AIRPORT AUTHORITY: "Airport Authority" means the Salina Airport Authority of the City of Salina, Kansas; address Salina Municipal Airport Terminal Building #120 Salina Airport Industrial Salina, Kansas Center CITY: "City" means the City of Salina, Kansas AIRPORT MANAGER: "Airport Manager" means the manager of the Salina Nunicipa1 Airport, or his duly authorized representative. PERSON: "Person" means any individual, firm, partnership, co-partnership, corporation, company, association, joint stock association or political body, and includes any trustee, receiver, assignee, or similar repre- sentative thereof. -1- Rules and Regulations Salina Municipal Airport PART II PEN A L TIE S --------- SECTION 1: Persons violating these rules may be deprived of use of the Airport or any of its facilities and will be subject to prosecution and fine for violation of City Ordinances which contain provisions for enforcing these rules and regulations. -2- Rules and Regulations Salina Municipal Airport PART III G ENE R A L R U L E S AND REG U L A T ION S ------- ----- --- ----------- SECTION 1: The privilege of using the Airport and its facilities shall be conditioned on the assumption of full responsibility or risk by the user thereof. SECTION 2: The use of the Airport, or any of its facilities, in any manner, shall create an obligation on the part of the user thereof, to obey all the rules and regulations herein prescribed. SECTION 3: Restricted Areas. No person shall enter any restricted area posted as being closed to the public except: a. Persons assigned to duty therein. b. Persons authorized by the Airport Manager. c. Passengers entering the apron for the purpose of embarkation and debarkation when under the super- vision of the aircraft owner or operator. SECTION 4: Conduct of Business. No person shall engage in any business or commercial activity or in the sale of any commodity or service whatsoever on the Airport, except in conformance with the re- quirements of the Airport Authority and upon such terms and conditions as they may prescribe, and without having previously secured permission to do so in writing from the Airport Authority. SECTION 5: Soliciting. No person shall solicit funds or sales for any purpose on the Airport without permission of the Airport Authority. SECTION 6: Vehicles for Hire. No person shall operate any vehicles for hire from the Airport unless such operation is with the approval of the Airport Authority and under such terms and conditions as may be prescribed, except vehicles licensed by the City of Salina. SECTION 7: Advertisements. No person shall post, distribute, or display signs, advertisements, circulars, printed or written matter at the Airport except with the approval of the Airport Authority and in such manner as may be prescribed by the Airport Hanager. -3- Part III, Continued SECTION 8: TE~~S AND CONDITIONS GOVERNING THE OPERATION OF cO~ŒRcIAL FLIGHT SCHOOLS, PASSENGER HOPPING, SIGHT SEEING FLIGHTS, NON-SCHEDULED PASSENGER FLIGHTS ORIGINATING FROM SALINA MUNICIPAL AIRPORT, MECHANIC AND REPAIR WORK OF ANY KIND FOR COMMERCIAL PURPOSES INCLUDING SHOPS AND PRIVATE SCHOOLS AND OTHER OPERATIONS OF A SIMILAR NATURE. Any person desiring to engage in any of the above activities on the Salina Municipal Airport shall: a. Secure written permission from the Airport Authority. b. Register with the Airport Manager the name of the enterprise; the registration number of the aircraft to be used in connection with the enterprise, and the owner thereof; and any other pertinent information deemed necessary by the Airport Manager. c. Advise the Airport Hanager of change of ownership of any aircraft registered in accordance with (b) above. d. Base the aircraft used in the enterprise on the Salina Municipal Airport unless otherwise approved by the Airport Authority. e. Establish and maintain an office and a telephone at the Airport, unless otherwise approved by the Airport Authority. f. Furnish good, prompt and efficient service adequate to meet the demands for its service at the Airport. g. Furnish said service on a fair, equal and nondis- criminatory basis to all users thereof. h. Charge fair, reasonable and nondiscriminatory prices for each unit of sale or service. In connect- ion with this provision, rates for all goods and services shall be submitted to the Airport Authority for approval along with such other reports that the Airport Authority may require. i. Carry public liability and property damage insurance in an amount to be approved by the Airport Authority. -4- Part III, Continued j. Submit evidence of ability to provide the services contf~mp1a ted, including equipment, facilities, competent personnel and adequate financing. The Airport Authority reserves the right to cancel any permit issued in accordance with the above provisions and to change the conditions under which such privileges may be exercised. SECTION 9: Use of Roads and Walks. a. No person shall travel on the Airport other than on the roads, walks and paving provided for the particular type of traffic. b. No person shall use the roads or walks in such manner as to hinder or obstruct their proper use. c. No person shall operate any type of vehicle on the roads or walks except as designated by the Airport Authority. SECTION 10: Animals. No person shall enter the terminal building or landing area of the Airport with a dog or other animal except a seeing-eye dog, unless the animal is properly crated for shipping. Dogs and other domesticated animals may be permitted in other areas of the Airport if restricted by leash or confined in such a manner as to be under control. SECTION 11: Lost Articles. Anyone finding a lost article shall deposit it with the Airport Manager. SECTION 12: Damages to Airport Property. Any and all Airport property and/or facilities destroyed, broken, or damaged by accident or otherwise shall be paid for by the person responsible therefor. Air- craft equipped with tail skids or other devises which will damage pave- ment or sod areas shall not be operated on the Airport. SECTION 13: Authority for Repairs or Alterations. No construction work, repairs, or alterations shall be made to Airport Authority property without having first obtained approval for such construction, repair or alteration from the Airport Authority. Any changes, alterations, or repairs made without proper approval, and any damage resulting therefrom shall be paid for by the person responsible and in accordance with the direction of the Airport Authority. -5- Part III, Continued SECTION 14: Consent and Authority Required. No person shall take or use any aircraft, aircraft parts, instruments, or tools thereof owned, controlled, or operated by any other person while said items are stored, housed, or othenvise left on the Airport or within its hangars or other structure without written consent of the owner or operator thereof, or satisfactory evidence of the right to do so duly presented to the Airport Manager. -6- HOT 0 R ----- Rules and Regulations Salina Municipal Airport PART IV V E HIe L E REG U L A T ION S ------- ----------- SECTION 1: General. Motor vehicles shall be operated on the Airport in accordance with federal, state and local traffic regulations and in strict accordance with the rules prescribed by the Airport Authority and the Airport Manager for the control of such vehicles. SECTION 2: Hotorized Equipment. No motorized equipment shall be operated within the area reserved for aircraft, on the apron of the terminal building, on the aircraft landing area, on any ramp, apron or taxiway, exept: a. b. c. By persons assigned duty thereon. By persons authorized by the Airport Manager. Vehicles operated by persons so authorized shall be operated in accordance with the following rules: l. Vehicles shall not be parked or left unattended on any runway, taxiway, apron, ramp, within any area reserved for aircraft parking or in any area ívhere "No Parking" signs are posted. 2. No person shall operate any vehicle upon the airport landing area or across any runway or taxiway on the airport without first securing clearance and instructions from the Airport Control Tower during the hours 6:00 a.m. to 10:00 p.m. and from the Airport Manager during all other hours. 3. No person shall operate a vehicle across any runway then in use for landings and take-offs of aircraft, without first stopping at least 100-feet from the runway and receiving clearance either by radio or green light signal from the Control Tower. 4. Aircraft taxiing on any runway, taxiway or ramp of the airport shall have right-of-way over all vehicle traffic. -7- Part IV, Continued 5. No vehicle shall overtake a taxiing aircraft or pass said aircraft without first receiving a clearance by radio or green light signal from the control tower. d. By unit hangar tenants proceeding directly to or from their hangar. SECTION 3: Authorized private vehicles shall display on the back of the rear view mirror a "Field Permit" issued by the Airport Manager. Applications for permits shall furnish to the Airport Manager the follow- ing: SECTION 4: l. Name of owner. 2. Description of vehicle. 3. Evidence of insurance in amounts established by the Airport Authority. Operating Rules. l. Motor vehicles shall be operated in strict com- pliance with speed limits prescribed by the Airport Authority and indicated by posted traffic signs. Speeds shall not exceed 30 miles per hour and shall be adjusted to lower rate in conjested areas. 2. Vehicles shall be operated in a safe manner at all times and shall be kept in safe operating condition. 3. Vehicles shall be operated in accordance with directions of posted traffic signs. 4. Authorized vehicles proceeding to the Airport Control Tower will cross the main runway (35-17) at taxiway #5, observe the requirement of radio or green signal light, and will use taxiway #14 directly to the tower. Vehicles will return by the same route. 5. Unit hangar tenants will enter the aircraft parking ramp through the most direct access gate and depart by the same route. -8- Part IV, Continued 6. No portion of the Airport west of the security fence that separates the Airport proper from other areas of the Salina Airport Industrial Center is open to the public. 7. The following vehicles only are authorized to drive onto the Airport terminal building ramp, or other area used for parking of aircraft, to pick up or discharge personnel arriving or departing via aircraft: a. The courtesy vehicle operated by the fixed base operator. b. Military staff cars dispatched to meet military aircraft. c. Ambulances on official service. d. Civil government passenger vehicles by prior approval of the Airport Manager. 8. Authorized vehicles on the south aircraft ramp will be driven along the east edge of the ramp. 9. The north aircraft parking ramp shall not be used as a vehicle roadway except as required by hangar owners for access to their hangars, or as specifi- cally authorized by the Airport Hanager. 10. Access to the southwest, west and northwest areas of the Airport shall be made using the Airport perimeter road and the appropriate access gates thereto. SECTION 5: Agricultural Vehicles. Agricultural lessees will be assigned access routes to their leased areas by the Airport Manager. Agricultural lessees will observe the following restrictions and pro- cedures: a. No farm vehicle, truck or other equi~ment will be operated on the abandoned edges of runways or be used when the runway or taxiway is not in use provided that prior approval has been obtained from the Airport Control Tower. b. Farm equipment operators shall be alert to aircraft movements on runways and taxiways adjacent to their area of activity and shall be familiar with the light signals used by the Control Tower for vehicular control. _0- ./ Part IV, Continued c. No land will be farmed within 100-feet of the edge of the usuab1e portion of a designated runway nor within 50-feet of the edge of the usable portion of a designated taxiway. d. Farm equipment operators will not move cement markers for buried communications and electrical cable, or if accidently disturbed, these markers will be replaced at their original location as accurately as possible. e. The burning of brush, grass or other material on the Airport shall first be coordinated with the Airport Hanager. f. All gates used by agricultural lessees shall be kept locked after entry or departure of farm vehicles. g. All farming operations occurring between official sunset and official sunrise shall first be co- ordinated with the Airport Hanager. h. No vehicles with lugs will be operated on Airport pavement. SECTION 6: Accident Reports. All persons involved in any accident on the Airport and all witnesses thereto shall report promptly to the Airport Manager. SECTION 7: Airport property Airport Hanager. a. The parking of automobiles rental hangar buildings is Vehicle Parking. Authorized vehicles shall be parked on only in the manner and the locations designated by the on ramps in front of prohibited. b. Parking of automobiles on the terminal building ramp shall be limited to those itemized in this Section of these rules and regulations. Such automobiles must be parked north of the pedestrian gate at the terminal building. c. Driving automobiles, including fuel trucks or other service equipment, over the sodded or grassed areas and the parking of such vehicles in these areas is prohibited. d. Parking or storage of vehicles in aircraft hangars is prohibited, except that unit hangar renters may park their automobiles in their unit when the unit is not being used for aircraft storage. -10- Part IV, Continued e. Parking of vehicles is prohibited in any area where "No Parking" signs are posted. f. Trucks or trailers containing aviation fuel shall be parked at least 75-feet from buildings. g. Unit hangar renters will not park their automobile in front of, or at the ends of hangars "A" and "c" nor in such a location as to hinder or block access to all sides of the hangar by taxiing aircraft. h. Airport service vehicles and rental cars only shall be allowed overnight parking at the terminal build- ing area except in the parking lot located south- west of the terminal. i. No vehicle shall be abandoned on Airport Authority property. SECTION 8: Commercial Operators. No vehicle or motorized equipment shall be used or operated on the Airport for fueling, loading or un- loading aircraft or servicing aircraft with food or other commodity, product, service or thing, or for any commercial purpose unless approval has been received from the Airport Authority. SECTION 9: Firearms. No persons, except peace officers, authorized postal employees, airport employees, or members of the Armed Forces of the United States on official duty, shall carry any firearms or any explosives on Airport Property. SECTION 10: Sanitation. No person shall dispose of garbage, paper, refuse or other materials on the Airport except in receptic1es provided for that purpose. SECTION 11: Fire Hazards. No person shall use inflammable, volatile liquids in the cleaning of any aircraft, engines, parts or other equipment or appliances unless such cleaning operations are performed in open air areas so designated for such cleaning by the Airport Manager, or in a room properly fire proofed and equipped with adequate and readily accessi- ble fire extinguishers. All inflammable items, such as oils, greases, gaso1ines, paint, paint thinners, varnishes, etc, will be stored away from all hangars and other buildings and in a separate non-inflammable structure reserved for such storage as directed by the Airport Manager. Bulk storage of the above materials will be coordinated with the Airport Manager and will be located at least 50-feet from any hangar or other structure. -11- Rules and Regulations Salina Hunicipa1 Airport PART V A I R C R AFT 0 PER A T ION -------- --------- A. GENERAL RULES AND REGULATIONS. SECTION 1. Airport Property. All persons having entered on the Airport property shall be governed by the regulations herein prescribed, and by orders and instructions of the Airport Authority to the use of any part of the Airport property or facilities. SECTION 2: Registration of Aircraft. All aircraft using the Airport as a base of operations shall be registered with the Airport Manager. Aircraft in manufacture, awaiting shipment, or used exclusive- ly for school purposes are not included in this registration. All base operators shall furnish to the Airport Manager a list of all aircraft stored in hangars or tied-down in the areas of their control. This list shall be submitted on the first day of each month. Owners of aircraft not handled by a base operator shall furnish a one-time report with subsequent reports as the addition or deletion of aircraft dictate. These lists shall contain the following information: l. Registration number 2. Hanufacturer's name, model and number of engines. 3. Location (hangar number, stall number, tie-down location, etc). SECTION 3: Operation of Aircraft. No person shall navigate any aircraft, landing upon, flying same from, service, maintain, repair or conduct any aircraft operations on or from the Airport othenvise than in conformity with current Federal Aviation Administration and Civil Aeronautics Board rules and regulations established under Federal Authority. The safety regulations of the Salina Municipal Airport are designed to supplement the above regulations. SECTION 4: Runways and Taxiways: Landing and taking off of aircraft, except rotary wing aircraft, shall be confined to the numbered runways. Taxiways shall be used for access to and from the numbered runways. SECTION 5: Federal Aviation Administration Air Traffic Rules. All air traffic rules as established by the Federal Aviation Administra~ion and currently in effect are by reference made a part of these rules ~s fully as if the same, each and all of them were set forth herein. -12- Part V, Continued SECTION 6: Brakes. No airplane shall be landed or shall take off from Salina Municipal Airport unless it is equipped with wheel brakes that are safe for the operation of the airplane. SECTION 7: Aircraft Radios. Pilots of aircraft not equipped with a properly functional radio for communications with the Salina Tower shall first contact the Tower by telephone, or through Flight Service, prior to departing from or arriving at the Airport so that adequate departure and arrival information can be obtained. SECTION 8: Securing of Unattended Aircraft. No aircraft shall be left unattended on the Airport unless properly secured or hangared. Owners of aircraft shall be held responsible for any and all damage resulting from failure to comply with this rule. SECTION 9: Repairing of Aircraft and Aircraft Eneines. All repairs to aircraft and aircraft engines shall be made in the places designated for that purpose. Such repairs shall not be made in areas reserved for landing, take-off, taxiing or parking of aircraft. SECTION 10: Airport Liability. The Salina Airport Authority and the City of Salina, Kansas, their agents or employees shall not be liable for loss, damage or injury to persons or properties arising out of any accident, incident or mishap of any nature whatsoever and/or from any cause whatsoever to any individual, aircraft, or property occurring on the Airport, or in the use of any of the Airport Authority facilities. SECTION 11: Aircraft Take-Off and Landings. All take-offs and landings shall be made on a numbered runway as directed by the Control Tower, or as closely as possible into the prevailing surface wind when the Tower is not in operation. Aircraft shall clear all highways, buildings and other structures on or acent to the A1rnort a vertical distance of at least 50-feet. SECTION 12: Aerobatics Prohibited: No aircraft shall be flown within the Airport control zone in maneuvers other than those required in normal routine flight, without prior permission of the Control Tower. SECTION 13: Simulated Aircraft Emergencies. No simulated forced landings or other aircraft emergency operations shall be allowed without prior permission of the Control Tower. SECTION 14: Airport Hay Refuse Clearance. The Airport Manager may delay or restrict any flight or other operations at the Airport and may refuse take-off clearance to any aircraft for any justifiable reason. SECTION 15: Admission to Hangars. No person shall enter a hangar without prior approval of the Lessee, or the Airport Manager. -13- Part V, Continued SECTION 16: Aircraft Storage. Aircraft shall be stored or parked only in spaces designated for that purpose. SECTION 17: Engine Operation. No person shall start an aircraft engine unless a competent person is in the aircraft attending the engine controls. Blocks shall be placed in front of the main wheels before starting unless the aircraft is equipped with adequate parking brakes and said brakes are used to contain the aircraft. SECTION 18: Intoxicants and Drugs. No pilot or other member of the crew of an aircraft in operation on the Airport, or any person attending or assisting in said operation on the Airport, shall be under the influence of intoxicating liquor or narcotic drugs, nor shall any person obviously under the influence of intoxicating liquors or narcotic drugs be permitted to board any aircraft except a medical patient under proper care. SECTION 19: Disabled Aircraft. Aircraft owners, their pilot or agent, shall be responsible for the prompt disposal of disabled aircraft and parts thereof, unless required or directed to delay such action pending investigation of an accident. Any expense incurred by the Airport Authority incident to said disposal shall be paid for by the owner or pilot, unless other arrangements are agreed upon between the Airport Authority and the owner or operator of the aircraft. SECTION 20: Accident Reports. accidents on or within the Airport, the Airport Manager and the Federal possible. Witnesses of and participants in shall make a full report thereon to Aviation Administration as soon as SECTION 21: Taxiing Into or Out of Hangar Prohibited. shall not be taxiied into or out of hangars. Aircraft SECTION 22: Full Control over Aircraft Required. Following a landing, after an aborted take-off, or while taxiing, the pilot shall assure himself that there is no danger of a collision with other aircraft or objects. All aircraft shall be taxiied under full control at reason- able speeds. Only pilots or mechanics certificated by the Federal Aviation Administration shall taxi an aircraft on any part of the Airport. SECTION 23: Running of Engines in Hangars Prohibited. engine shall be run in any hangar. No aircraft SECTION 24: Starting, Running and Operational Check of Aircraft Engines. Aircraft engines shall be started, warmed-up and given oper- ational checks only in such places designated for such purposes by the Airport Manager. Engines shall not be operated in a position that other aircraft, hangars, shops, or other structures shall be in the path of the prope11or slip stream or jet blast. -14- Part V, Continued SECTION 25: Operation of Gliders, Sailplanes, Towing of Banners, etc. The operation of gliders, sailplanes, and the towing of such aircraft or the towing of banners, etc., at or from the Airport, shall be permitted only upon the permission of the Airport Authority. Permission must be obtained for each flight after arrangements have been made with the Control Tower for the duration of the operation. SECTION 26: Operation of Rotary Wing Aircraft. Operation of Rotary Wing aircraft shall be subject to the following rules: 1. Hovering is permitted for moving aircraft from one area to another only. 2. Helicopters will use areas designated by the Control Tower for take-offs and landings. 3. Helicopters shall park in areas designated for general aircraft parking, being careful to allow sufficient clearance of rotors and prop wash from other aircraft and buildings. SECTION 27: Parachute Jumping: Except in emergency, parachute jumping is prohibited within the Airport control zone of the Airport unless prior written permission has been obtained from the Airport Authority. B. TIE-DOWN RULES AND REGULATIONS. SECTION 1: Charges for Tie-Down. At the present time there are no charges for airplane tie-down. SECTION 2: Conditions of Tie-Down. The Airport Authority reserves the right to change the conditions of the tie-down at any time. SECTION 3: Responsibility. The Airport Authority or the City of Salina will not be responsible for property loss, or damage, due to any condition, or injuries sustained by reason of customers use of tie-down and airport facilities. SECTION 4: Facilities for Tie-Down. The base operator will provide tie-down ropes, chains, cables, rings, blocks, and space; however, it shall be the responsibility of the customer to insure that the aircraft is properly secured. -15- Part V, Continued C. STORAGE RULES AND REGULATIONS. SECTION 1. Conditions for Monthly Airplane Storage. Honth1y in- dividual unit ("T") hangar storage can be contracted for with the lessor of the hangars and shall be in accordance with the following conditions: a. Storage is for the particular airplane contracted for. The owner of that airplane is responsible for the storage charges. Hangar lessee must advise the lessor at once when airplane ownership changes. No airplane other than the one contracted for is to be stored in the rented space unless the written permission of the Airport Authority is first obtained. b. No alterations or additions to the hangar structure or utilities shall be made without written permission of the Airport Authority. c. Rates for aircraft storage shall be established by the Airport Authority. d. The Airport Authority and the City of Salina will not be responsible for property loss, or damage, due to fire, theft, or the elements, or injuries sustained by reason of tenant's use of the hangar or Airport facilities. e. There shall be no smoking in the hangars. f. No painting or doping shall be done in any hangar. g. No inflammable materials will be stored in hangar compartments. h. Tenant's automobile may be parked in the hangar compartment when it is not being used for air- craft storage purposes. No vehicles shall be parked on airplane ramps or in the taxiing areas at any time. i. Aircraft will not be fueled in the hangars. -16- Part V, Continued D. AIRCRAFT FUELING AND DEFUELING. SECTION 1: Use of Established Dispensing and Delivery System Required. All aircraft shall be fueled and/or defue1ed through the storage and dispensing systems established by the Airport Authority. SECTION 2: Smoking Prohibited. No smoking shall be permitted within 50-feet of the aircraft being fueled or defue1ed, or within 50-feet of any fuel carrier or storage tank. SECTION 3: Grounding of Aircraft and Fuel Dispensing Vehicle Required. Both the aircraft being fueled or defue1ed and the fuel servicing vehicle shall be adequately earth grounded during all fue1ing/defue1ing operations. SECTION 4: Fire Extinguisher: At least one CO-2 fire extinguisher of at least IS-pounds capacity will be ready for use immediately at the place of fueling or defue1ing operations. SECTION 5: Operating Electrical Switches Prohibited. No person shall operate a radio transmitter or receiver or switch electrical appliances over or on in an aircraft while the aircraft is being fueled or defue1ed. SECTION 6: Only Essential Personnel Permitted. Only essential personnel engaged in fueling or de fueling shall be permitted within 50-feet of fuel tanks of aircraft during such operations. SECTION 7: No fueling operating shall be permitted within 50-feet of any building. Fueling and defue1ing of aircraft and fuel handling shall be accomplished in accordance with provisions of Bulletin #407 National Bureau of Fire Underwriters. E. AIRCRAFT PARKING. SECTION 1: Terminal Building Ramp. a. Loading and unloading of all passenger-carrying aircraft is permitted. b. Multiple engine aircraft, both civilian and military shall be permitted to park on the north area of the ramp for periods of 24- hours or less. c. Single engine aircraft may park for a period of one hour or less. d. Helicopters are not permitted to park on this ramp. e. The loading or unloading of freight on this ramp is prohibited, except for scheduled air carrier aircraft. -17- Part V, Continued SECTION 2: Grassed Areas. No aircraft are permitted to park on grassed or sod areas of the Airport. SECTION 3: Other areas. Fixed base operators have under their control certain areas on the apron on which aircraft may be parked and tied-down. These are the normal parking areas for transient aircraft. SECTION 4: General: a. The Airport Management assumes no responsibility for the parking or tieing down of aircraft. b. Operators of aircraft parking on the terminal building ramp or in other areas should be cog- nizant of the risks involved in such aircraft being in the path of "Prop \.Jash" and/or jet blast from large aircraft. c. Overnight parking, tie-down and other services are available at the location of the base operators. d. Hangar entrances will be kept clear of aircraft, vehicles, and other equipment at all times to permit ready access to the building by fire fighting equipment. SECTION 5: Parking of Large Aircraft. In the event large aircraft use this Airport for parking purposes, these aircraft will not be parked on the terminal ramp or in such a position as to interfere with access to hangars for locally based aircraft. Normally, these aircraft will be parked at the parking ramp of the base operator. -18- Rules and Regulations Salina Municipal Airport PART VI FIR E H A Z A R D S ---- ------- SECTION 1: Cleaning of Aircraft. No person shall use inflammable volatile liquids in the cleaning of aircraft, aircraft engines, prope11ors and appurtenances unless such cleaning operations are conducted in open air, or in a room specifically set aside for that purpose, which room shall be properly ventilated, fire proof, and equipped with adequate and readily acceaible extinguishing apparatus. SECTION 2: Open Flame Operation. No person shall conduct any open flame operations in any hangar or part thereof. SECTION 3: Storage of Inflammable Hateria1. No person shall keep, store, or discard any inflammable liquids, gases, signal flares, pyro- technics, or other similar materials in any hangar, building or structure on the airport; provided, that such materials may be kept in aircraft in the proper receptacle installed in the aircraft for such purpose, or in rooms, areas or buildings specifically provided for such storage by the Airport Hanager. SECTION 4: Lubricating Oils. Lessee of hangars shall provide suitable receptacles with self-closing covers for the disposal of rags and other rubbish. Con- tainers for oils and greases must be of a type approved by the Salina Fire Department and/or the Kansas Inspection Bureau. No person shall dispose of used or waste oils or other liquids by dumping into any drainage ditch, sewer or storm drainage system on the Airport. All used or waste petroleum or other chemical product shall be disposed of by complete removal from the Airport. SECTION 6: Smoking. No person shall smoke in any hangar or in any area on the Airport in violation of posted "No Smoking" signs. SECTION 7: Cleaning Fluids. No person shall use volatile inflammable substances for cleaning floors in the hangars or in any other building on the Airport. SECTION 8: Floors and Passageway Care. the Airport shall keep floors and passageways ings free and clear of oil, grease, snow, ice pedestrian traffic. Doping processes shall be conducted only in designated and properly designed, fire proof and ventilated rooms or buildings in which all illumination, wiring, heating, ventilation equip- ment, electrical switches, outlets and fixtures shall be explosion proof. SECTIO 10: Radar Operation. No person shall operate radar equipment installed in an aircraft when such aircraft is in a hangar or parked in such a position and location so as to endanger personnel. Bench check operations of radar sets in repair or maintenance shall be conducted only in those areas specifically set aside for such operation by the Airport Hanager. SECTION 11: Elimination of Fire Hazards. When either the Airport Hanager or the Fire Inspector of the City Fire Department of Salina, Kansas, has notified in writing any lessee, tenant, or other person on the Airport, to correct or eliminate any fire hazard for which such lessee, tenant, or other person is responsible, the person notified shall correct or eliminate such hazard in the manner and within the time prescribed in the written notification or request received by him. Recommendations of the Kansas Inspection Bureau shall be recognized and complied with when deemed practicable by the Airport Authority. SECTION 12: Tank Trucks: Tank trucks containing aviation fuel shall be parked not less than 75-feet from all buildings. Trucks containing aviation fuel are not permitted in any hangar at any time. -20- Rules and Regulations Salina Hunicipa1 Airport P ART VII G ENE R A L R U L E S CON DUe T AND ------- ----- --- ------- SECTION 1: Disorder1v Conduct. No person shall loiter on the Airport or commit any disorderly, obscene, indecent or unlawful act on the Airport, or commit any nuisance or disturb the peace or quietude of any person rightfully upon and properly using the Airport facilities. SECTION 2: Sanitation. No person shall dispose of garbage, refuse, trash, paper or any other waste and materials upon the Airport property except in receptacles provided for that purpose. SECTION 3: Preservation of Property. No person shall: a. Destroy, injure, deface, or disturb in any way, any building or other structure, sign, equipment, fence gate, marker, flower, shrub, lawn, or other public property on the Airport. b. Trespass on any lawn, aircraft landing area or service ramp, taxiway, runway, or other restricted area. c. Abandon Any Personal Property on the Airport. Any property left unattended on the Airport in excess of 30-days, shall be considered abandoned. All agricultural vehicles and equipment shall be moved from the Airport if such equipment is not to be used thereon within one week. Agricultural equipment that has remained on the Airport unused for 30-days shall be considered abandoned. Any vehicle, equipment or material used by a contractor or other person for work performed for the Airport Authority, shall be removed from the Airport within 30-days after completion and acceptance of such work by the Air- port Authority, or said vehicle, equipment or material shall be considered abandoned. -21-
