. Under the direction of the Salina Arts and Humanities Commission Director and the Community Art and Design Project Coordinator, the CAD Advisory Committee shall: (a) Prepare a CAD Annual Plan in consultation with City Departments that incorporates designated CAD Projects into the annual City budget process. (b) Appoint each Artist Directory Jury and Artist Selection Panel. (c) Review and approve Artist Directory Jury recommendations for artists to be included in the pre -qualified Artist Directory. (d) Review and approve recommendations from each CAD Project Site Committee for selection of CAD Project artists and artwork and for any alterations to CAD Project artist's final designs. (e) Conduct advocacy, community education, general community art and CAD awareness, including presentations to and forums with civic, neighborhood school, and special interest groups. Section 3. Membership. The CAD Advisory Committee will be made up the following persons: (a) Two Salina Arts and Humanities Commissioners; (b) One practicing artist; (c) One arts professional; (d) One design professional; and (e) Two members community members at -large. The CAD Advisory Committee shall be appointed by the City Commission as a committee of the Salina Arts and Humanities Commission with consideration of recommendations from the Salina Arts and Humanities Commission in addition to citizens that have filed with the City Clerk an Expression of Interest Form. Representatives should be persons with an interest in art and arts activities and be knowledgeable about the community. Each member shall serve for one term of three years except that the term of appointments for the first members shall be staggered as follows: (a) Three members shall serve three years (one Arts and Humanities Commissioner, design professional, and one citizen at -large); z a q (b) Two members shall serve two years (citizen at -large and artist); and (c) Two members shall serve two years (one Arts and Humanities Commissioner and art professional). U Each member may not serve more than one consecutive term and one year shall pass before consideration of reappointment. However, the members serving one and two year terms during the initial appointments to the board will be eligible to be reappointed to serve a full three year term. Section 4. Organization. The CAD Advisory Committee shall elect a chair and vice -chair annually. The chair of the committee shall be one of the two Arts and Humanities Commissioners appointed to the committee. Section 5. Administration. Administration for the CAD Advisory Committee shall be as followed: (a) Professional staffing for the CAD Advisory Committee will be provided by the City Manager and the Arts and Humanities Commission Director; (b) Administrative/Clerical support shall be provided by the Arts and Humanities Commission; and (c) All meetings/records are covered under the Kansas Open Meetings Act and Open Records Act as specified by Stats law. Section 6. Effective date. This resolution shall take effect from and after its adoption. Adopted by the Board of Commissioners and signed by the Mayor this 5`h day of March, 2007.
