Thr> Urban Renewal Agency completed acquisition of almost a'l real
estate and relocated almost all familie~, individuals. an~ businesse~
from the Northeast Industrial Park Urb<"n Renewal Project dur.ing 1971.
From the inception of the project through December 31. 1971. 224
parcels of real estate were purchased with owners receiving $1.J81,742.
Eighty-four families, 33 individuals, and 11 businessps were rploc3ted
during the same period. Payments for relocation expenses, exclusive
of amounts paid for real estðte acquisition, amounte3 to $2R7.523.

The Urban Renewal Agency sets the amount pairl for real esté\te after
appraisals have been made bv two independent, professional appraisers.
These appraisers utilize severa] methods, inclu-::ling comparable rnéHket
sales, repr oducti on cost, depreciati on, and functj on:\ I obsolescence in
arriving at an appraisal price for each parcel. If prices offered by
the agency are not acceptable to the owner. a condemnation action,
under the right of eminent doma -¡ n, is fi led bv the agency: ann court
determines the value of the parcel.

Prior to the sale of much of the land. the City of Salina must install
new streets, water, and sewers. Privately owned utilities must be
relocat ed in m",!,ny instances. Negotiati on '" were commenced d',lr ine 1 ,-',te
1971 with potential redevelopers. However, no sales harl been finalized
by December 31, 1971.
