ORDINANCE NO. ,
AN ORDINANCE ESTABLISHING A CULTURAL ARTS COMMISSION FOR
THE CITY OF SALINA, KANSAS, AND PRESCRIBING THE DUTIES AND
FUNCTIONS THEREOF.
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF SALINA,
KANSAS:
Section 1. There is hereby established a Cultural Arts
Commission to act in an advisory capacity to the Board of City
Commissioners of Salina, Kansas, and to generally promote the
cultural arts in the City of Salina, Kansas.
Section 2. That the said Cultural Arts Commission shall:
(a). Generally stimulate, facilitate, coordinate and cooper -
ate with existing organizations for the development of the arts,
culture and historical tradition of the city and to initiate
programs and proposals of encouragement, promotion and development
of the arts, culture, heritage, beauty and tradition of the City
of Salina, Kansas;
(b). Provide programs to fill cultural inadequacies;
(c). Extend already existing programs into new fields; and,
(d). Serve as a clearing house for scheduling exhibits, con-
certs, recitals, lectures and other cultural events that may occur
in the community.
Section 3. The said commission shall consist of ten members
to be composed of the Mayor, or some other member of the Board of
City Commissioners, and nine other members who shall be appointed
by the Mayor, subject to the approval of the Board of Commissioners.
Initial appointments to the commission shall be for one, two and
three year terms and thereafter all appointments shall be for a
term of three years.
Section 4. The commission shall organize and elect a chair -
man, vice-chairman, treasurer and secretary from its membership
and shall adopt such by-laws as may be necessary to accomplish
the purposes of their organization.
Section 5. Members shall serve without compensation from
the city for their services as such members, but this limitation

shall not preclude a member or his firm from receiving compensa-
tion from the city under competitive contracts for services
which would be performed for other departments or agencies of the
City of Salina.
Section 6. This ordinance shall take effect and be in force
from and after its adoption and publication once in the official
city newspaper.
Adopted by the Board of Commissioners of the City of Salina,
Kansas, and approved by the Mayor this day of December,
1966.
