AN ORDINANCE AMENDING CHAPTER 8, ARTICLE I, DIVISION 3 OF THE SALINA
CODE BY REPEALING THE EXISTING SECTIONS 8-71 THROUGH 8-118; ADOPTING
w THE 2012 EDITION OF THE UNIFOIUNI PLUMBING CODE BY REFERENCE; AND
= ADOPTING LOCAL AMENDMENTS.

BE IT ORDAINED by the Governing Body of the City of Salina, Kansas:
Section 1. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article I. Division 3 to be numbered 8-1-3-1 which section reads as follows:
Sec.8-1-3-1. Uniform Plumbing Code adopted.
The Uniform Plumbing Code, 2012 Edition, promulgated and published by the Intemation
Association of Plumbing and Mechanical Officials, not including any of its appendice
(UPC) is adopted and incorporated by reference, except as amended in this division.
Section 2. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article 1. Division 3 to be numbered 8-1-3-101.1 which section reads as follows:
Sec. 8-1-3-101.1 Amendment to Section 101.1 of the UPC.
Section 101.1 of the UPC is amended to read as follows:
See. 101.1 Title. These regulations shall be known as the Uniform Plumbing Code of the
City of Salina. Kansas, hereinafter referred to as the "UPC" or "plumbing code".
Section 3. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article I. Division 3 to be numbered 8-1-3-102.1 which section reads as follows:
Sec. 8-1-3-102.1 Amendment to Section 102.1 of the UPC.
Section 102.1 of the UPC is amended to read as follows:
Sec. 102.1 Authority Having Jurisdiction. The authority having jurisdiction shall be the
building official. The city manager shall appoint and hereby delegates to the building
official and any other city employees in designated technical roles the authority necessary
to administer, interpret, and enforce this code. The building official shall have the
authority to adopt and enforce rules and regulations supplemental to and consistent with
this code.
Section 4. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article I, Division 3 to be numbered 8-1-3-102.3 which section reads as follows:
Section 8-1-3-102.3 Amendment to Section 102.3 of the UPC.
Section 102.3 of the UPC is amended to read as follows:
Sec. 102.3 Board of Appeals. The building advisory board shall hear and decide

appeals of orders; decisions or determinations made by the building official relative to the
application and interpretation of this code. (See Article II.)
Section 4. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article I, Division 3 to be numbered 8-1-3-103.1.1 which section reads as follows:
Sec. 8-1-3-103.1.1 Amendment to Section 103.1.1 of the UPC.
Section 103.1.1 of the UPC is amended to read as follows
Sec. 103.1.1 Exempt Work. A permit shall not be required for the following:
1. The stopping of leaks in drains, soil, waste or vent pipe, provided however, that a
trap, drain pipe, soil waste, or vent pipe become defective and it becomes
necessary to remove and replace the same with new material, the same shall be
considered as new work and a permit shall be procured and inspection made as
provided in this code.
2. The clearing of stoppages, including the removal and reinstallation of water
closets, or the repairing of leaks in pipes, valves or fixtures, provided such repairs
do not involve or require the replacement or rearrangement of valves, pipes, or
fixtures.
Exemptions from the permit requirements of this code shall not be deemed to
grant authorization for work to be done in violation of the provisions of the code
or other laws and ordinances of this jurisdiction.
Section 5. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article 1, Division 3 to be numbered 8-1-3-103.4.1 which section reads as follows:
Sec. 8-1-3-103.4.1 Amendment to Section 103.4.1 of the UPC.
Section 103.1.1 of the UPC is amended to read as follows:
Sec. 103.4.1 Permit Fees. The fee for each permit shall be as set forth in the fee schedule
adopted pursuant to Section 2-2 of the Salina Code.
Section 6. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article I. Division 3 to be numbered 8-1-3-103.4.2 which section reads as follows:
Sec. 8-1-3-103.4.2 Amendment to Section 103.4.2 of the UPC.
Section 103.4.2 of the UPC is amended to read as follows:
Sec. 103.4.2 Plan Review Fees. No fees shall be charged for plan review.
Section 7. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article I, Division 3 to be numbered 8-1-3-312.6 which section reads as follows:

Section 312.6 of the UPC is amended to read as follows:
Sec. 312.6 Freezing Protection. No water, soil, or waste pipes shall be installed or
permitted outside of a building or in an exterior wall, unless where necessary, adequate
provisions are made to protect such pipe from freezing by insulation or heat, or both.
Exterior water supply system piping shall be installed not less than 6 inches below the
y frost line. The frost line depth in the city is 36 inches.

g II Section 8. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article 1. Division 3 to be numbered 8-1-3-316.1 which section reads as follows
Sec. 8-1-3-316 Amendment to Section 316.1 of the UPC.
Section 316.1 of the UPC is amended to read as follows:
Sec. 8-1-3-316.1 Increasers and Reducers. Where different sizes of pipes or
pipes and fittings are to be connected, the proper size increasers or reducers or
reducing fittings shall be used between the two sizes. Bushings are approved
fittings for this purpose in vent piping and as increasers in drainage piping.
Brass or cast iron body cleanouts shall not be used as a reducer or adapter from
cast iron drainage pipe to iron pipe size (IPS) pipe.
Section 9. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article 1. Division 3 to be numbered 8 -1 -3 -Table 422.1 which section reads as follows:

Each building shall be provided with sanitary facilities, including provisions for persons with
disabilities as described by the 2010 ADA Standards for Accessible Design. Table 422.1 applies to
new buildings, additions to a building, and changes of occupancy or type in an existing building
resulting in an increased occupant load.

Notes:
1. The figures shown are based upon one fixture being the minimum required for the number of persons indicated
or any fraction thereof.
2. A restaurant is defined as a business that sells food to be consumed on the premises.
a. The number of occupants for a drive-in restaurant shall be considered as equal to the number of
parking stalls.
b. The hand -washing facilities shall be available in the kitchen for employees.
3. The total number of required water closets for females shall not be less than the total number of required water
closets and urinals for males.
4. For each urinal added in excess of the minimum required, one water closet shall be permitted to be deducted.
The number of water closets shall not be reduced to less than two-thirds (2/3) of the minimum requirement.
5. Group lavatories that are 24 lineal inches (610mm) of wash sink or 18 inches (457mm) of a circular basin,
where provided with water outlets for such space, shall be considered equivalent to one lavatory.
6. Metering or self-closing faucets shall be installed on lavatories intended to serve the transient public.
• The occupant load for all buildings shall be determined by Section 1004 of the International Building Code.
Section 10. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article I. Division 3 to be numbered 8-1-3-418.3 which section reads as follows:
Sec. 8-1-3-418.3 Amendment to Section 418.3 of the UPC.
Section 418.3 of the UPC is amended to read as follows:
Sec. 418.3 Location of Floor Drains. Floor drains shall be installed in the following
areas:
a. Toilet rooms containing one (1) or more water closets or a combination of one or
w more lavatories, one (1) water closet and one (1) urinal, except in a dwelling unit.

N b. Commercial kitchens and in accordance with Section 704.3.
- c. Laundry rooms in commercial buildings and common laundry facilities in multi-
family dwelling buildings.

Section 11. New Section. The Salina Code is amended by adding a new section to Chapter 8.
Article 1. Division 3 to be numbered 8-1-3-603.4.2 which section reads as follows:
Sec. 8-1-3-603.4.2 Amendment to Section 603.4.2 of the UPC.
Section 603.4.2 of the UPC is amended to read as follows:
Sec. 603.4.2 Testing. The premise owner or responsible person shall have the backflow
prevention assembly tested by a certified backflow assembly tester at the time of
installation, repair, or relocation and tested and overhauled on the schedule listed in
Salina Code Chapter 41, Article II, Division 4 - Cross Connections. The periodic testing
shall be performed in accordance with the procedures referenced in Table 1401.1, 14-1,
by a tester qualified in accordance with those standards.
Section 12. New Section. The Salina Code is amended by adding a new section to Chapter 8,
Article I. Division 3 to be numbered 8-1-3-709.0 which section reads as follows:
Sec. 8-1-3-709.0 Amendment to Section 709.0 of the UPC.
Section 709.0 of the UPC is amended to read as follows:
Sec. 709.0 Gravity Drainage Required. Wherever practicable, all plumbing fixtures
shall be drained to the public sewer or private sewage disposal system by gravity. Where
it is determined by the authority having jurisdiction that gravity drainage for an alteration
is impractical, drainage piping serving such plumbing fixtures shall meet the
requirements of Section 710.0.
Exception: Upon prior approval by the authority having jrisdiction, low flow fixtures
such as but not limited to bar sinks. hand sinks, and indirect waste receptors for drink
stations may drain into an approved, self-contained water removal system.
Section 13. New Section. The Salina Code is amended by adding a new section to Chapter 8.
Article I, Division 3 to be numbered 8-1-3-807.4 which section reads as follows:
Sec. 8-1-3-807.4 Amendment to Section 807.4 of the UPC.
Section 807.4 of the UPC is amended to read as follows:
Sec. 807.4 Domestic Dishwashing Machine. Deleted.
Section 14. Repealer. Existing Salina Code Sections 8-71 through 8-118 are repealed.
Section 15. Effective. That this ordinance shall be in full force on January 1, 2017 after its
adoption and publication once in the official city newspaper by the following summary:

On October 3. 2016 the City Commission passed Ordinance No. 16- 10848. The Ordinance amends
Chapter 8, Article I, Division 3 of the Salina Code: repeals existing sections 8-71 through 8-118:
