AN ORDINANCE AMENDING CHAPTER 8, ARTICLE I, DIVISION 4, OF THE SALINA
CODE BY REPEALING THE EXISTING SECTIONS 8-121 THROUGH 8-143; ADOPTING
THE 2012 EDITION OF THE UNIFORM MECHANICAL CODE BY REFERENCE; AND
ADOPTING LOCAL AtMENDNIENTS.

BE IT ORDAINED by the Governing Bodv of the Citv of Salina. Kansas:
Section 1. New Section. The Salina Code is amended by adding a new section to Chapter 8, Article
L Division 4 to be numbered 8-1-4-1 which section reads as follows:

Sec. 8-1-4-1 Uniform Mechanical Code adopted.
The Uniform i\4echanical Code; 2012 Edition, promulgated and published by the International
Association of Plumbing and Mechanical Officials; including Appendix E. but not any other of its
appendices. (UN4C) is adopted and incorporated by reference, except as amended in this division.
Section 2. New Section. The Salina Code is amended by adding a new section to Chapter 8. Article I.
Division 4 to be numbered 8-1-4-106.1. which section reads as follows:
Sec. 8-1-4-106.1 Amendment to Section 106.1 of the UNIC
Section 106.1 of the UNIC is amended to read as follows:
Sec. 106.1 General. The authority having jurisdiction shall be the building official. The city
manager shall appoint and hereby delegates to the building official and any other city employees in
designated technical roles the authority necessary to administer, interpret, and enforce this code.
The building official shall have the authority to adopt and enforce rules and regulations
supplemental to and consistent with this code.
Section 3. New Section. The Salina Code is amended by adding a new section to Chapter 8, Article
1, Division 4 to be numbered 8-1-4-108.1. which section reads as follows:
Sec. 8-1-4-108.1 Amendment to Section 108.0 of the UMC
Section 108.1 of the UN4C is amended to read as follows:
Sec. 108.1. Board of Appeals. Appeals of orders, decisions or determinations made by the
building official relative to the application and interpretation of this code shall be heard and
decided by the building advisory board. (See Article II.).
Section 4. New Section. The Salina Code is amended by adding a new section to Chapter 8. Article
1. Division 4 to be numbered 8-1-4-114.2, which section reads as follows:
Sec. 8-1-4-114.2 Amendment to Section 114.2 of the UNIC
Section 114.2 of the UMC is amended to read as follows:
Sec. 114.2 Permit Fees. The fee for each permit shall be as set forth in the fee schedule adopted
pursuant to Section 2-2 of the Salina Code.
Section 5. New Section. The Salina Code is amended by addine a new section to Chapter 8, Article
1, Division 4 to be numbered 8-1-4-304.0, which section reads as follows:

w Section 304.0 of the UMC is amended to read as follows:

Sec. 304.0 Access
Appliances shall be accessible for inspection, service, repair and replacement without removing
permanent construction.
Unless otherwise specified, not less than thirty (30) inches (763 mm) in depth, width and height
of working space and platform shall be provided to service the appliance.
Exception:
1. Unit heaters and room heaters may be installed with an eighteen (18) inch (457 mm)
minimum depth working space. A platform shall not be required for unit heaters or room
heaters. The operating instructions shall be attached to the appliance where they can be
read easily.
2. For replacement central furnaces and boilers the unobstructed depth need only be 24".
Section 6. New Section. The Salina Code is amended by adding a new section to Chapter 8.
Article 1. Division 4 to be numbered 8-1-4-305.1, which section reads as follows:
Sec. 8-1-4-305.1 Amendment to Section 305.1 of the UMC
Section 30.1 of the U\4C is amended to read as follows:
Sec. 305.1 General. Each appliance shall be designed for use with the type of fuel to which it will
be connected. Appliances shall not be converted from the fuel specified on the rating plate for use
with a different fuel without securing re -approval from the Administrative Authority and as
recommended by the manufacturer of either the original equipment or the conversion equipment.
The serving gas supplier may convert appliances in accordance with procedures approved by the
Administrative Authority without securing re -approval of the appliance if properly relabeled. An
accessible approved shutoff valve shall be installed in the fuel gas piping outside of each appliance
and ahead of the union connection thereto in addition to any valve provided on the appliance. Such
valve shall be within six (6) feet (1.8 m) of the appliance it serves, and in the same room or space
where the appliance is located.
Exceptions: Shutoff valves may be accessibly located inside or under an appliance when
such appliance can be removed without removal of the shutoff valve.
1. Shutoff valves may be accessibly located inside wall heaters and wall furnaces listed for
recessed installation where necessary maintenance can be performed without removal of
the shutoff valve.
2. Shutoff valves for decorative appliances for installation in vented fireplaces shall not be
prohibited from being installed in an area remote from the appliance where such valves
are provided with ready access. Such valves shall be permanently identified and shall
serve no other equipment.
e Section 7. New Section. The Salina Code is amended by adding a new section to Chapter 8, Article
1. Division 4 to be numbered 8-1.4-310.0. which section reads as follows:
Sec. 8-1-4-310.0 Amendment to Section 310.0 of the UNIC
Section 310.0 of the UMC is amended to read as follows:
Sec. 310.0 Electrical Connections. Equipment regulated by this code requiring electrical
w connections of more than 50 Volts shall have a positive means of disconnect adjacent to and in
N sight from the equipment served. A 120 volt receptacle shall be located within 25 feet (7620
8 mm) of the equipment for service and maintenance purposes. The receptacle is not required for

replacement of existing equipment in the same location. The receptacle must be located on the
same level as the equipment and be accessible. Low voltage wiring of 50 Volts or less within a
structure shall be installed in a manner to prevent physical damage.
Section 8. New Section. The Salina Code is amended by adding a new section to Chapter 8, Article
I. Division 4 to be numbered 8-1-4-X04.3.1.2. which section reads as follows:
Sec. 8-1-4-504.3.1.2 Amendment to Section 504.3.1.2 of the UNIC
Section 504.3.1.2 of the UNIC is amended to read as follows:
Sec. 504.3.1.2 Length Limitation. Unless otherwise permitted or required by the dryer
manufacturer's installation instructions and approved by the Administrative Authority; domestic
dryer moisture exhaust ducts shall not exceed to total combined horizontal and vertical length 30
feet (9150 nun) of 4 inch vent or 37 feet (11285 mm), of 5 inch vent. including two 90 degree (1.57
rad) elbows. Two feet (610 mm) shall be deducted for each 90 degree (1.57 rad) for each additional
elbow. If the vent passes through space that is unheated it shall be insulated to prevent condensation.
Section 9. New Section. The Salina Code is amended by adding a new section to Chapter 8, Article I.
Division 4 to be numbered 8-1-4-510.7.1, which section reads as follows:
Sec. 8-1-4-510.7.1 Amendment to Section 510.7.1 of the UNIC
Section 510.7.1 of the UMC is amended to read as follows:
Sec. 510.7. Interior Installations. The ducts shall be enclosed in a continuous enclosure
extending from the lowest ceiling or floor above the hood, through any concealed spaces, to or
through the roof so as to maintain the integrity of the fire separations required by the applicable
code provisions. The enclosure shall be sealed around the duct at the point of penetration of the
lowest fire -rated ceiling or floor above the hood in order to maintain the fire resistance rating of
the enclosure and shall be vented to the exterior of the building through weather -protected
openings.
Exception: The continuous enclosure provisions shall not be required where a field -applied
grease duct enclosure or a factory -built grease duct enclosure (see Section 507.2.4 through
Section 507.2.6) is protected with a listed duct -through -penetration protection system
equivalent to the fire resistance rating of the assembly being penetrated. and the materials
are installed in accordance with the conditions of their listings and the manufacturers'
instructions and are acceptable to the building official.
Section 10. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article 1. Division 4 to be numbered 8-1-4-802.6.3.1. which section reads as follows:
Sec. 8-1-4-802.6.3.1 Amendment to Section 802.6.3.1 of the UNIC
N Section 802.6.3.1 of the U\4C is amended to read as follows:

Sec. 802.6.3.1 Category 1 Appliances. The sizing of natural draft venting systems serving one
or more listed appliances equipped with a draft hood or appliances listed for use with Type B
gas vent, installed in a single story of a building, shall be in accordance with one of the
following methods.
1. The provisions of Section 803.0.
2. Vents serving a single. draft -hood equipped new -location appliance, fan -assisted
combustion system appliances. or combinations of fan -assisted combustion system and
draft -hood -equipped appliances shall be sized in accordance with section 803.0 of this
chapter or other approved engineering methods.
3. For sizing an individual gas vent for a single. draft -hood equipped replacement
appliance, the effective area of the vent connector and the gas vent shall be not less than
the area of the appliance draft hood outlet or greater than seven times the draft hood
outlet area. Such vents and their connectors shall be limited to a combined maximum
change in direction of 180 degrees. Vents requiring greater change in direction shall be
sized in accordance with section 803.0 of this chapter..
4. For sizing an existing eas vent connected to two appliances with draft hoods. the
effective area of the vent shall be not less than the area of the larger draft hood outlet
plus 50% of the area of the smaller draft hood outlet or greater than seven times the
smaller draft hood outlet area. Vents connectors for such systems shall be sized in
accordance with sections 802.10.3.3 and 802.10.9.2 of this chapter. Each vent connector
shall be limited to a combined maximum change in direction of 180 degrees. Vents
connectors requiring greater change in direction shall be sized in accordance with
section 803.0 of this chapter.
5. Approved engineering practices.
Section 11. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article 1. Division 4 to be numbered 8-1-4-904.1. which section reads as follows:
Sec. 8-1-4-904.1 Amendment to Section 904.1 of the UMC
Section 904.1 of the U\4C is amended to read as follows:
Sec. 904.1 Location. Central heating furnace and low-pressure boiler installations in bedrooms
' or bathrooms shall comply with one of the following:
1. Central heating furnaces and logy -pressure boilers may be installed in a closet located in
the bedroom or bathroom provided the closet is equipped with a listed, Basketed door
assemble and a listed self-closing- device. The self-closing- door assembly shall meet the
requirements of Section 904.1.1. The door assembly shall be installed with a threshold
and bottom door seal and shall meet the requirements of Section 904.1.2.

2. Central heating furnaces and low-pressure boilers shall be of the direct -vent type or shall be
electric.

Exception: Existing central heating- furnaces and low-pressure boilers that are located in
bathrooms or closets accessible from a bathroom need not be enclosed nor provided with
a Basketed door when they are replaced unless the only access to such spaces is through
a bedroom.
Section 12. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article 1. Division 4 to be numbered 8-1-4-904.10. which section reads as follows:
Sec. 8-1-4-904.10 Amendment to Section 904.10 of the UNIC
Section 904.10 of the UMC is amended to read as follows:
Sec. 904.10 Appliances in Attics and Under -Floor Spaces. An attic or under floor space in
which an appliance is installed shall be accessible through an opening and passageway not less
than the largest component of the appliance and not less than 22 inches by 30 inches.
904.10.1 Length of Passageway. Where the height of the passageway is less than 6 feet. the
distance from the passageway access to the appliance shall not exceed 20 feet measured
along the center line of the passageway.
904.10.2 The passageway shall be unobstructed and shall have continuous solid flooring not
less than twenty-four (24) inches wide from the entrance opening to the appliance.
904.10.3 Work Platform. A level working platform not less than thirty (30) inches by
thirty (30) inches shall be provided in front of the service side of the appliance.
Exception: A working- platform need not be provided when the furnace can be serviced
from the required access opening.
904.10.4 Lighting and Convenience Outlet. A permanent 120 -volt receptacle outlet and a
lighting fixture shall be installed near the furnace. The switch controlling the lighting fixture
shall be located at the entrance to the passag-eway.
Exception: -Neither an outlet nor a light shall be required for furnaces installed above a
lay -in ceiling when tiles immediately adjacent to the furnace can be removed.
904.10.5 Furnace (Upright and Horizontal). Upright furnaces shall be permitted to be
installed in an attic. furred, or under -floor space exceeding 5 feet in height_ provided the
required listings and furnace and duct clearances are observed. Horizontal furnaces shall be
permitted to be installed in attic. furred or under -floor space provided the required listings and
furnace and duct clearances are observed.
Section 13. New Section. The Salina Code is amended by adding a new section to Chapter 8.
Article 1. Division 4 to be numbered 8-1-4-30=1.2, which section reads as follows:
Sec. 8-1-4-304.2 Amendment to Section 304.2 of the UNIC
Section 304.2 of the UMC is amended to read as follows:
w Sec. 304.2 Access to Equipment on Roofs. Gas utilization equipment located on roofs or other
elevated locations shall be accessible.

304.2.1 Access From Inside. Buildings of more than fifteen (15) feet in height shall have a
permanent means of access to the roof. Permanent exterior ladders providing roof access need not
extend closer than 15 feet to the finish grade.
304.2.1.1 Door or Scuttle. An inside means of access shall be a permanent or foldaway inside
stairway or ladder, terminating in an enclosure, scuttle, or trapdoor.
Such scuttles or trapdoors shall be at least twenty-two (22) inches by twenty-four (24) inches
(560 mm x 610 mm) in size, shall open easily and safely under all conditions, especially snow,
and shall be constructed so as to permit access from the roof side unless deliberately locked on
the inside. At least six (6) feet (1.8m) of clearance shall be available between the access opening
and the edge of the roof or similar hazard. or rigidly fixed rails or guards a minimum of fortv-
two (42) inches (1.1 m) in height shall be provided on the exposed side.
Where parapets or other building structures are utilized in lieu of guards or rails, they shall be a
minimum of forte -hyo (42) inches (1.1m) in height.
II 304.2.2 Permanent Lighting. Permanent lighting shall be provided at the roof access. The
switch for such lighting shall be located inside the building near the access means leading to
the roof.
Section 14. New Section. The Salina Code is amended by adding a new section to be numbered
8-1-4-924.0 which section reads as follows:
Sec. 8-1-4-924.0 Amendment to Section 924.0 of the UNIC
Section 924.0 of the UMC is amended to read as follows:
Sec. 924.0 Room Heaters
924.1 Prohibited Installations. Unless specifically permitted by the building official.
unvented room heaters shall not be installed as primary heat sources. Unvented room heaters
and gas log fireplaces must be permanently installed, and must be provided with an approved
oxygen depletion safety shutoff system and shall not be permitted in spaces that do not have
the required volume of indoor air as defined in section 701.4
924.1.1 Unvented Room Heaters. Unvented room heaters shall not be installed in
bathrooms or bedrooms. This subsection shall not apply to portable oil fired unvented
heating appliances used as supplemental heating in Group S, Divisions 3. 4. and 5.
Group U Occupancies, and regulated by the International Fire Code as adopted and
amended in Chapter 14, Article III, Division 1.
Exceptions:
1. Where approved by the building official, one listed wall -mounted unvented room
heater; unvented decorative gas log or unvented gas fireplace shall be permitted to be
installed in a bathroom provided that the input rating shall not exceed 6;000/ BTU/hr.
(1760 \V/hr) and combustion and ventilation air is provided as specified in Section
701.2. Any such appliance shall be equipped with an approved oxygen depletion
safety shutoff system.

w 2. Where approved by the building official, one listed wall -mounted unvented room
heater, unvented decorative gas log or unvented gas fireplace shall be permitted to be
installed in a bedroom provided that the input rating shall not exceed 10.000/
BTU/hr. (2930 W/hr) and combustion and ventilation air is provided as specified in
3 Section 701.2. Any such appliance shall be equipped with an approved oxygen
depletion safety shutoff system.
Section 15. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article 1, Division 4 to be numbered 8-1-4-131 1.2.4, which section reads as follows:
Sec. 8-1-4-1311.2.4 Amendment to Section 1311.2.4 of the UMC
Section 131 1.2.4 of the UNIC is amended to read as follows:
Sec. 1311.2.4 Prohibited Locations. Gas piping inside any building shall not be installed in or
through a circulating air duct_. clothes chute_. chimney or gas vent, ventilating duct, dumbwaiter,
or elevator shaft.
This provision shall not apply to ducts used to provide combustion and ventilation air in
accordance with Section 701.0 or to above -ceiling spaces as covered in 1311.2.2.1. Gas pipe
with inlet pressures less than 2 pounds located in air moving plenums must be tested at 60 PSI
for 30 minutes. Gas pipe with inlet pressures of 2 pounds or more located in air moving plenums
must be welded.
Section 16. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article 1. Division 4 to be numbered8-1-4-1312.4. which section reads as follows:
Sec. 8-1-4-1312.4 Amendment to Section 1312.4 of the UNIC
Section 1312.4 of the UNIC is amended to read as follows:
Sec. 1312.4 Appliance Shutoff Valves and Connections. Appliances connected to a piping
system shall have an accessible, approved manual shutoff valve with a non -displaceable valve
member; or a listed gas convenience outlet, installed in the same room as the appliance; within 6 ft
(1.8 m) of the equipment it serves. Where a connector is used, the valve shall be installed
upstream of the connector. A union or flanged connection shall be provided downstream from this
valve to permit removal of controls. Shutoff valves serving decorative gas appliances shall be
permitted to be installed in fireplaces if listed for such use.
II1Shutoff
1. Shutoff valves may be accessibly located inside or under an appliance when such
appliance can be removed without removal of the shutoff valve.
2. Shutoff valves may be accessibly located inside wall heaters and wall furnaces listed for
recessed installation where necessary maintenance can be performed without removal of
the shutoff valve.
3. Shutoff valves for vented decorative appliances and decorative appliances for installation in
vented fireplaces shall not be prohibited from being installed in an area remote from the
appliance where such valves are provided with ready access. Such valves shall be
w permanently identified and shall serve no other equipment.

4 Section 17. Repealer. Existing Salina Code Sections 8-121 through 8-143 are repealed.
3 Section 18 . Effective. This ordinance shall be in full force on January 1. 2017 after its adoption
and publication once in the official city newspaper, by the following summary:

On October 3. 2016 the Citv Commission passed Ordinance No. 16-10849. The Ordinance amends
Chapter 8, Article 4, Division 1 of the Salina Code; repeals existing Sections 8-121 through 8-143;
adopts and incorporates the 2012 edition of the Uniform Mechanical Code by reference: and
adopting local amendments with an effective date of January 1. 2017. A complete copy of the
