Minutes 03/15/1965 ~~ -:: .::.......; COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas March 15, 1965 Regular Meeting of the Board of Commissioners March 15, 1965. Meeting was called to order by Mayor Rundquist, the roll was called and Commissioners Rundquist, Bull, Spangler, Stark and City Attorney Bengtson responded. Commissioner Exline absent. The Minutes of the Regular Meeting of March 8, 1965 were read and approved. Bids were received on Mower for Park Department. On motion of Commissioner Bull, seconded by Commissioner Spangler the bids were referred to the City Manager and Park Superintendent for checking. Carried. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Spangler, seconded by Commissioner Stark the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Bull, Spangler, Stark (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered 6850. Carried. Ordinance was introduced for first reading March 1, 1965. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of paving Alley First East of Hancock Street with concrete (Ten (10) feet wide) from the north line of Franklin Avenue to the south line of Venango Street; curbing, guttering, paving and grading of Kenwood Park Drive with concrete (Thirty-seven (37) feet wide, back of curb to back of curb) from a point 150 feet east of intersection of Kenwood Park Drive and Oakdale Drive to existing county asphalt street, the same being an intervening connecting street; curbing, guttering, paving and grading of Pacific Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the east side of Thirteenth Street to the west side of Twelfth Street; Curbing and guttering of Ray Avenue from the south line of Neal Avenue to the center line of Laura Street; curbing, guttering, paving and grading of Riverside Drive with concrete (Thirty- three (33) feet wide from back of curb to back of curb) from the west line of Columbia Avenue to the east line of Oakdale Avenue, the same being an intervening connecting street; curbing, guttering, paving and grading of Riverside Drive with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the west line of Des Moines Avenue to the east line of Kansas Avenue, the same being an intervening connecting street; curbing, guttering, paving and grading of Riverside Drive with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the north line of Johnstown Avenue to the east line of Ohio Street, the same being an intervening connecting street; curbing, guttering, paving and grading of Riverside Drive with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the west line of Ohio Street to the east side of Des Moines Avenue, the same being an intervening connecting street; curbing, guttering, paving and grading of Second Street with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the south line of Woodland Avenue to the south line of Pacific Avenue; paving and grading of Second Street with concrete (Twenty-eight (28) feet wide from toe of gutter to toe of gutter) from the north line of Forest Avenue to the south line of Woodland Avenue; curbing, guttering, paving and grading of Woodland Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the east side of Thirteenth Street to the west side of Twelfth Street; and relating to and providing for the collection and payment of such assessments: On motion of Commissioner Bull, seconded by Commissioner Spangler the adopted by sections and on its final adoption the following vote was had: Bull, Spangler, Stark (4). On motion of Commissioner Bull, seconded by Commissioner Spangler the plans and specifications were accepted and approved. Carried. City Manager reported on Petition 2814 for street light, and recommended that the corner light at Bishop and Thirteenth Street be increased, but no light in the alley. motion of Commissioner Bull, seconded by Commissioner Spangler the recommendation was accepted and approved. Carried. On City Manager reported on Petition 2818-1\ for Street light, and recommended that the street light be installed. On motion of Commissioner Bull, seconded by Commissioner Spangler the recoTmendation was accepted and approved. Carried. City Manager reported that he could see no legal objection to the installation of Highway 81 Sign on Flood Control Property south of the City. Petition ~umber 2820 for the rezoning of Lots 18, 19, 20, Block 7, Shalimar Plaza Addition from "DD" to "D" was filed by Salina Labor Building Association, Inc., On motion of Commissi()[1er Bull, seconded by Commissioner Spangler the petition was referred to the City Planning C,)mmission. Carried On a motion by Commissioner Spangler, seconded by Commissioner Bull, the City was inatructed to prepare a Resolutjon approving amendments to Senate Bill 235.
