12-05-2016 Minutes CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS December 5,2016 4:00 p.m. toin w The City Commission convened at 2:30 p.m. for the Lower Smoky Hill Water Supply Access Tfi District and Access District Incorporating Board Meeting and at 3:45 p.m. for Citizens Forum. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City-County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Kaye J. Crawford (presiding),Commissioners Jon Blanchard,Trent Davis, and Karl Ryan. Also present: Jason Gage, City Manager; Michael Schrage, Deputy City Manager; Greg Bengtson, City Attorney; and Shandi Wicks,City Clerk. Absent: Commissioner Randall Hardy. AWARDS AND PROCLAMATIONS None. CITIZENS FORUM None. PUBLIC PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (5.1) Public hearing on the proposed 2016 Amended Budget. Mayor Crawford opened the public hearing. Commissioner Blanchard asked for further information on the sales tax economic development fund amendment. Michelle Meyer, Director of Finance, explained the budget for 2016 was developed in August of 2015, at that time, it was anticipated the fund would begin with a budget of $100,000, the amendment would show the actual balance of $800,000. The expenditure budget for the fund would increase to $750,000 to allow for utilization of additional funds available. Commissioner Blanchard asked what the budget for the Salina Community Economic Development Organization, Inc was. Jason Gage, City Manager, stated the City of Salina had budgeted approximately $375,000. A conversation ensued between the Commission and Mr. Gage regarding the status of the SEDIC board and the sales tax economic development fund amendment. There being no further comments the public hearing was closed. CONSENT AGENDA (6.1) Approve the minutes of November 28, 2016. (6.2) Approve the minutes of November 29, 2016. (6.3) Approve the minutes of November 30, 2016. Page 1 (6.4) Approve Resolution No. 16-7412 approving a revised regional marketing program for the Salina Area Cultural Arts Organizations to be referred to as the Cultural Arts Regional Marketing (CARM) Grant Program and Guidelines. 16-0456 Moved by Commissioner Ryan, seconded by Commissioner Davis, to approve the consent agenda as presented. Motion carried. = ADMINISTRATION a (7.1) Second reading Ordinance No. 16-10870 annexing the Riverwoods Natural Area located east of the flood control levee south of Cloud Street. 0 Mayor Crawford noted that Ordinance No. 16-10870 was passed on first reading on November 28, 2016 and since that time no comments have been received. 16-0457 Moved by Commissioner Ryan, seconded by Commissioner Davis, to adopt Ordinance No. 16- 10870 annexing the Riverwoods Natural Area located east of the flood control levee south of Cloud Street on second reading. A roll call vote was taken. Aye: (4) Blanchard, Davis, Ryan, Crawford. Nay: (0). Motion carried. (7.2) Second reading Ordinance No. 16-10869 vacating a 46 foot portion of a 20 foot east- west utility easement located on Lot One (1), Block One (1), of the Whittier School Addition to the City of Salina, Saline County, Kansas. Mayor Crawford noted that Ordinance No. 16-10869 was passed on first reading on November 28, 2016 and since that time no comments have been received. 16-0458 Moved by Commissioner Davis, seconded by Commissioner Ryan, to adopt Ordinance No. 16- 10869 vacating a 46 foot portion of a 20 foot east-west utility easement located on Lot One (1), Block One (1), of the Whittier School Addition to the City of Salina, Saline County, Kansas on second reading. (7.3) Resolution No. 16-7417 approving the Lower Smoky Hill Water Supply Access District Members Agreement(including Articles of Incorporation). Martha Tasker, Director of Utilities, explained the agreement and articles of incorporation. Mayor Crawford thanked Martha Tasker, Greg Bengtson, Jason Gage, the Kansas Water Office and the Irrigators for all of their work. 16-0459 Moved by Commissioner Ryan, seconded by Commissioner Davis, to adopt Resolution No. 16- 7417 approving the Lower Smoky Hill Water Supply Access District Members Agreement (including Articles of Incorporation). Aye: (4). Nay: (0). Motion carried. (7.4) Resolution No. 16-7416 authorizing the Mayor to execute a Management Agreement with Global Spectrum, LP, to manage the Bicentennial Center. Steve Hardesty, Deputy Director of Parks & Recreation, explained the agreement, fiscal impact and action options. Commissioner Davis asked for the current number of conference/convention attendance. Ron Rideout, Bicentennial Center General Manager, stated the attendance would vary from Paee 2 as high as 2800 to as low as 1000. Commissioner Blanchard asked what Global Spectrum's goals or hopes were for 2017 with all of the improvements. Mr. Rideout stated the business on both the arena side and convention side were growing. Rick Hontz, Global Spectrum Regional Vice President, E stated management felt there was the ability to have bigger shows and continue to grow. a Commissioner Davis asked for additional information on the change to the event revenue N within the management agreement. Mr. Rideout stated staff made a proper reallocation of O the event attendee nights and the incentive fee was recalculated based on the realloction. 16-04f0 Moved by Commissioner Blanchard, seconded by Commissioner Davis, to adopt Resolution No. 16-7416 authorizing the Mayor to execute a Management Agreement with Global Spectrum, LP. Aye: (4). Nay: (0). Motion carried. (7.5) Adopt the 2017 Business Plan for the Salina Bicentennial Center. Steve Hardesty, Deputy Director of Parks & Recreation, explained the business plan, fiscal impact and action options. Commissioner Blanchard asked what the guest tax was for 2014 and what the anticipation was for 2018. Michelle Meyer, Director of Finance, stated with the anticipation of additional hotels there was a hope for increase in 2018. A conversation ensued between the Commission, Ms. Meyer and Mr. Gage regarding the guest tax amount for 2014 and the anticipation for 2018. 16-0461 Moved by Commissioner Davis, seconded by Commissioner Ryan, to adopt the 2017 Bicentennial Center Business Plan as presented. Aye: (4). Nay: (0). Motion carried. DEVELOPMENT BUSINESS None. OTHER BUSINESS 16-0462 Moved by Commissioner Davis, seconded by Commissioner Blanchard, to recess into executive session for 60 minutes for the purpose of discussing matters pertaining to non-elected City personnel for the reason that public discussion of the matter would violate the privacy rights of the non-elected personnel involved and to discuss with legal counsel matters subject to the attorney- client privilege for the reason that public discussion of those matters would waive the privilege and adversely affect the City's interest in the matters and reconvene at 5:45 p.m. Aye: (4). Nay: (0). Motion carried. The City Commission recessed into executive session at 4:45 p.m. and reconvened at 5:45 p.m. No action was taken. 16-0463 Moved by Commissioner Blanchard, seconded by Commissioner Ryan, to extend the current executive session for an additional 50 minutes.
