02-23-2004 Minutes -758- The regular monthly meeting of the Salina Public Library Board of Trustees was held at 7:00 a.m. on Monday February 23, 2004 in the Prescott Room. The following Board members were present Alan E. Jilka, Cheryl Mason, Sheldon Lilak, Nancy Chandler, Janice Ostrom, Lynne Ryan, Betsy Scholten, and Tom Arpke. Others present were Joe McKenzie, Cynthia Smull, and Mark Regier. Tom Arpke brought the meeting to order. Tom asked if there were any changes or corrections to the January 26, 2004 Board minutes. No changes were suggested. 04-05 On a motion made by Betsy Scholten and seconded by Sheldon Lilak it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the January 26, 2004 minutes as printed. P758. 2/23/04. Motion Passed. PUBLIC COMMENTS: None FRIENDS OF THE LIBRARY: The Friends had another good meeting. The Friends will work with the Poetry Series in April. La Donna Schafer Friends President will attend a Friends meeting at the Tri-Conference in Wichita about how to have a book sale. DISCUSSION ITEMS: TECH CENTER: Mark Regier, Architect from Jones Gillam talked to the Board about the plans for the Tech Center. The Board retains final authority to accept or reject any bid. There will be a public opening of the bids at the end of March. The date of the bid opening is not set yet. The construction market is very competitive right now. This is a good time to do this project. Physical construction is projected to begin on approximately May 1,2004. Mark talked about the new South entry to the library having walls prepared similar to those in Youth Services so that they could serve as a small gallery to display art and/or be used for hanging other library displays or posters. The Board toured renovation areas with the Architect as he went over some of the building details. 04-06 On a motion made by Sheldon Lilak and seconded by Janice Ostrom it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the Architectural Tech Center Plan as proposed. DISCUSSION ITEMS: MEETING DAY AND TIME: The Board discussed permanently changing the Board meeting day and time to 7:00 a.m. on the 4th Monday of each month. 04-07 On a motion made by Sheldon Lilak and seconded by Janice Ostrom it was RESOLVED THAT: The Board of Trustees of the Salina Public Library approves the continuation of the Board meeting day and time to be the 4th Monday at 7:00 a.m. Motion Passed. P. 758. 2/23/04. - 759- FINANCIAL REPORT: January finances show we spent $92,000 out of the General Fund. The Capital Fund looks good with over one million dollars invested. The Tech Project's projected cost is just under 1.3 million dollars. This includes the architect's fees and a $100,000 contingency fund. The projected cost is $125.00 a square foot. STATISTICAL REPORT: January continued the same trend as in 2002 and 2003 with circulation being up in the Youth Services Department this year about 10%. LIBRARIAN'S REPORT: House Bill No. 2420 (An ACT enacting the children's internet protection act; prohibiting certain acts and providing remedies for violations) was discussed by the Board. Joe explained how the bill worked. The SBC grant for equipment for the new Tech Center will go through the Friends of the Library. Staff will be going out soon to talk to people in the community about library services. This is an extension of our ASIST Day program in November 2003. We have an Intern from Bethany College here 4 hours a day until school ends this spring. We will be doing more out reach this summer as well as doing a survey to find out why people don't use the library. Places suggested to take the survey was the Central Mall and the Tri-Rivers Fair. BOARD COMMENTS: None ADJOURNMENT: There being no further business to come before the Board, the meeting was adjourned. 04-08 On a motion made by Sheldon Lilak and seconded by Nancy Chandler it was RESOLVED THAT: The Board of Trustees of the Salina Public Library adjourns the February 23, 2004 meeting.
