The Special Meeting of the Board of Commissioners was called to order at 8:00 a.m. in Room 107,
City-County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of
N silence.

Those present and comprising a quorum: Mayor Kaye J. Crawford (presiding),Commissioners Jon
3 Blanchard,Trent Davis, Melissa Hodges, and Karl Ryan.
Also present: Jason Gage, City Manager; Michael Schrage, Deputy City Manager; Greg Bengtson,
City Attorney; and Shandi Wicks,City Clerk.
ADMINISTRATION
(3.1) To consider the naming, advertising and sponsorship agreement for the
Bicentennial Center.
Steve Hardesty, Deputy Director of Parks and Recreation, explained the request and
agreement.
Rick Hontz, Regional Vice President with Global Spectrum, L.P, provided additional
information on the partnership and agreement. .
1 Mike Smith, Schwan's Shared Services, Vice President of Public Relations, provided
information on the company and partnership.
Mr. Hardesty provided information on the action options.
Commissioner Blanchard asked for additional information on signage replacement and
locations. Ron Rideout, Bicentennial Center General Manager, stated staff and Schwan's
have worked together to strategically place the signs within the venue.
Commissioner Blanchard asked if there would be a need for structural support or
additional work for the new signage. Mr. Rideout stated there would be a small amount of
electrical work to be completed but nothing structural would need to be performed for the
signage.
Commissioner Blanchard asked how long the transition would take. Mr. Rideout stated
staff would begin answering the phone using the new name but the full transition would
be complete within six (6) to eight (8) weeks.
17-0045 Moved by Commissioner Blanchard, seconded by Commissioner Hodges, to adopt Resolution No.
17-7438 approving a Naming, Advertising and Sponsorship Agreement with Schwan's Shared
Services, LLC and authorizing Global Spectrum, L.P. to execute the agreement as agent on behalf
of the City of Salina. Aye: (5). Nay: (0). Motion carried.
Jason Gage,City Manager,requested for an executive session for personnel.
I17-0046 Moved by Commissioner Davis, seconded by Commissioner Blanchard, to recess into executive
session for 10 minutes for the purpose of discussing matters pertaining to non-elected City
personnel for the reason that public discussion of the matter would violate the privacy rights of the
non-elected personnel involved; and reconvene at 8:25 a.m. Aye: (5). Nay: (0). Motion carried.

The City Commission recessed into executive session at 8:15 a.m. and reconvened at 8:25 a.m.
I17-0047 Moved by Commissioner Ryan, seconded by Commissioner Blanchard, to recess to the
Bicentennial Center for the press conference. Aye: (5). Nay: (0). Motion carried.

of the Board of City Commissioners be adjourned. Aye: (5). Nay: (0). Motion carried. The
