A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A MANAGEMENT
[GREEMENT WITH GLOBAL SPECTRUM L.P. TO PROVIDE MANAGEMENT AND

TIONS SERVICES FOR THE BICENTENNIAL CENTER
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. That the Mayor is hereby authorized to execute a Management Agreement with Global
ctrum, L.P. to provide management and operations services for the Bicentennial Center, subject to
terms and conditions of the agreement.
Section 2. That, pursuant to the Management Agreement, Global Spectrum. L.P. is granted the
ive right to solicit and enter into agreements granting naming rights for all or any portion of the
.ennial Center: that Global Spectrum, L.P. is hereby exempted from the City's'Municipal Facility
tg Policy, as adopted by Resolution No. 06-6343; and that that all agreements granting naming
for all or any portion of the facility shall be reviewed and approved solely in accordance with the
lures set forth in the Management Agreement.
Section 3. That due to the unique nature of facility management and operation, Global Spectrum,
L.P. is hereby exempted from compliance with the City of Salina Purchasing Policy and Procedures, as
adopted by Resolution No. 97-5 138; and that Global Spectrum, L.P.'s rights and obligations with
respect to procuring goods and services on the City's behalf shall be governed solely by the terms of the
Management Agreement.
Section 4. That the City Clerk is hereby directed to file the original Management Agreement and
the same according to the City of Salina Records Management Policy.
Section 5. That this resolution shall be in full force and effect from and after its adoption.
