A RESOLUTION AMENDING THE 2017-2021 CAPITAL IMPROVEMENT
PROGRAM FOR THE CITY OF SALINA, KANSAS TO DESIGNATE PROJECTS
RELATED TO THE DOWNTOWN REDEVELOPMENT FOR COMMENCEMENT IN
2017.
WHEREAS, the City of Salina has established a Capital Improvement Program Policy
as a component of its Financial Policies Document; and

WHEREAS, the Policy includes establishment of a five-year Capital Improvement
Program (C.I.P.) to guide decision making on public improvements and expenditures; and
WHEREAS, on January 9, 2017 and by Resolution No. 17-7427, the City Commission
approved the 5-Year (2017 — 2021) Capital Improvement Program (CIP), including certain public
projects associated with the downtown redevelopment under the category of"Projects For Further
Review." as follows:

Downtown Utility Relocation $425,000 \Vater/WW Utility Fund
Downtown Streetscape Design $1,200,000 Temp Notes/STAR Bonds/GO Bonds
Downtown Streetscape Construction $10,965,000 Temp Notes/STAR Bonds/GO Bonds
WHEREAS, work associated with downtown redevelopment has progressed such that
the Governing Body desires to amend the 5-Year (2017 — 2021) Capital Improvement Program to
identify the projects listed above for commencement in 2017. SO NOW THEREFORE
BE IT RESOLVED by the Governing Body of the City of Salina. Kansas:
Section 1. That the 2017-2021 Capital Improvement Program is hereby amended to
designate Downtown Utility Relocation, Downtown Streetscape Design, and Design Streetscape
Construction for commencement in 2017.
Section 2. That this resolution shall be in full force and effect from and after its
adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 13ffi day of
February. 2017.
