ORDINANCE NUMBER 16-10851
AN ORDINANCE AMENDING CHAPTER 8, ARTICLE I, OF THE SALINA CODE BY
ADDING DIVISION 6, SECTIONS 8-1-6-1 THROUGH 8-1-6-C402.2; ADOPTING THE
COMMERCIAL PROVISIONS (CHAPTERS 1 THROUGH 5) OF THE OF THE
INTERNATIONAL ENERGY CONSERVATION CODE, 2012 EDITION, BY
w REFERENCE; AND ADOPTING LOCAL AMENDMENTS.
BE IT ORDAINED by the Governing Body of the City of Salina Kansas:
a Section I. New Division. The Salina code is amended by adding a new Division 6 to Chapter 8.
Article 1. including Sections 8-1-6-1 through 8-1-6-R101 set forth in Sections 2 through 5 of this
ordinance.
Section 2. New Section. The Salina Code is amended by adding a new section to Chapter 8.
Article I. Division 6 to be numbered 8-1-6-1 which section reads as follows:
8-1-6-1. International Energy Conservation Code adopted.
The commercial provisions (Chapters 1 through 5) of the International Energy
Conservation Code, 2012 Edition; promulgated and published by the International Code
Council. (IECC-CE) are adopted and incorporated by reference, except as amended in
this division.
Section 3. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article I. Division 6 to be numbered 8-1-6-C 10 1. 1 which section reads as follows:
Sec. 8-1-6-101.1 Amendment to Section C101.1 of the IECC-CE.
Section C101.1 of the IECC-CE is amended to read as follows:
Sec. CIOLI Title. These regulations shall be known as the International Energy
Conservation Code (CE) of the City of Salina, Kansas, hereinafter referred to as the
"IECC-CE".
Section 4. New Section. The Salina Code is amended by adding a new section to Chapter 8.
Article 1, Division 6 to be numbered 8-1-6-C402.2 which section reads as follows:
Sec. 8-1-6-C402.2 Amendment to Section C402.2 of the IECC-CE.
Table C402.2 of the IECC-CE is amended to read as follows:

a. Assembly descriptions can be found in ANSI/ASHRAE/IESN'A Appendix A.
b. Where using R -value compliance method, a thermal spacer block shall be provided. otherwise use the U -factor
compliance method in Table C402.1.2.
c. R-5.7ci is allowed to be substituted with concrete block walls complying with ASTM C90. ungrouted or
partially grouted at 32" or less on center vertically and 48" or less on center horizontally, with ungrouted cores
filled with materials having a maximum thermal conductivity of 0.44 Btu-in/h-F 0°F.
d. Where heated slabs are below grade, below -grade walls shall comply with the exterior insulation requirements
for heated slabs.
e. Steel Floor joist systems shall be insulated to R-38.
Section 5. Effective. That this ordinance shall be in full force on Januar' 1, 2017 after its adoption
and publication once in the official city newspaper by the following summary:

On October 3, 2016 the City Commission passed Ordinance No. 16- 10851. The Ordinance amends
Chapter 8. Article I of the Salina Code; adding Division 6. including sections 8-1-6-1 through 8-1-
6- R101; adopts and incorporates the 2012 edition of the International Energy Conservation Code
by reference; and adopts local amendments with an effective date of January 1. 2017. A complete
